It's admittedly not ideal but we need to start cutting away people from Horvath's stat stack, and this is probably the best we're going to get in regards to Abigail. We've got a small edge on intrigue and the element of surprise, so I think this is at least a worthwhile risk to take.

This will not work. NOWCA agents are not verbose at the best of times, and even then the time needed to relay information both ways is more than enough to let Abigail move away from Monogram's position and continue her tasks.

Hm. Perhaps Monogram could use some more assignments in the future...Perhaps setting up a network in Zootopia or Calisota or even looking into Florida? Or maybe just infiltrating something like Cloverleaf. I know my ideas for looking deeper into anthro science were rejected, but this was part of why I wanted it: Perhaps understanding what separates OWCA's agents from both regular animals and proper anthros could help us make them more effective? I think maybe assigning him to look into Celebration next turn might be a good call. And not just because of the fact that his agents alreadly wear hats.

my vote's on the following, though probs would be fine with the rats going to DEI if we had some way to make them not an issue. and also we should definitely bribe them with pizza weekly since it's basically pennies with our assets

Two main reasons here:
1) We've been neglecting home affairs for a while, and it could be useful to shake things up and see what happens.
2) I miss Candace.
