He isn't. He's worked for us ever since we subjugated OWCA and we know he won't give anything on us away. Russ, though, is bound to report all he finds to his superiors. It's not only his job, but his personal preference

Can I question... what could he find that it would be bad for us for the Feds to know about, that he doesn't already know, or is likely to know in the near future?

The only questionable people that come to mind for me are Kitsune and Janus Lee.

I mean considering Doom is well versed in hiding murders and yes even a few months is more than enough time for any real evidence to fade naturally even if Doom didn't put effort into covering it up. And I think you are wildly optimistic about the Toon thing and even if you weren't so what? How would Doof specifically use that against him? He's a hypocrite? Who cares?
 
In general I'd say Doom is sunk cost fallacy at this point.
I don't really think we can count Doom as a sunk cost when he's actively working against us. I can see the argument for considering the OS a sunk cost fallacy, since we could theoretically walk away and lose nothing but the income. But if we ignore Doom, that just means he's going to keep taking shots at us with no consequences.
 
It would arguably do a good deal for Russ's loyalty if we did the Alonso Hawk intrigue action. Remember the Dream Queen?

He'd be happy for the Toon to be established as innocent. Doom getting put in his place? Well, that'd probably be similar to Mirage's reaction to what happened to Syndrome.

It's established that Hawk died in such an absurd way that only a toon could have pulled it off, our own investigations wouldn't go against that since it's actually true, so if we learn that Doom killed him it's basic logic to assume that he therefore must be a toon. As for what that gives us, it allows us to more effectively target him since we aren't treating him like a human, anything that works on a toon will work on him.

We do have a government agent who understands how to deal with toons and hates him after all.

Hawk is the victim, nothing to declare him innocent of, Bonkers Bobcat is the one who was framed.

What makes Doof Doof is that he's recognizably human. Chaos corruption inherently works be stripping away humanity and turning you into an engine of an agenda of cosmic excess.
 
Doof-corrupted Chaos would just be Janna's friends. Lord of Change Feldrake, bloodletter Tom, probably-some-Slaaneshi-demon-or-other Kitsune, and does the Ant Queen qualify for anything under Nurgle?
