It's not like the first code of law has to be completely perfect. The entire point of instituting reform in the future is to change the laws. I imagine a fully codified system is a bit trickier to phase out, but it'd be worth it on the simple fact that the changes could be more easily spread around next time.

Except that would be an uphill battle, quite likely an impossible one, effectively stripping land from our entire population and giving it back to the state,

Outside of mysticism, which few heroes are good at, his one remaining stat is only mediocre rather than terrible, and that's because we're still a bit early for logistics to be quite as important as they will eventually be.

Several reasons for this,

1) He is competent and suited for the job that lays before us. War is on the horizon, and yet we don't want to put our Martial Hero in? Meh.
2) There will be a chance to change around the land rules later, and he will insure that we get Law through.

Do you know what the hardest thing to change in history was? Traditions, but if we codified it into law; then it is something that can be refuted and changed when we need to.

Our people already have private ownership of wealth and heirloom, owning land is the next step.

And yeah, I'm not opposed to making him king if we also keep up trade. It gives us ~3-4 turns' worth of diplomacy, and the war actions are likely to give us extra martial since we'll be winning them pretty hard.
