Letting you know since you voted for the earlier version of my plan: I have been convinced to swap out dino entertainment for DoofOS security, in exchange for agreement from some other voters to support Dino Entertainment in January. This should get most of the same benefits, while beefing up some secutiy now after the attack and letting Janus upgrade the Spycycle before the Phantom Blot arrives. If this is a dealbreaker for you, here's your ping so you know it's a change; if you'd just prefer I not do this, let me know.

Looks like most leading plans are still ignoring spy on employees for whatever reason. 'sokyo isn't at all urgent and Yokai certainly has much better intrigue than us. The only option that actually tries and address our intrigue nemesis also has Goofy do a national, but it's better than nothing

You could also toss a vote in for Turtle Formation, as this also addresses Spy on Employees.

Turtle spies on employees and has Goofy do college.

My plan has picked up more support than I thought, so let me shill for it.

Most of the appeal of my plan seems to be for Spying on our Employees, which I think is an absolutely crucial action. People are interpreting the action as saying it will be easier next turn, but considering most plans choose to recruit heroes with their fair share of secrets, this might necessarily not be the case. More importantly, even with the +10DC the Commodore is enough to comfortably perform this action, and the earlier we do it the least likely we are to be sabotaged on something really important. Preventing a lost action is easily worth Spying, even with a higher DC. Now that we have an opponent right within our base, it isn't the time to worry about if an action would be 10% more efficient next turn, but to solve the problem before it gets worse. And Spying now has a good chance of doing just that.

[ ] Collaborate with Judge Doom

DC 70

So… Judge Doom's invited you to collaborate on a project that involves superheroes somehow. He hasn't laid out any details yet but he seems to be expecting a response from you in some form or another. You could always just ignore him, but given how successful he's been recently in courting public opinion, that might be a risky idea.

(Reward: propose a project to collaborate on with Judge Doom)
Notice, we're the ones who get to propose the collaboration. Personally I'm thinking of 'The Perry the Platypus College of Nemeses.' Set up a more friendly environment for superheroes, make the tone a bit lighter. And, with a collaboration, we get to add both our bonuses to the roll, so it's exceedingly likely we'll get high rolls like the ones in the Rival Report. And superheroes mean heroballs. Now, this will mean that Doom gets that success as well, but I can live with that if we keep working on wrecking him.
[ ] Open diplomatic channels with the US Government
DC 100
You've made the government a lot happier than when you first declared yourself overlord, and having one of their own working with you helps matters too. Perhaps you could establish some sort of formal relationship with them, doing things like sharing intel and lending out your PMC as deniable assets in return for a government opinion boost.

(Reward: Establish contact with the US Government, option to pursue government contracts, option to lend condottieri.)
The DC for this has gone down, and I'd be happy to collaborate with them on their space program, as I really, really want to go to space. However, I will point out that the Feds are directly aligned against our state-dominance designs, the stronger they get, the more likely it becomes that they'll force us to stop being a friendly dictator. They're using their space program to stay in power, to have something they can hold up to say that they're not worthless. I'd rather kick that crutch out from under them, as opposed to Xanatos, we have a national interest in keeping the Feds too weak to do something about Doofania's secession.
[ ] Form a Research Agreement with Shego

DC 90

You and Shego definitely both have some neat tech from the Sands gala that, now that you've managed to establish an actually relationship with her, she might be willing to trade for. Or she might even be willing to work together on something new!
Absolutely. They've got minirockets, they've got armor. Yes, I want to collaborate with her on Science, aside from the fact that I think it'll be fun and maybe shippy. I also want to see Dr. Drakken.

[ ] Collaborate with Smarty Mart

DC 70

Martin Smarty, the CEO of major supermarket/wholesaler chain Smarty Mart and one of the richest non-ducks in the world, has offered to collaborate with you on a large scale upgrade to your Doofenshmirtz Evil Megamarts. In addition to splitting the profits with you, he was so enthused by his meeting with Coyote that he's offered to do a bit of consulting for you on other projects.

(Reward: small income increase, Marty Smarty will be available to perform a few stewardship actions for you.)
Oh, excellent. Hopefully this would be something more like the Dickenses' extra Intrigue slot, but even if it's not, it's still an extra Personal Action per turn, which is pretty nice for our Stewardship heroes.
[ ] Improve DoofOS security

DC 125

Some weird glitches and cyber attacks have recently been reported slipping their way into DoofOS. It's clear your firewalls are no longer up to snuff. You'll need to have someone fix that, and properly. You can't just build the firewalls higher, someone might have a digital fire ladder or something.

(Reward: Digital defenses improved, foes will have higher DC for digital attacks)
The DC is pretty high, even if Alan's full bonus goes into this. That the rewards don't say that it'll be healing damage, it'll just be improving our defenses for future turns. I'd really rather put off Alan's 53% chance of success (62% with XP) in order to have better odds of getting Wyndcomm, the aerospace company, so neither the government nor our rivals get it. The more clear space we can force for ourselves in the space industry, the better.

Next turn we'll put up cyber defenses.
[ ] WyndComm Enterprises - Civilian aeronautics company that constructs and launches satellites for commercial use. Has worked on contracts with government and private space programs in years prior.

DC 80
Excellent, the DC is still low, the market hasn't adjusted yet. Aeronautics likely synergizes with Janus' vehicles and Sublight Drives, helps us for when we start using Galfed Tech to make spaceships.

There's an argument to be made that we shouldn't open up new tech trees, that we really don't need another thing to focus on, that we've already got genetics, food, entertainment, AI and all that. However, I really want to go to space. There's room in the quest for changing focus, there's room in the quest for doing what sounds fun, there's something to be said for being a Jack of all trades and using the different fields to help each other. There's not much competition yet, as opposed to in the food market, as opposed to in AI, it's a clean field that's only got the Feds starting in it. We have the capacity to win the space race, whether or not it's the smart move to make.

The tech that's needed to go to space also helps with flying cars and commercializing alien tech, that is, directly infringing on Cloverleaf's roads business.
[ ] Investigate what's happening in Oregon
DC ???
Lately Oregon has been a hotbed of weirdness. People are spotting all sorts of cryptids up there, like the Jersey Devil (who's a long way from home), the Mothman, Bigfoot, and lots of others. Despite having modern cameras on them at all times it's inexplicably hard for people to snap accurate pictures, but your instruments are better than that, right?

(Reward: ???)
There's been a miscommunication. People have been using the quote from the GM that assaulting Oregon without making any preparations was stupid to mean that any form of looking into Oregon is a risky move and possibly fatal, including looking for pictures of Bigfoot. That's not supported by WoG. It's an entirely OOC caution based on metaknowledge.

I bet we could have run into McGucket or Man-Moth if we'd tried checking out cryptids for gene samples.
Space stuff said:
[ ] Research exotic vehicles

DC 100

Lee Industries are veterans in vehicle design, both civilian and military. Integrating their best and brightest into your R&D department and letting them go wild will allow you to unleash truly inventive machines upon the world!

(Reward: Reduced DC to vehicle-related actions like mass transit, unlocks ??? when combined with sublight drives)

[ ] Research sublight drives

DC 140

Jumba's ship may not have a hyperdrive, but what it does have is jet engines, or something like them, at least twice as fast as anything the US military is currently running. And also probably far more efficient. The benefits of this should be obvious.

(Rewards: Rapid deployment for your own hero units cross-country, opportunity to begin commercializing alien tech, ??? when combined with exotic vehicles)
[ ] Research Uburnium fuel

DC 130

'Uburnium' is a superheavy transuranic element that is astonishingly stable given how far along the periodic table it is. You theorize that it's somehow existing on the Island of Stability, or maybe even the theoretical 'Continent of Stability'. According to Jumba, this is the most abundant, most efficient, and cheapest fuel in the entire universe… and for some ungodly reason, there's not an atom of it on Earth or anywhere else in the solar system. Seriously, you even ran the spectrographs to check. It looks like you're going to have to do things the hard way and synthesize things yourself… or get out there in deep space and look.

(Reward: Option to build a particle accelerator and synthesize Uburnium unlocked, option to search outer space for uburnium unlocked after a space program is developed)
[ ] Begin the Doofenshmirtz Evil Space Program
DC ???, higher DC indicates higher initial success
Space. The final frontier. The one place you've never managed to crack with any sort of regularity. Sure, you've sent up the odd satellite or twenty, and you even had some plans for a space station in the works, but that literally never got off of the ground. Instead of expanding outward, you can expand upward! Imagine the possibilities! Space Science! A vantage point to spy for aliens unobstructed by a pesky atmosphere! An asteroid belt filled to the brim with valuable minerals!

(Reward: Space program started, research options unlocked, questline unlocked)
We get a ??? if we combine Sublight Drives and Exotic Vehicles. And then next turn, we can start our own space program and blow past the Feds, especially if we get rockets from Shego. And, if we get our space program up and running next turn, we can get Uburnium the turn after that.

AI stuff said:
[ ] Psychologically profile a target

DC varies depending on target

The first step to creating a robo-doppelganger AI is creating a profile of the target. All their little nuances that make them them- what are their likes and dislikes, their voice, their inflections, the way they think and act? It's no small feat, but nobody ever said creating a robotic duplicate of someone would be easy.

-[ ] Who do you psychologically profile? Living people will be easier than dead ones, and volunteers will be even easier.

(Reward: Doppleganger of a specific person 50% done; Build physical doppleganger action unlocked)

[ ] Research Robo-Doppelganger bodies

DC 120

Sinatron's body was basically indistinguishable from a human body at first glance, and Syndrome's robo-duplicate that tried to assure people he was not missing seemed to have fooled a lot of people online. You're pretty sure that it would be very hard to tell they were actually robotic if you weren't in the know or didn't possess some other means of detection, like deep scanning technology. You've got the blueprints, all that's left to do is try and make sense of them.

(Rewards: Robo-doppelganger bodies fully understood, option to build robot-doppelgangers with no AI)
[ ] Upgrade AI
DC ???

You're more confused than ever as to how AIs function after taking a look at the robo-doppelganger AI. How can it be that putting a robot in a body modifies its personality by that much? How was Sinatron still running laps around your best efforts, despite you using the very same codes that made him up?

(Reward: Research Adaptive Anti-Cape AI and Robot Doppelganger AI to lower the DC)
[ ] End your obsession with platypodes

Norm's internal circuitry is still based around a single, fundamental, platypus hunting core. This limits his usefulness in non-platypus related areas. Attempting to rewire your own circuits is a dangerous activity, but Norm is determined to be the best Norm he can be. The better your AI technology is, the more likely this is to improve things and not make them worse.
Should 'Research Adaptive Anti-Cape AI and Robot Doppelganger AI to lower the DC' be in the Reward section? Lower the DC of what?
I don't think we have Adaptive Anti-Cape AI in our list of currently-unlocked options, we've researched Adaptive Combat AI.
(edit: apparently they're the same thing.)
Building a Robo-Doppelganger Body isn't going to help us with Doppelganger AI. They appear to be two seperate paths, Norm is on the AI side. That is, if we want to end Norm's obsession with platypodes, we'll need to profile a person, rather than build a Doppelganger body.
(edit: I have been convinced otherwise.)

[ ] Search for Magical Individuals

DC 90

There's got to be other people out there who know how magic works. Now that you're sure they're not ALL quacks, you should try to see if you can find anyone who can actually be of use to you in magical tasks. Your knowledge of magic is a bit limited at the moment but hey, that's why we're looking.

(Reward: Occult hero units available for hire)
This is probably one of the options that we would be able to use Tom for. Star's been seen around the area, probably among magic people. So having Tom track down who in the area she might have been talking to? Great.
[ ] Study the Crystal Key

DC 50

You've obtained a tiny crystalline key with the power to travel between universes; one made by something called Fluppy Dogs Flux Dogs. Right now it can only open a random one-way portal for a minute or so, but you just know once you know how this thing works you can use it as a springboard.

(Reward: Other-Dimensionator DC reduced by 60.)
This is excellent, but there's no rush. I'd rather focus on getting more Occult units, unlocking Coven, then using the low DC here for one of our new Occult units and slots. It's shiny, but not immediately relevant.
[ ] Form a Coven

DC 115

At some point, it might be a good idea to create some sort of organized structure to your various spellslingers. As is, you're doing things pretty bespoke. Throw together a coven, or a circle, or a bogwarts, or whatever you call an organized group of mages.

(Reward: Second Occult action unlocked, Court Wizard council position unlocked)
Excellent, the DC went down by 5. It's still pretty out of reach, but it's reaching back, so that's nice.
[ ] One Man's Trash

You have discovered the wasteland in the center of the country is not only a wasteland: it is a landfill! More scrap, waste and junk than the eye can see, more trash than the world could make in a hundred years or more, piled unendingly to the sky! This defies all logic, and is thus an obvious target for your investigations. Pull together some PPE and send some troops!

Doof may not go on this Quest.
I'd really like to be able to have a chat with Inquinator before sending people off on this quest. He might be useful for it, but there's no way to tell if he'll go for the sudden but inevitable betrayal unless we actually talk with him.
[ ] Try to become a Real Boy

Norm's most fervent, secret desire is to be a real boy. Maybe if he wishes on a star hard enough, it will come true.
Last time we tried this, we rolled a 5, I believe. So there might be something in this if we roll better.
[ ] Manage Bueno Nacho

Your civilian identity has been Bueno Nacho's top performing manager for six years running, and you're not about to rest on your laurels just because you're the only manager in existence right now.
I don't think we've done this yet, and I'd like to see how much the DC for renovating Bueno Nacho goes down. However, as I want to reach out to Shego (and Drakken!) this turn, we probably should be putting Hego on something interesting.
[ ] Recruit new talent

Dr. Heinz has a lot of contacts that he hasn't followed up on. Take the liberty of following through on a few of them and hire some new talent. (Recruit one random hero from the rolodex if a number greater than 50 is rolled.)
Especially with the new people, I really want to roll Mirage's Gatcha. We've got people with the Intrigue, Stewardship, Diplomacy, we can afford to let her look through our Rolodex.
[] Watch the Eggheads

Plus side of being daughter of the CEO means you get to see all kinds of restricted things. In this case, it means you're allowed to bring popcorn to the prototype testing sessions DEI is constantly running. It's always fun watching things explode, on purpose or otherwise. Who says science can't be interesting?

[ ] Job shadow Mirage

Dad suggested that you study under his secretary to see how good she is at all of her managerial duties. It sounds pretty boring to you, but who knows? Maybe you can make something out of it.
These both sound pretty great!
[ ] Find Marco

The Dickens told you that he's going to be over in New York in December this year doing some work for the Dracon mob. All you need to do is head over, slip in and and pick him up. Infiltrating a mob? Pshhh. As if it's the first time.

(Reward: Marco Diaz recruited as a hero unit; allows input on ???)
This one's a shoe-in.
[ ] Talk with fellow evil scientists

Your employer seems to know the importance of Evil Science. In fact, he has entire oddly named organization devoted to it! It should being time to share your genius with them. Who knows, perhaps they will not be being idiot country bumpkins.
I'd really like to see what Jumba could do with our shmucks, but we kind of need him this turn and all other turns.
[ ] Build backup tunnels

You've still got a few antborgs left over, hiding out in your lowermost warrens. You could direct them to build an escape route out of the city, just in case the worst comes to pass. You're not keen on the idea of running away again, but with all the crazies around it's better to be safe than sorry.
If we're gearing up for emergency, this and Wile E.'s trapping personal actions would be useful.
[ ]Study the Jo-Lan Scrolls

I TOLD YOU NINJA MAGIC WAS REAL!
I want this, I want this a lot.
[ ] Custom Design

You can design or upgrade a unique vehicle for another person, factoring in and accounting for their strengths and weaknesses. Good for missions abroad and action in the Tri-State Area.

[ ] Which hero?
All of our heroes could use a cool car, including Russ, who is last in line since he already has a cool bike.
[ ] Study a Robot

You have several unusual robots on staff, at least one of which might be sentient. Who knows what Wendy could uncover in figuring out how that… you know, happened.

-[ ] choose a robot
Norm. Norm Norm Norm. This might be a much easier path to upgrading him than working our way through the Doppelganger science tree.
[ ] Design a Lair

-[ ] Write-in a hero unit

Lairbuildin's what you do. And you're darn good at it. Seems like this Doofenshmirtz has a whole mountain of characters who could be doin' with their own private workspace.

Costs 1 income.
Finally! Something we can spend Income in that isn't ludicrously expensive. (Looking at you, Commodore.)
[ ] Ruby Wings (currently assigned to Vanessa)
-[ ] To whom?

[ ] XT9000 Jet Car (Currently assigned to Dr. Doof)
-[ ]To whom?

[ ] Jī Talisman (Currently assigned to Dr. Doof)
-[ ] To whom?

[ ] Amur (Currently unassigned)
-[ ] To whom?

[ ] Yáng Talisman (Currently unassigned)
-[ ] To whom?
These should be reassigned...
Man, I really like the first and last two. Ms. Megawatt, she could single-handedly solve TECHNOR's power problems and would be excellent for a heroball with him. No idea what we could do with Monkey Kid, though, other than putting him in a generic heroball.

So here's my plan. It doesn't have a quest this turn, since we're not talking with Shego this turn it's not time-critical to put Hego on something punchy, which frees up Janna to deal with Marco, Khan to work on integrating with modern society, Lizzie to create an emergency bug-out tunnel. It also allows us to have a chat with Inquinator before we go into the garbage dimension.

Its main focus is on going to space, because I really want to win the space race. I'm not going to pretend that the secondary benefits of making roads obsolete are the reason I'm going for this. This turn is set-up for making our Space Program next turn a smash hit. Exotic Vehicles, Sublight Drives, Wyndcomm Aeronautics. Next turn, when we start the space program, we can decode GalFed computers, bolster our net security.

I want Gomez, the magitech dimensional specialist. I'd be willing to compromise and go for the 1d4 recruitment decision, but I don't want Wasabi, he'll lock us into putting a looot of effort into putting together the full set, and I simply think Gomez is a much better choice than the Glooms. The Glooms probably have some form of malus in which Grim ruins things, whereas Gomez not only specializes in a Learning aspect of Occult, magitech, which might allow us to use Doof's high Learning stats on Occult actions, such as 'Finding Magical Individuals' or checking out the crystal key, he specializes in breaking through to other dimensions, which seems relevant to our interests. He's also our best shot at mass-producing magitech items for sale should the Masquerade fall. It just makes strategic sense to get a unit that allows us to apply our strength (Learning) to our weakness (Occult).

I'd have preferred to put Major Francis on OWCA, but dealing with criminals is what he's good at and I can't spare anyone else good at Intrigue other than Tobe, and I'd rather use his earned +5 on his ninja scroll learning action.

Putting von Drake on Power Armor runs the risk of her trying to put together a Black Ops squad, but the chance of her doing Roof Lasers instead halves that risk. I don't mind if she does Roof Lasers.

For the price of hiring the Commodore once, we could have Roddy make seven Lairs. I think he's overpriced, and we don't know the chances of us managing to hire him and bring him onto our team for free. For all we know, each Income we spend on him is another 1% to the chance of him coming aboard. I don't want to have to spend 60 Income on a gacha.

I'm putting Doof on making two random potions, talking to Inquinator before next turn, (when we can send Hego and co. off on the trash quest, with the possibility of information gotten from Inquinator making the quest easier or more targeted, or the possibility of recruiting him. I'd like to have some sort of information about him and about the quest.) tinkering with our doubled Inators and our musical.

Tom Lucitor has a 15% chance of critfail on finding magical individuals, which can be bumped down to 5% with XP. And he should be willing to look for them, because it's relevant to finding Star. I don't think his +20 to raising the dead will proc on summoning Celena, she's neither damnable, nor in his hell.

For what it's worth, since your plan has Technor on a personal, I'd swap over to you if you put Technor on recruiting and Goofy on working on his degree.

I don't want to spend actions on conventional space program. I want to advance science in the most original way possible. Like dino meat and crickets is a good start, but still only a start. I think that normal space rockets are too boring and unoriginal. I believe that absolutely any tech tree can reach stars or any other goal if you go on it far enough.

We can advance biology to the point where Jumba will create flying space whale for us.
Or develop digitized tech, so we can build giant antenna and beam yourself across universe.
Study occult and create flying magical galleon or stargate like portals.

Same for transportation. Instead of flying cars we could go Kaiju public transport route from Fred Major episode. Or start to sell flying brooms after magic masquerade get busted.
