In my apparent role as Devil's advocate, I feel the need to point out that the whole Jaffur situation, and the resulting constitutional crisis threatening civil war among all of Saiyan society, only exists because of Berra. We can't really presume in favor of the quality of his judgement when we are actively collaborating with rebellion in order to thwart it.
We can disagree on one point while trusting him in others
 
But, can we trust him? We've seen him enact exactly one policy, and it was the most traumatic experience of his daughter's life.
There were some extenuating circumstances. This is taken from his charácter sheet:

The Sundering: Your father and Lord Vegeta were once best friends, until your father gave voice to his opinions on the Death of Talt. In the fight that followed, the skies turned red and Garenhuld shook as two men as close as brothers nearly tore each other apart. They have been bitter enemies ever since, and the consequences of that day have literally defined the shape of modern saiyan politics, most definitively for the worse. It is your father's single largest regret, the failure that he has since defined himself by.

As the Rocks [Former Foundational Trait]: Your father is widely known for never acting without careful consideration of all points of view. If he were the PC he would experience constant and heavy vote weighting on all options in favor of patience, and he does receive large bonuses to any actions taken in moderation.

Ally to Good, Nightmare to You [Foundational Trait]: Your Dad speaks often and passionately about the importance of right behavior. Of everybody you know, you would call only him a true hero. He receives massive bonuses on all actions taken in what he believes to be the service of right.

Atoner [Foundational Trait]: Your father feels intense guilt for the mistakes he's made over the course of his life, having spent years being forced to watch as everything he strove for spun out of control as a direct result of his choices. He will nearly always decide to immediately commit to whatever course of action he views as permissible that will allow him to mitigate or reverse any consequences of his failures, and benefits from the full bonus of "Ally to Good, Nightmare to You" on any checks made in service to that course of action.

So unless he has some traumatic backstory involving letting a Peat live, he will consider the situation carefully.

Can we use our ki talents to create a more refined, less energy-intensive way of opening a dimensional gate to the Hyperbolic Time Chamber? Gotenks didn't direct the scream at all so it can be assumed that simply opening up a hole in one of the two dimensions leads to the other.

Can we use our ki talents to create a more refined, less energy-intensive way of opening a dimensional gate to the Hyperbolic Time Chamber? Gotenks didn't direct the scream at all so it can be assumed that simply opening up a hole in one of the two dimensions leads to the other.
I read the HTC/RoTaS as being a dimension placed particularly near to this one; one direct connection in or out. Thus, for Gotenks there was only one target of any relevance. You can create such a technique, but given that the real world has a comparative embarrassment of targets, you'll need a targeting system. Sorcery, perhaps, but the way to do it with just ki technically does exist.

We'd need to know both where and when it is first, not to mention lack the ability to reach out half way across the galaxy
 
@PoptartProdigy, when Aizen fought Ichigo and was unable to sense his spiritual pressure, he thought Ichigo discarded it in order to gain a massive increase to physical stats. That turned out not to be the reason why he couldn't sense him, but could we possibly do something like what Aizen thought Ichigo did?

Of course, if we don't know of the Gotenks techniques then we probably don't know about that instance either.

Spirit Pressure is kinda like power level, or at least the visible 'i'm powering up so rocks are floating and shit'. Aizen is one of the big bad guys. Ichigo is the protagonist. Not entirely sure I parse his meaning in spite of knowing Bleach, though.

The bad guy in Bleach couldn't sense the good guy's ki. The bad guy thought the good guy sacrificed his ability to use ki (i.e. for energy attacks (the good guy's specialty), walking on air, flash step, etc.) in exchange for HUGE TONS of raw physical strength, speed, durability, etc.

The real reason the bad guy couldn't sense the good guy's ki wasn't because of that, but is something like that something we could do ourselves?

The real reason was he had god ki, if I follow the dragonball stuff I am less familiar with correctly.

Ah ha. Gotcha.

*addressing IC Kakara* You're...not sure about that. I mean, mechanically the more esoteric effects of ki aren't really something that you're constantly wasting energy on. You use them, and that burns ki, but if you don't use them the only real effect you've noticed is that your pool of ki is less depleted than if you had. And outright switching them off...how would that even work? This particular idea doesn't seem like something you could use. Maybe there's something else in a similar vein, though...
 
I don't know if the whole screaming a way across dimensions is something that could happen in normal circumstances. The HTC already had a door connecting to our reality and it was fairly near where they were. It could be that the frontier was already weakened between the two realities on that place and that is the only reason they could do so or target the correct dimensión.
 
@PoptartProdigy, theoretically, would it be legal for a human to obtain a power level of over 15 million (or, even more theoretically, a power level above 1,125 billion)?

Edit:
Assuming said human is married to a Saiyan or otherwise knows about the Saiyans, of course.
