I think the worst thing to happen right now would be a multi-turn war with the HK.

We push back against the HK with Main War Missions from our provinces. We keep the Red Banner in reserve to scare of the ST. At the same time we send a diplomatic mission to the HK telling them:"Hey sorry guys, we know we went a bit crazy under our last King. But, see, we only took one corner of the Lowlands, burned Xohy to the ground and left all the rest for you to pick up. We really don't wanna fight you. We would much rather keep trading."
Thoughts? Otherwise, I am with the we need more Econ group. Whether, this is better achieved via Mills or Forest into more mines is debatable...
Edit: WOG that this would be more akin to 'teabagging' than peacefeelers
- It will cost us a whole bunch of actions.
- If we lose any territory we can potentially start of the DS chain reaction
- If we win we will burden our, already strained, administration with more people and more vassals of different cultures.

It's hard to fit a stereotype on the People. The best way I think is to imagine that we have a lot of different masks we can where.

Unfortunately, this breeds some more resentment, but we need to have the trails in place first. Library here helps with the Palace itself and with the Census in the future.
We must do something else for the North soon. AN has said that it's highly likely that we'll have a civil war, dark age and/or social fracture, so there's something going on in the background that we don't have access to. Things seem too suspiciously safe right now.

Our Econ Expansion is pretty low. This adds Econ Expansion, refunds 1 Econ, adds Diplo and has a chance of improving our new seaworthiness boats. We need to prepare resources for a Palace later.

Don't really want this, but it's a short term trade to get a secondary action. Hopefully, they don't decide to burn Highlander cities to the ground.
Edit: Another reason for Econ Expansion. If we get refugees from attacking the Highlanders, we'll need Econ Expansion to house them.

2. What did their skull wall do?

The anatomy tablets turned them from plague doctors, to our actual field surgeons.
I thought it meant slaves.
Plague doctor? They distributed drugs, did head surgery, comfort soldiers and take care of the sick.

But they probably updated it in the decades since. And the original may have cultural significance -- it's basically a portable, capturable wonder.
