So maybe the Cipher is Corpses? Bill is a drama queen.

Alternatively, it might be something to do with the zodiac wheel, which had symbols of people who, when combined, could form a human energy circuit and banish Bill. Glasses, Ice, Question Mark, Lamma, Shooting Star, Bleeding Heart, Pine Tree, etc. So maybe Glasses?
 
Maybe they used Turing purposely, maybe his name is used in the cipher or the solution is one of his famous ciphers?

Pfft. I put int SCG with AH MS JD on the C reflector and got gibberish, but the first 5 letters spelled out shitty. Yes, Doom and presumably Hawk as well are shitty decoder, yes they are. It just made me laugh so I'm bringing it up here.
 
Honestly, I'm surprised the other Kings acknowledge Kane and Doom as being on their level.

Everyone else rules either multiple states or, in the case of the Zaibatsu, California which is bigger then multiple states put together, while Kane and Doom both have a single city each and, like, barely. I'd include Glomgold in that, but he has sheer money on his side, Kane and Doom aren't, as far as anyone else knows, special in any sense that would let them make up that gap.

LA's a strong city to be fair, but it's still just a single city, and part of it is Encom, and it's got a particularly strong underworld that's not in Doom's control at all.

Kane has one city as well, Detroit, and it's surrounded by wasteland controlled by gangs and rebels that hate him, and this is notably more territory then he actually controls himself as far as I'm aware. He's also separated from the rest of the nation by the BNL wasteland just past the regular wasteland.

If Doof and Shego and Xanatos are kings, those two are Dukes or Counts or, at the very best, Princes.

As you said, King is a convenience term, and the very fact that it's just a convenience term shows that these are people that are just in control of their own areas, they aren't all equal beings with equal power and status.

I could see people getting nervous if we invaded physically, or took control of another state or something equally large scale, but Doom is just a particularly powerful Mayor and a guy who owns a construction company. He's a figure of interest for sure, but I can't imagine, for instance, Shego with her three and two half states or Xanatos on the other side of the country with a similar level of territory going "Oh, Doof overthrew a Mayor, he's a loose canon that would think nothing of coming for me, I have to eliminate him ahead of time."

King is a term of conveinance grandfathered in from the original game, it gives people the impression that these characters are equal in status, and if you are a real King and another real King is taken down you have a right to be nervous of the figure who did it; but King is a term that isn't truly accurate for these characters and these characters aren't equal in status. Doom is a notable figure for certain, but I can't believe that he's so important that any of the actual big scale players would get nervous or concerned or whatever about us taking him down.

Additionally, Doom is also a prominent leading figure in the very controversial Toon Question, which definitely gives him a lot of political clout on a national scale.

But yeah, him being mayor of a very important city, controlling large parts of infrastructure development thanks to owning Cloverleaf and being a big name in the national political landscape definitely gives him enough power to at least *play* at being King. I mean, seriously: Doof is a kooky mad scientist dabbling in a lot of different economical and scientific fields who in the past had a habit of foiling is own plans through sheer idiocy.

If we can be considered a King of *roughly* renown as friggin David Xanatos, so can Doom.

As for the whole cipher business, I´ll be taking a rain check on that one since I got no skill or knowledge in that field at all. Plus, this is one of the few moments where I am ok with this quest having a designated Discord channel, since a) we need a lot of input in a short amount of time to crack that nut and stuff like that is where Discord excel plus b) I consider using Discord to crack that Cipher to fall under the "speculation quarantine" exemption I mentioned.
 
I'm going to offer one last miniature hint for tonight. To successfully decipher the cipher, you need three things.

0. Cryptography geekery
1. Thread analysis
2. Show knowledge
3. Skill in making the answer the most annoying thing imaginable

@TimEd They have to be non-repeating pairs of letters. Enigma Machine doesn't use the same kind of key as the other codes.

I view Doof as 35 to 45, so the idea of shipping them just runs into ewww based on my current context.

(Not that I want Doof to enter a relationship for terrority or an advantage. Those would have to be like... bonus aspects to being with a particular person.)

She was always actually in her middling twenties in Kim possible. Though yeah its still an age difference of likely over a decade I don't like.
