Was this a poke at the general perception of DBZ just involving people fighting one another and the bigger powerlevel winning all the time, with no tactics involved beyond 'punch the enemy'? I found it amusing regardless.
I think it's more a poke at the tendency of DBZ characters to boastfully talk about what their attacks and techniques are gonna do to the enemy, before actually doing them to the enemy.

As I have generally depicted that as a stone-dead meme among the Exiles.
Albeit, given your own established-in-omakes DBZA adaptation by way of epic verse in-universe, Simon, the waters are also quite muddied there on what did and didn't actually occur.
I think one thing that somewhat excuses it, is that a lot of the time D.B.Z. folk were there to have fun. Not signalling their attacks was one of the ways to show that someone wasn't messing around. When Freiza was just sniping a nobody, nobodies tended to just get sniped. Sub-perfect Cell was pretty utilitarian when not stalling or assessing, while perfect Cell was more interested in being a catwalk model with wanton murder as more of a hobby. Then some people were explicitly idiots, like Gotenks and Babidi. It certainly doesn't excuse all of the drama, but I like to think that it isn't quite as ridiculous as would first appear.

Two humans stand by his side, both armored, one a woman with long, flowing, blonde hair, the other a man even shorter than the arcosian and with black hair pulled back. Their eyes all widen-
With a quiet rumble, the ship drops out of FTL on the edges of Planet Tamrii's system, stealth systems engaged. Immediately, Snare shifts Bassoon out of the pilot's seat and starts looking at what's coming through the sensors. "No sign of the fleet," he announces.
"I told you so," you mutter.
"We were not doubting you; just confirming," says Lyre.
"Lots of ship traffic, but it's all civilian, law enforcement, or local military," continues Snare. "Aaaaaaaaaand…nothing's coming after us. Stealth systems look like they're working fine." He pushes back from the console, smirking.
Bassoon grumbles at that. "They've worked fine every time I've used them. I've been sneaking past the Siege of Arcosa for years."
"Yeah, but that's converted civvie or obsolete military gear," says Snare, spinning the chair to face you all. "Hard to say if it'll hold with modern stuff. But we're fine, you were right."
"The question now is what to do," says Bugle as he leans against a wall, relaxing. He rubs at his scar. "We're hidden now, but there are a lot of people down there. We'll need to be careful."
The team starts debating their options, and as they do, you close your eyes, reaching out with your senses. As you open yourself to the feeling of life stretching before you, a constellation of brilliant lights pops into your awareness. Tens of billions of people, unspooling before you. A true metropolis of a world. The homeworld of a civilization.
Planet Tamrii
It is the first time you have ever really been able to feel a planet on this scale. New Namek is a planet only a few centuries down the line from a population bottleneck that reduced their population to the hundreds. Garenhuld hits the billions, but is only centuries of -- admittedly explosive -- growth from a pre-gunpowder era. And Arcosa...you had other things on your mind, at the time. But now, you breathe in deeply and simply experience the feeling of being near to such a dizzying amount of life. It's intoxicating.
And Planet Braigh is the one renowned for being heavily built up.
You shake yourself, focusing, and start taking the measure of the power levels below.
Average power level of around...human-ish, honestly. Five, maybe a little lower. Only one cluster of champions, six of them in the hundreds of thousands. One at around sixty, sixty-five million.
You open your eyes. Nothing for me to worry about, but another reason for the team to stay hidden.
As your eyes open, Bassoon shifts. "Got anything, Kakara?"
"Team of seven champions, as far as I can sense," you say, broadcasting your words to the group. "Most of them we could roll right over, but one is at sixty million. Better to avoid them, although that was the plan already."
Flute nods. "Yeah, I don't feel like squaring up with somebody twice my strength. They'll keep." He clears his throat. "That said, we got work to do here."
Bassoon stepped forward. "Four tasks that need doing. First of all, we need somebody to take the local temperature. See what people are saying on the streets. Second, somebody needs to scout out the local government and find out how we can get information from them. Third, we need somebody to get a good look at their orbital infrastructure to see what they're setting up for the attack. Fourth, somebody needs to get out there and actually scout for wherever the fleet is forming up before moving here for final preparations."
"It can't be too far," says Snare. "It took us a fair while to get here, and we're just one fast ship! A whole fleet, loaded with supplies and fighters? They won't be forming up -- they'll be on their way already, jumping from system to system."
"And we'll still want to find it," says Bassoon. "We need to find out who's leading this fleet. Kakara's visions can help with that, but in the event she has trouble with it, we need eyes on. The more time we have to check out the fleet, the better our odds."
Flute raises his hands. "Now hold on a moment, here. You said that the thing that got that fleet coming faster was us poking around and getting rumbled. Now you want somebody marking it every step of the way?"
"From a distance, yes," replies Bassoon. "Kakara, you said it was fine if we kept ourselves to watching at a distance, right?"
Looking up into the sky of Bassoon's mindscape, you reply, "That's right. It's if we go poking around inside the command ship itself that we get caught. We should be fine if we observe from a greater distance."
Lyre sighs quietly. "I'm not thrilled by the idea...but yes, that makes sense." He glances around the room. "Four tasks, but there are five of us. Are you planning on Flute and I pairing up, Bassoon?"
Your host shakes his head, pointing to Snare. "Task five is going to be Snare's. He's going to be digital overwatch; checking news feeds, hacking into things we need hacked, that sort of thing."
Snare's eyebrow twitches. "Do you have to call it that?"
Bassoon gives Snare a blank look. "Should I call it something else?"
"Yes."
Bugle clears his throat. "Moving on. Bassoon, where do you want us?"
"Kakara and I have discussed it between ourselves," Bassoon replies. "We have everybody's assignments ready to go. First of all, the two of us will be-"
Where have you and Bassoon decided you'd be best placed?
[ ][TASK] -hitting the streets to take the pulse of things. Bassoon has blended into crowds a dozen planets, and with your sensory abilities, you're the ideal choice to parse a lot of information.
[ ][TASK] -doing reconnaissance on the local government. You know governments. You're the best choice for this job.
[ ][TASK] -scouting out the orbital infrastructure. This stuff is going to be well-guarded, and being on the spot to supplement scouting with Sight would be quite useful.
[ ][TASK] -heading out and locating the fleet itself. This sort of thing -- sneaking around massive fleets -- is almost exactly Bassoon's specialty. All that would need to change to be any more perfect would be if he was trying to reach a planet they were blockading.
While you go about that task, you'll have plenty of other time. Construct a plan for the upcoming month from the following options.
You have five free AP, which may be used among the following options as you wish.
Going by your visions, you have eight months until the invasion hits New Namek, or four if you are discovered while scouting.
[ ] Plan [NAME]
The Sight -- or, perhaps more accurately, your psychic abilities -- got you into this mess. Kais and Ancestors willing, they will get you out. This category has 2 AP.
-[ ] Continue Your Training (1 AP): You've come to a new plateau in your abilities and mapped the new edges of your gift. Now seems like a fine time to push the boundaries, or pick up some new tricks. Follow Dazarel's training regime.
-[ ] Looking Home (1 AP): You may have left home, but you will return someday. When you do, it would be best to be well informed. Devote a substantial amount of time and effort to using your Sight to keep up to date on the current events on Garenhuld.
-[ ] Future Options (1 AP): The mysterious destinations that called to you when you fled Garenhuld, and again when you departed the Other World, are an intriguing mystery. Bassoon may have been a friend, but can you guarantee that the self-described, "Enemies," will be? Try to pierce the odd veil around your host options, revealing a chosen option's identity for the next time you need to find a new host.
-[ ] Looking Abroad (1 AP) [TOPIC HERE]: It is difficult to fully describe the dizzying potential of your Sight. With sufficient precision and effort, literally anything past, present, or future is yours to behold. Use your Sight to look into a topic of your choice to the best of your abilities.
The drive to improve oneself is intrinsic to the saiyan race, and you are as saiyan as they come in the modern world. This category has 3 AP.
-[ ] Improve a Skill (1 AP) [SKILL NAME GOES HERE]: Choose one of your existing skills to improve. Make a training roll in the specified skill. Exceptional or higher skills are a matter for the, "To Go Beyond," option below. Please note that you can no longer directly train super-skills like Hand-to-Hand or Ki Manipulation.
-[ ] New Skills (1 AP) [SKILL NAME GOES HERE]: Your repertoire is impressive, but it can always expand. Variety is the spice of life and the key to not losing it. Acquire any skill of which Kakara knows, at an appropriate starting level. The skill's theory and practice must be things to which Kakara has access.
-[ ] Research Project (1 AP) [PROJECT NAME GOES HERE]: There are some whispered legends yet to be recreated; there are some things held to be impossible. You brought the Genki Dama back into the world. You're only getting started. Start making research rolls to acquire or invent a skill to which Kakara does not have access. The project name should be the name of a technique you want to acquire or an effect you want to achieve, whichever is more descriptive (i.e., "Perfect Multiform," or, "a good piercing attack with an emphasis on speed." Success is not guaranteed.
-[ ] Style Training (1 AP) [STYLE HERE]: Yammar took you apart. A good part of that is who he is and the experiences he has endured, but another part was his simple superiority as a fighter. You must improve. When you return to Garenhuld, it will not be peacefully. Make training rolls towards leveling up one of your combat styles.
-[ ] Invent a Style (2 AP): Perhaps the answers to your needs do not rest in the past. Perhaps you need to strike your own path, if you are to stand up to the trials set against you. Design a new combat style and begin training it.
-[ ] To Go Beyond (1 AP) [SKILL NAME GOES HERE]: You have experienced moments throughout your life that hint at an understanding of your current techniques which few can equal. You have the chance to truly push the boundaries of your people's knowledge. Select either Ki Sense or Multiform and begin training it to Elite+ levels.
-[ ] Broken Precedent (2 AP): Perika was brought into this world at peak base saiyan strength with a wish that supposed she'd be useful for fighting an opponent at your level. Moreover, she is a saiyan without a support structure, loose in the wider galaxy. You have already given leave to the Senzus to reach for the next level. You must do the same for Perika. Settle down with Perika, and for the first time in your life, help to create another super saiyan.
For as long as you can recall, you have been an outgoing girl. Though you have grown rapidly over the past year or so and your life has turned upside-down, that fundamental truth has not changed. This category has 2 AP.
-[ ] Strengthen Host Bond (1 AP): Neither you nor Bassoon fully understand the nature of the ties that bind you. Perhaps you can unravel the mystery of your presence here. Deepen the metaphysical connection you have with Bassoon by running experiments with him and exploring his mindscape.
-[ ] Talk to Dazarel (1 AP): Dazarel is a twisted, evil monster who believes might makes right and that psychic might makes rightest of all. He is also, you have learned, a deeply injured being, one fundamentally betrayed by his mentor -- whoever they are -- when his training began, and twisted into thinking as he does. You have promised to train him to grow on his own merits; you will. Spend significant time and focused effort trying to connect with Dazarel. Train him in the use of ki in order to give him a path forward that does not involve murder.
-[ ] Strange Sister (1 AP): Perika has established a bond of trust with you that you can't help but try to live up to. She has claimed you as her Lady. It is only right that you spend time with her, and ensure you're doing right by her.
-[ ] General Training (2 AP): You've made a start on establishing your teammates' foundations in the arts of ki; now you intend to continue. Continue imparting knowledge and power onto your teammates for this mission.
-[ ] Socialize With [TARGET] (1 AP): You can now use your telepathy to speak with individuals outside of Bassoon's head, and your social circle has thus expanded tremendously. Take advantage of this and grind up your relationship with any person of your choice.
With the level of access you have, it's all-but-guaranteed that you'll be able to sway Bassoon into doing things in the outside world. This category has 0 AP (2 locked in).
-[X] Adventures (2 AP): New Namek is bracing for invasion, but there's a whole galaxy out there. You and Bassoon have access to a stealth ship. With the scouting trip coming soon, this will mostly be groundwork for that, but you might find something interesting. The scouting trip has begun, and you are committed to it.
-[ ] Instruction (1 AP): He might complain about bottle blondes again, but you're riding in Bassoon's head, and you have a vested interest in keeping it intact. In spare moments, impart some of the secrets of your people's warrior traditions to him. The irony in you, of all people, doing this is stifling, but you'll power through. Now that he's had time to take a break and rest, Bassoon is ready to go again, at a more sustainable pace. Bassoon makes a concerted effort to train his power level and abilities this month, and you directly assist him.
-[ ] Historical Insights (1 AP): Bassoon has mentioned to you, offhand, that he's originally a historian by trade. That actually represents a significant source of information for you on the state of the galaxy, and it'd be nearly criminal to neglect it. Bassoon gives you a history lesson on a topic of his choosing. Gain deep insight into that topic.
You have sworn Dandeer Vegeta's complete and utter defeat, and your and Jaffur's ascension to your people's leadership. You will see it done. This category has 1 AP.
-[ ] Anything (AP Variable): You may fill this category with any type of action from any other category, as long as it applies directly to improving your ability to defeat Dandeer.
-[ ] Write-In (AP Variable): You are Kakara Goku, and it has admittedly been a little while since you last made a proper list! You're sure that you can come up with something else that you've forgotten at just this moment!
THERE WILL BE A MANUAL MORATORIUM FOR BOTH VOTES. WRITE-INS, AS ALWAYS, ARE PERMITTED. APPROVAL VOTING.
What is thread may never die.
We're back again, folks! Things have gotten a bit better, lately. I hope that I can sustain a regular update pace now -- perhaps every week or two. We will see if it pans out that way. In the meantime, enjoy! Glad to be back; I hope you like the update. See you around the thread!

The basic idea of this is just follow through on our commitments and plan as previously set out - Train Dazarel, Bond with our host, continue training our style and existing abilities and just... get to work keeping on?
If I'm to bundle a task vote, then it'd be this one - I feel like we should mostly let Bassoon's existing skillset shine.
[ ][TASK] -heading out and locating the fleet itself. This sort of thing -- sneaking around massive fleets -- is almost exactly Bassoon's specialty. All that would need to change to be any more perfect would be if he was trying to reach a planet they were blockading.
You might notice that the plan is basically just plan deathbybunnies, but with a new sight option and spending a point instead of on sight on Bassoon's resumed willingness to train.
I'd like to do this action. Mechanically, it's useful both for getting the benefits of increased host bond and getting a better idea of what those are. Non mechanically, working on this with Bassoon seems cool.
This one is more of a pet issue, perhaps, but I think it's genuinely important that we take this for "recent threats," where recent means "since the enemy destroyed earth. Getting a who's who of big bads could go a long way towards making a hell run safer, both in terms of knowing who to scout for in hell to avoid and a better idea of how strong people there are. Like, if it's just the canon characters, I'd say we're probably fine now with Cell as likely the strongest one around in there, but that's far from a guarentee and we have an excellent untapped resource here for fixing that hole in our knowledge. I think that, plus spending 1-3 AP scouting hell with the sight (spend 1, decide fromt hat if we need more) are essentially neccesities before we do a hell run, and I'd like to get to that at some point after this invasion is dealt with.
[ ] Plan This Plan is Deliberately Incomplete

So, as written that would leave another 2 AP, and while I think the thunder shock surprise would be really cool and strong with perfect multiform, if needed we could put those 2 AP off.
What else would be worthwhile? Skill training: command could be okay for the big fight later, though I don't know how we'd do that here. Instant transmission is tempting, but our big champion fight is probably going to take place in a small shell created by Namekian mages, so I don't know that we'll really have room to take advantage of it. Probably fine to put that off for now.
We also really need to find someone to wipe/modify the Arcosian's memories after we fight them. Might be worth spending an AP on sight to try and find someone who can do that? Worst case we can use a wish on it, but it'd feel like a bit of a waste.
I also have no memory as to whether refinement and overdrive can stack - even if they can't right now, maybe they can at higher skill levels, but if they definitely can't, then leveling both is a bit wasteful.
As for plans, something along the lines of 1 action training with Dazarel, 1 action Looking Home (as noises have been made about consequences for putting that off), 1 action on PM, 1 action talking to Dazarel, and... 1 action on Style training, maybe?
truly, in time we'll be able to set the perfect combo:
Perfect Multiform, Kikoho/solar flare for distraction, thunder shock surprise to trap him, and evil containment wave/mafuba to trap the enemy.
Of course Thunder Shock Surprise is likely to be easier to develop, so we should likely go with that first... though who knows, having experienced sealing magic on us, maybe it could give us a small advantage to learning the sealing technique?
..alternatively, JAFFUR would likely be really good at it, as he could likely integrate his sealing magic in the ki technique to further improve it. Maybe he could even improve the fusion technique by using sealing magic to "seal together" the people fusing. Maybe that would allow to remove the time limit, for example.
...actually, wouldn't mafuba possibly be a good answer to "how to deal with Dandeer"?
we can trap her in a container, teleport and hide it away, and THEN deal with all the problems she left behind.
It would be ironic to seal away the master sealer with a ki technique...
Rule n.1 though for when/if we develop the mafuba: we need to develop a way to
1)either come out of the seal if somehow we get sealed ourselves
2)a way to stop the technique the moment someone seems about to use the "anti" mafuba.
[ ][TASK] -heading out and locating the fleet itself. This sort of thing -- sneaking around massive fleets -- is almost exactly Bassoon's specialty. All that would need to change to be any more perfect would be if he was trying to reach a planet they were blockading.
Though I'm open to "working the crowds". I think this uses our talents to their fullest extent, and risks everyone else less than other plans. I'm assuming @PoptartProdigy will have the other assignments develop organically from our own choice.

This is perhaps not as "broad" as some Plans, but I have some specific things I'm trying to achieve.
1.) Greatly improve Kakara's Style. To me, this is one of our biggest flaws. There's much to be gained from our Style, and our skill with it is woefully low still. And I prefer Tien to Goku just for novelty's sake as much as anything. If we end up learning Bassoon Style, I'm open to that, but that seems a future issue.
2.) Boost our Sight ability/skill. Both generally, and focusing on Combat Precog. We're going to be outnumbered 4-5 to 1 when we get home, and I don't want to rely on somehow magically acquiring a more powerful transformation before that occurs.
3.) Working a lot more closely with Bassoon. Boosting our Bond gives us a shit-ton of benefits, and I think giving Bassoon help training helps all the Namekians, and the Arcosians. And his Historical Insight might end up saving our asses one day.
@PoptartProdigy if picking Combat Precog is not valid for Improve a Skill, let me know. My next choice would probably be some flavor of "Stealth" unless that falls under "Deceit".
why, a strong electric current could kill someone?
What a shock! What a surprise!
but seriously, I think the only time Roshi mentioned that was in the first tenkaichi tournament. when power levels were about 130 compared to our >1 billion.
Whenever it was shown in canon, the technique only really immobilized people. and if it can kill... well, ANY of our ki attack can kill (... well, any actual attack. Support techniques like teleport, solar flare and multiform don't count).
[ ][TASK] -heading out and locating the fleet itself. This sort of thing -- sneaking around massive fleets -- is almost exactly Bassoon's specialty. All that would need to change to be any more perfect would be if he was trying to reach a planet they were blockading.

With Kakara being able to read minds I'd honestly have her and Basson work somewhere she can use that talent to the fullest. Either street or government, really.
Admittedly while that is where KAKARA would be at her best, it's not Bassoon's best use though. that IS the fleet search...
I think that the reason most plans go for "broad" rather than "tall" is because (and someone please correct me if I'm wrong) we were told and shown that 2 ap of effort on the same thing actually accomplishes LESS than double 1 ap worth of progress, so it's technically more efficient to spread our focus.
@PoptartProdigy can we get some clarification on whether it's at all worth it to put more than 1 AP into something, or is it as @Pittauro said and it's literally a loss to ever put more than 1 AP into anything?

You get diminishing returns, but not crushingly so. Those get bad with 3, 4, etc. stacked on. Plus, there's no other way to improve a certain thing more swiftly while on a time crunch, so I would hardly call it a straight loss.
Combat Precog is an aspect of your psychic abilities and improves with them; to grind it, you just grind psi. So, not a skill.

Would Stealth be a distinct skill from Deceit, or under that umbrella? I'm looking less specifically at, like, "Ki Stealth", and more just generally "sneaking around".

This plan focuses on shoring up Kakara and her team's ability to fight. Though I decided to throw the audience and bone and possibly figure out that alien invasion of Garenhuld is going or went down.
Would Stealth be a distinct skill from Deceit, or under that umbrella? I'm looking less specifically at, like, "Ki Stealth", and more just generally "sneaking around".
Stealth itself is not a skill. Given how much mobility ki users have to call upon, and how reliant they are on various forms of ki sensing, attempts to sneak around are Ki Control checks opposing the opponent's Ki Sensing. Actual sneaking around is less relevant when you can reposition arbitrarily fast and the limiting factor is being detected by other means.
