Historically, absence of slaves was arguably the most efficient way for progress, since progress is a way to address these wealth costs.

It would modify the practice and make things more expensive and thus discourage the abusive use of making undesirables half-exiles, but the practice and its abuses wouldn't be completely eliminated.
Okay, so it would modify it to require more stringent checks to make someone into a Half Exile or something?
Make it harder for a person to become one, and possibly require educating their children or something?

I'm just trying to figure out where the exorbitant Wealth cost is going to be coming from.

Fix the half-exile problem, but we NEED markets to pay for this. We can switch them off once the markets are built, but we absolutely need to get those markets up ASAP.

One good thing about making half exiles more expensive is it's going to force our civ to figure out how to make work much cheaper. It worked in the middle ages after the black plague, it will probably work here.

To be honest some of it does make little sense. For instance why would mercenary companies cost twice as much for a modified half-exile system.

That said the worst that can happen is... we break from being too moral during the next crises when we get trade disruptions or something. That has always been a possibility.
 
What does slavery even have to do with what was being debated?
"If Half Exiles are kept around because they are impure, and Purity is being lambasted, than what difference is there between Half Exiles and Slaves?"

Basically, because we founded Half Exiles on the idea of them being "spiritually impure" people are starting to wonder why we keep them around if Purity isn't such a big deal.
And if we do keep them around, people start to wonder why we just don't have Slaves instead.
 
Do mine eyes deceive me? The Highlanders are once again becoming a nuisance and will potentially war with us! Who could have seen this coming?

More seriously, we should have exterminated them ages ago.

Hm. Wealth generation was just nerfed and then suddenly an option everyone wants that doubles all Wealth costs pops up. How interesting. I am kind of worried that everyone is going to rush for the abolition of slavery without having run the math on whether we can afford it.

Oh well, what can you do. I know a loosing fight if i see one. We better get cracking on those markets, because those will be really damn important going forward. We might also want to try and pick up some trading related values.
