Counterpoint:

I literally have, multiple times.

To summarize:

I want to do Occult, for many reasons.

I don't want to do Chicken Itza this turn, because I want to do Acme Delivery and Social Network this turn. The former because castle, the latter because PR and ENCOM.

To do Occult while not doing Chicken Itza, I want to do Xanadu.

Disagree as you wish, but outright statements that I haven't made arguments I have made within the last 24 hours multiple times are frustrating. Especially when I call you out on them and you double down without checking.
I agree with all your sentiments except for one thing. Coyote is the perfect Hero unit for completing them as he is an ex-chairman of ACME and a Toon who is naturally a master at entertainment. For maximum benefits it would be better if we do them separately by assigning Coyote to both of them. So, which one do you want more? The castle? Or the Social Media?

Another argument for doing Xanadu now is that it doesn't use our stats, so unlike normal occult actions there's no benefit to doing it after we finish our spellbooo. Like, doing Xanadu now + Research Alchemy after finishing our spellbook is strictly superior to doing alchemy now and Xanadu after.
We better off doing Xanadu after Chicken Itza. Sure Felldrake would kept his wielder safe, but he won't cough up the location of his super secret stash. Better be patience for a couple of turns for extreme benefits.

Oh no, stick Hego on Social Media. Corny Golden Age Social Network is both the sort of nonsense that's on-brand for us and an organic and direct counter to the Doof-hates-supers narrative.

I just realized ,what would happen if we injected anyone other than temujin with the super Mongolian serum?
We don't know. We haven't taken research human genetics as an nw too yet and our "figure our superpowers" action had decidedly mixed results. That said, few people have nearly enough descendants to make it work based on what we know, so I suspect the list of possible people to use it on is somewhere between few and none.

I really think we should just eat having two months of suboptimal PR while laying the groundwork for ourselves to become a serious contender on the Occult scene. With Toffee potentially an antagonist and with a major Occult-themed quest chain coming up, we need to focus and not split our efforts.

That's for the next update. Its v1.
Hm. Possible modification for v2.0 or whatever:

Integrate critical success/failure chances? Eventually.

I mean we could grow a bunch of brainless clones of someone who still living and use those as material for the serum

The social media vote is to develop it, not to market it.
Sure, but I imagine the person we assign to the project will have some influence on how the project looks. Like, literally looks, in terms of UI and maybe logo, along with the terms used for functions in the system (e.g. the fact that Facebook Friends are called, well, friends, rather than contacts or whatever).

Normally I'd be morbidly curious about what that would mean with Hego at the wheel, but under these exact circumstances? His sense of style would be a boon for us.

We could have Janna on Chicken Itza and set a team led by Khan on Xanadu. Now that we have more heroes to throw around, we should use them!

Its kinda funny for a quest called 'Villains Victorious' I wonder how many of them are actually happy with how things have turned out.

Their victories pretty much required killing not just their nemesis but the structures that allowed those old rivalries to flourish.

Doof obviously didn't want to KILL Perry, Shego lost both Draken and Kim to something, Mirage definitely murdered a lot of people and possibly had a hand in killing children as well, Monster's inc has gone from scaring children to kidnapping and torturing them, etc..

Now the whole business has turned corporate. You run the structure, you use an economy of scale, you do the paperwork.

Most of the Kings got what they wanted but I imagine a lot of the old guard misses the golden age along with any number of mid and low level villains.

nah Drakken is still alive just with no real power.

Three problems. MiH said we can't send Vanessa to deal with the resistance due to Doof's concern on letting Vannessa be close to street punks, we should let Janna first look for another Occult Hero unit to replace her in National Action as after Chicken Itza we are going to send her on Quest with Temujin thus going with your plan will leaves occult national action empty for two turns, Decentralize Normbots should be done after upgrading them as it would raise the DC of all future Norm Robots upgrades.
I'm sorry you don't like the example plan

I rate it 0/10, does not contain -inator :p

Jokes aside, it looks cool. But has issues that I'm not sure can be properly dealt with like traits that prevent characters from doing certain things.
Yeah, I mean it isn't going to fix that but, like, it's not the generators job to make sure you don't assign people who can't go on missions. You are still going to have to look up some things yourself.

The last time we sent a team of Occult 0 people to check out one of these temples, the only reason they survived was because we sent a squad of toons who can laugh off having an anvil dropped on their heads. Trying to duplicate that outcome with a bunch of regular people doesn't sound like a good move.

Eh. A lot of the DVV villains were boardroom types to begin with (Xanatos, the zaibatsu, Judge Doom, Bellwether) or are weird singularitarian threats (Tempest Domain, AUTO, DOR15). Mileage varies.

Also I think Drakken's still alive, just working for Shego and in a rather subjugated state.

To be fair.

You totally have to put 'Inator' on the end of the name.

It's just... necessary, y'know?

...

Well OK, I'll grudgingly grant a pass if you want to pull the whole 'I AM OZMA OF OZ AND ABOVE GENRE CONVENTIONS" schtick. Grudgingly.

Well Syndrome certainly isn't happy. :p
Shere Khan and Xanatos on the other hand are probably pretty content. Neither are the 'take over the world' types and are honestly more sane/stable/genre savvy business men then Glomgold. While said South African Most Scottish Duck is constantly running after more and more money to line his pockets, they both understand that it is ultimately a medium of exchange. Having lots of money is great but what's more important is what you can do with it.
