Tentatively doing this. I really would like to expand. Even though it isn't as fast at making econ as Balanced or Megaproject Support, it creates new econ slots quite cheaply. That will both compensate for the LTE climate damage and open up room for vineyards and forests (which we need more of).
Expansion policy includes:
Expansion - Builds new settlements, expands economy, expands forests, and can even create new provinces
Expand Economy. It is just as fast at gaining us the resources for megaprojects as balanced. Faster even, considering the one thing we definitely need is econ, and the entire policy is centered around gaining econ and econ slots to put that econ into.

Will doing that actually do anything to help with the perception that the North doesn't need the south and/or that the south doesn't help?

We're going to crush the nomads. Barring the improbable it doesn't sound like the Stallions or Heaven's Hawks consider these tribes a big deal. It's a waste of a war action.

Our King just said that the northern provinces might be getting funny ideas about not needing the south. By supporting them, we're saying "yes, we're here to help", even if it's just the bare minimum.
 
Speaking up for the idea means that our religion will become more politicised, which is absolutely not something we want done. Kings with divine patronage will have their authority become dangerously unquestioned and makes arguing against the priests a more dangerous prospect, which is really bad because we had to argue against the priests to get horse riding.

Seems fine to me, though I hope the provinces do a Survey. We could use the bonus Econ, more resources are always nice, and I'd like to edge away from the cap on Centralisation, if only for an excuse to build some bloody roads.

The reason I really like the Mills is because it gives us Econ without spending Econ Slots, which is kinda critical at the moment. There's a reason my plan is going Mills -> Vineyard rather than vice versa, especially when the dominance amounts to what, 1/2 a wealth per turn with the weather penalty?
 
I think the real problem with the Stallion Tribe is that we can no longer leave them as a March anymore. We have to integrate them. Luckily we have a bit of time.

Build vineyards uses up an econ slot when we're already running low (and suffering damage there every turn)
 
Well, I'll wait a bit to see where the chips are landing. My one point of choice is that I really do not want to take balance policy, Study Stars now takes wealth which can be better spent towards close to anything else, and I think we may have seen our provinces not take study stars once while on balanced? No more than that.

It is also much less efficient for getting our project finished fast. It should really be expansion or megaproject support policy. That's our concern now.
That was back when it was free. Since it costs wealth now there is an argument supporting the idea that the opportunity cost has shifted enough that they won't take it.

Something to note: going Expansion will create more provinces which raises our resource caps. This means we'll be able to temporarily integrate the Red Banners' Martial and get the same +1 Wealth/turn that getting another dominance would be worth.
 
What is with this focus on Balanced instead of megaproject support? We need to get this project finished to regain some measure of flexibility. Megaproject Support is our best bet for doing that. There are costs, yes, but we can afford them.

Sure, but we have WoG it prioritizes new settlements. And since we have three spots for them, it's unlikely to take expand econ soon.

Which... I'm fine with. I don't mind losing a true city. Since Best of the Best/currency one true city has been enough to refund almost all actions fully. And we really need to generate some econ slots soon.
 
If the kingship of the immortal can change, doesn't this support the idea that the current king can be changed/removed before his lifetime of service is up?
