[x] [Value] Do not spread
Really want to lower Nepotism as much as possbile even if it will lower hero generation.

Improve Annual Festival - A festival for every season, but their expansion can help put the People at ease and teach good practices.
* M: -2 Econ, +1 Stability, +1 Art chance for additional effects
* 2M: -3 Econ, +1 Stability, +3 Art, chance for additional effects
* Max Stability: Legitimacy - 1

Proclaim Glory - By using art the King can promote people to trust his decisions; modified by Diplomacy skill
* S: -2 Art, +1 Legitimacy
* M: -3 Art, -1 Econ, +1 Legitimacy, +1 Stability, potential +1 Prestige
* Max Stability: Legitimacy

Enforce Justice - The king is a servant of the law, and he can use the army to remind people of that fact [GJ]
* S: 1 Stability, +1-3 Centralization
* M: 1 to 2 Stability, +2-3 Centralization
* the more settlements with walls outside of the capital, particularly large walls, the less effective this action is
*Max Stability: Legitimacy

Restoration of Order - The people are uncertain, and into that uncertainty bad behaviour can flow. Send in the warriors to reassure people and root out corruption and dissent, restoring the proper function of the People, at the cost of disturbing their confidence that the king has their best interests at heart. Max Stability: Legitimacy-1
* S: Gain 0 to 2 Stability at a cost of -1 Legitimacy
* M: Roll twice, take best result
* modified by Administrative skill

Our Stability options.

Umi's suggestion of

[] [Main] Proclaim Glory
[] [Secondary] Restore Order
[] [Secondary] Change Policy - Defence

Is guaranteed +1 Stability. Depending on the roll we may waste a Legitimacy, and depending on the RoO roll, worst case is Stab 0 and Legitimacy 2. Best case Stability 2 and Legitimacy 3.

RoO is managed by admin skill however. Hmm...

Gonna think about this one for a moment.

Personally, I'm happy that our hero killed their hero.

@Academia Nut, will that battle still be immortalized as one between gods or does the Great Library mean the People have better historical records now?

[X] [Value] Spread value (+Hero Generation)
[X] [Main] The Census
[X] [Secondary] New Trails
[X] [Secondary] New Trails x2

I want to do a census. If only because I like having data on how many people there are, etc. It's also very useful administratively as well as in war, as we can see from this update.

So we need to get Stab up and need to get ready to pull a Big Damn Heroes for the HK and war against the Hatters.

So, in conclusion- pursuing a Mega Project right now is the height of lunacy.

That...is both a very lucky selection for the Value to evolve and an intriguing other Value to spread. I'd probably okay with that as a pick for Honourable Death to go on the balance...except I also don't think that strengthening authority/rep on the current generation based on what old dead guys or girls did is all that desirable. Sucks, but so it goes.

[X] [Value] Do not spread
[X] [Main] Restore Order
[X] [Secondary] Proclaim Glory
[X] [Secondary] Sailing Mission

-2 Art, -1 Legitimacy for 0-2 Stability, 1 Legitimacy
And Sailing Mission because I don't want to spend anything and we just got new boats, put them to use

In the midturn we should swap to BALANCED because we have a lot of secondary stats to fix and having them just on War Missions or building Martial is counterproductive

Elsewhere, the other half of the nomads were held back but were not ultimately stopped, the son and now new king clearly enraged by the increased brutality he subjected anyone he caught to, but after a season of that the nomads disengaged completely... which probably meant that they were going looking for reinforcements and would probably be back. Discussion with the now heavily reduced Metal Workers revealed that they had also been deliberately targeting the smiths for abduction, and given the use of metal tools it seemed possible that they had a vassal or ally somewhere in the north with at least metal working capacity and quite possibly a mine somewhere. The Metal Workers also opened to the fact that they had a single, tiny tin mine and had been telling everyone to the south and west of them who they didn't consider a threat about the ore to try and bring more in.

Down south everyone had locked horns with the Highlanders, who were taking on all comers, although how long that could last was anyone's guess. At the very least they would probably lose some of their gains in the west, opening up the Hathatyn Restorers to continue down the river and begin attacking Hatriver... eventually.
Local events:
-nomads retreated, for now
-nomad king pissed, half alive
-Nomads abducting MW's, probably developing metal tech
-potential vassal to north

-Metal Workers "heavily depleted"
-Metal Workers have a tin mine

-Highlands fighting literally everyone

-Hathatyn Restorers
-will attack Hatriver "eventually"

Changing vote:

[X] [Main] Great Dam
[X] [Secondary] Found March - North East
[X] [Secondary] Found March - North East x2

Would rather build the Grand Palace slowly, but I guess we can build it faster...

The only one I truly care about is founding the March. We need to found the March *now*!!!!!! because that will give it time to build up before the nomads return.

Seriously, build the March

Build The March

will that battle still be immortalized as one between gods or does the Great Library mean the People have better historical records now?

You're exiting the age of corruptible oral tradition, but it's going to be a few centuries before exaggeration drops down to more reasonable levels.

Would provinces simply do Expand Economy if none are chosen then?

Yes.

Huh? How are we down to 1 econ? I thought we didn't spend any econ last turn, and the only other drain I can think of is the True City, which should have brought us to 3? Did we draw directly from econ to make more martial?

Oh wow. Yeah, that was a regular Expand Warriors with a -2 Econ cost, followed by damage caused by loss of Martial. Can't believe I forgot that, must have thought it was obvious.

Hmm, Ancestral Deeds would be the Family Values + Honorable Death fusion.
Pros in that it boosts hero generation.
Cons in that it strongly rewards nepotism.

Do we want it?
Not just nepotism. Rather, it rewards "My family is more awesome than your family, therefore we should listen to me". Which is somehow even worse.

Hero generation is delicious, though...
