Look it's a simple order of operations deal. If we were suddenly crazy people and decided to only build the shrine, that would mean the cost is still 5-7 action(well, 3-5 now). Adding 3 more annexes only bumps that to 8-10 actions(well, 6-8 now).

Basicaly, while you're 4-6+4 is technically correct, because the free annex doesn't impact the base cost it's not 5 to 7-1+4 actions, it's 5 to 7+4-1 actions, which gives the same result but is an inccorect order of operations in this instance.

Sorry, seing you use 4-6 to account for the free annex when the base cost is 5-7 in all cases just bugs me.
 
Yo @Academia Nut size wise could you please compare us to another country so that we know how big we are and get a sense of scale as to what we will be dealing with for Admin please.

Uh... including periphery states, probably a total area like that of Romania? But spread mostly south-east to north-west rather than in a tight block. And running on what amounts to Middle Bronze Age administration.
 
The reasoning for building an Arsenal, aside from any synergy bonuses with other annexes, is that it means that in the event of war we can ensure a certain degree of uniformity in our equipment, as well as supplying arms and armor to regular soldiers at the state's expense.

Long-term, of course, we need to add some sort of state-run horse breeding and training program, to alleviate the historical issue of settled peoples having small numbers of relatively shitty cavalry compared to the steppe nomads and thus needing to coopt other steppe nomads to fight them effectively.

Huh, that's surprisingly small actually, I expected us to be about the size of Turkey, however for the time that size is actually pretty decent, we are about the size of the Hittite Empire!

So we're hurting on econ and wealth, with econ staying mostly even so long as we take an econ expansion and refugees (which means -0.5 stability instead), and wealth draining 0-2 per turn net...Which is why i'm voting for a relatively light palace load, with the intention to do more later, once we have some fires put out. I'd prefer sacred forest, since its got good connectivity without needing 2 mains and 8 econ for an aqueduct like redshore, but i'd be fine with either. (though i suppose to be sure... @Academia Nut how many turns do our advisors think we'd have from this turn before it would be a significant problem not to have an aqueduct in redshore if we put the palace in there?) We're doing fine on mysticism and pretty good on art, so i dont think its actually important to get the second library for the (probable) refund for the census. So instead, just the required shrine, then library and storehouse for administration. Keeps the total action cost to 7-9, or 5-7 from this point, which is doable in 3 turns even if we run low on wealth like we're likely to.

Pretty much what I figured. We're still a bit too early in terms of figuring out horse-related stuff for that to be a realistic need; the Palace presumably comes with enough stables for its own needs, and we can create a state-run breeding program to supply cavalry, courier and draft horses once that's a thing our civilization might reasonably see the need to develop.
 
Just to put things into perspective here.

If we don't fuck things up we will have close to 3000 years to work on this palace.*

No need to get greedy people, play the long game.

* Assuming we don't collapse, the palace doesn't get destoyed and the quest is going to last that long,
