65% is objectively "in our favor" because it's above average. Just the same as you shouldn't go chasing everything you want as soon as you see it, so too should you not necessarily be so overly risk-averse that you refuse to take rolls that are above a 10% chance of failure.
Sure, but that's not what moving the castle is. It's 45% - well, 48% now with Janus Lee on it. The coven is even more out of reach.
Human genetics is out lowest option, but with two genetics master-s on staff, we could try to go for a crit on that one (jumba is like, 75%ish likely to crit if we lower the DC), but since it's a gateway one, I'd prefer to just accept the normal roll and then go for the higher tech here. Silphium is likely to lead to the most immediate options, but like, we don't need more stewardship actions options and it's genetics. Resiniferatoxin, since it's only 10 DC higher and isn't genetic is probably the best if we want to save human genetics.

I agree on we have urgent stewardship actions, but to me what is urgent is the Dino Farming and Social Media, with Dino Farming having low enough DC to have LOVEMUFFIN handling it.

Hiring someone doesn't really appeal to me as we already had enough heroes already to fill in the slots with the only trouble we had is some heroes are more suitable with several important projects at the same turn. So as long as we survive this turn we can hire someone when things calms down.
We have heroes, but a lot of them aren't very good or very available; like, we're using Hego with a +19, for goodness sake. Janus has a lot of competition on Diplo and Learning, Khan is better at martial, Jumba is better at learning, Mirage is better at intrigue and competitive at diplo... our only dedicated stewardship unit is Wile, and even he might get called away in a couple of turns to help Russ with Blot.

This plan is mostly the same as my previous plan. I took Vanessa out of Moolah and Magic and had her job shadow Mirage. I don't want Mirage to go investigate anything as that could risk Vanessa. I think Vanessa seeing Mirage reinforce Olympia contacts could help her. I don't really want to spy on Employees and Monogram seems suited towards exposing Hawk once and for all.

LOVEMUFFIN is on Decentralize your Normbots for the reasons that krfar pointed out. I have Ludivine on Zero point energy technology because I don't really care for the other Galfed options. It also has the potential of seriously helping us deal with crime. I mean, with stasis tech dealing with random mooks should be made much easier. We won't even have to use guns! While the coffee machine is something that Jumba would probably like working on, so he would have a better narrative and mechanical bonus.

I'm having Technor psychoanalyze LOVEMUFFIN so we can finally start working to improve them. I just want them to be a little willing to listen to Ludivine. Not to mention that if Technor succeeds? Basically any other psychoanalyze will be a piece of cake!

Honestly, I would like to switch Hego and Janus Lee, but I don't think Shego would appreciate us sending Hego for her to deal with.
Rather than doing nothing with the second intrigue, may I suggest investigating Dr. Zone? It's DC 120, but since Mirage is out of the critfail zone with XP, failing it seems pretty harmless. On the other hand, Mirage's personal action is a coin flip already, so I'd rather take a 40% to pass Mahlson than a 50% at a random hero unit, all things considered.

We may want to consider biting the bullet here, and not take Russ to the auction so we can use him for an Intrigue action. Yes, our Intrigue for the auction is going to suffer, but we have quite a few important Intrigue actions that we want done sooner rather than later, so we kinda need all hands on deck when it comes to Intrigue, and not using all of our Intrigue actions seems wasteful.

When Doof joins a Quest, does He Take Up one of the four Slots or are WE exempt from that limitation? Because some of the good Plans have him, the Doof Troop (personally, I d prefer Vanessa coming with US for reason both mechanical And flavour-wise) And Russ (still in the fence bringing him along because of him being government personel First And DEI employee Second) Go to that auction, bringing Party size to five.
The maximum amount of people we can send on a Quest is five, not four. Confused me for a bit too.

That would be something Vanessa would be interested in! It's a shame that we can't have our other heroes take their Dr. Zone actions first and possibly lower the DC, but this could do Something.

I do think we should eventually have Vanessa Job Shadow Mirage while Mirage reinforces contacts. It is something which would be useful in the future.

Because we benefited more from having that fifth Hero taking a personal action than adding a few points to Quest rolls, and/or we wouldn't have anyone available that actually added to the stat lineup, presumably.

I can't give any more of a definitive answer than that, but I asked about this a bit ago and that quote was what I was given.
 
Should I switch Lee and Hego around? The synergy between the dinos and Lee is starting to look pretty good. It would mean that we would only be rolling with a bonus of 29 on Shego, but with XP we would only fail on a Nat1.

Putting Lee on dinosaurs might get him to reveal preferences or traits! He's expressed an interest in dinosaurs in the past.

We don't get to decide what to collaborate on, as far as I'm aware. Plus, even accepting that we're working with him would probably result in our Toon relations taking a hit.

... Now, re-reading Vanessa's interlude, I think I noticed something. @weredrago2 , tell me if it's a thing you were going for or just in my head, but would it be accurate to say Vanessa is the closest representation of the Average U.S. Citizen we're likely to get a viewpoint from?

Because, sure, her father's antics annoy her, but also that whole 'Secession' talk makes her uncomfortable, and she'd rather avoid San Fransokyo cape violence if at all possible. If we ask her to talk to Shego, I bet she'd be slightly nervous about approaching the notorious international criminal, even though "it's still cool that she's a female CEO". What I'm trying to say is, maybe Vanessa echoes the feelings of the normal, everyday citizens of the U.S. that feel a bit scared of all this weirdness, and how the world's suddenly changing and now there are drug cartels with flying frotresses in the sky, and the Midwest is a desert and Hawaii is GONE. Only Vanessa can't Weirdness Sensor all that crap and try her best to pretend it doesn't exist because her father kind of forces her to confront the Masquerade just by existing.

... Or am I waaaaay off-base and she's just a teenager complaining about stuff?

DC 140

The GalFed computers onboard the ship were stripped of a lot of their data and functionality so as to make it more difficult for Jumba to use them for evil, but there's still a wealth of data locked away. You're sure that decrypting things will give you a better picture of the galaxy as a whole, and maybe some insight into how these aliens think.
The DC for it is quite high but it is another way to learn about Kat.
 
You seem to have forgotten a second Intrigue national action (or I am failing to see it, after looking a couple of times).
The first plan I deliberately left it out, in Plan Magic and Muffin Beta 3.0 I had Mirage look into Orton Mahlson. It's a safe topic for Mirage to work on, which is necessary because of Vanessa. It is also something that could spark Vanessa's interest.
 
New point has been made up on Galfed Computers so which one is more important? The translator, or the database? The One Man Trash Quest or Finding Kat?

Lee has a +10 over Hego in stewardship, but 17 more diplomacy. If you are taking Hego off Dino Farming, I'd put him on Energy Weapons instead, and slot in a backline hero over Hego in the reach out option; Vanessa maybe, or Technor, or maybe even swapping in Goofy to Shego and Vanessa to Wendy Wower if we don't want to send her off to meet Shego.

That's true. I'm not sure I would want Hego on energy weapons, it seems a bit extreme for Hego. If we successfully research zero point energy technology, that is something I would be okay with putting Hego on.

I guess Lee can do Dinosaur entertainment, if nothing else just because I want to put him on a dinosaur action.

"Woah," Shego concurred, as Doofenschmirtz walked towards them.

And then, looking him straight in the eye, with a voice absent any of his usual smug, high-class, highfalutin, faux-humble tones, Xanatos said to Doofenschmirtz,

"Thank you, Heinz."

"...I'm not quite sure what for," Doofenschmirtz murmured, before smiling. "But you're welcome! Always glad to help out! Now, if you'll excuse me?"

"Of course," Xanatos said, letting Doofenschmirtz go.

"Can't give up on family," Shego said, without particular inflection.
Absolutely fucking phenomenal. What a show, jolly good show. Damn made Xanatos almost show emotion and made me shed a tear. Y'know, I do hope this becomes canon in the future. Aside from the obvious Xanatos-Shego-Doof Triumvirate, and getting a magic school in our territory, this really shows what Heinz Doofenschmirtz is at his core.

He's damaged, and eccentric, no doubt about that. That's what makes him so relatable. Not due to his dozens of traumatic backstories, but because he was a man trying to find his place in the world. A man throwing out pomp and circumstance, calling Danville 'Doofania', fighting a platypus every day with some terrible scheme or another...he's never going to be normal. And that is fine. Because he completed himself, and he never bothered masking who he is, privately or publically. He is who he is, and that is fine. It allows him a level of empathy you wouldn't find in the average man, or even most supermen. And thus, he gathered those who would accept such damaged goods as their leader and friend.

He gathered a family. And in the DEI family, you are free to be who you want to be.

At his core, Doofenschmirtz is a family man. In a country ruled by villainy, is there not no greater sight to see?

If that's the Sort of Villiany that has the best chance of winning...I'm all for it.

Besides I've said it once before Doof is probably the closest King to a Hero anyway, and the world needs the Man who would become Professor Time.

Can I see Doof as the Big Good in this situation, because I don't even know if Axolotl is canon or even able to be contacted?
