Canal refers to Earthworks primarily.One comment, not sure if it's been brought up but our Stone Age Canal completed megaproject says that for completing any major engineering project we gain Art and Mysticism. @Academia Nut does Scourge Warding count as such a project. I imagine it sort of does, social engineering more than anything else.

It is normally maxed at 3, but there are ways to raise it further.

The fact that we get the option of regular high chief before seems to disagree. Also I meant good at everything meaning that he more of Jack-of-all-trades rather than expert at everything. Main gist seems to be don't Double Main unless you want FUN TIMES to happen~Yeah, it looks like we're getting to point where developement will be too complicated for me for a For Fun Quest, so from now on I think I'm just gonna throw in some snarky comments and/or observations. Or it could just be that I'm tired and not fully grasping the new system. I do feel Centralization needs to go up though.

Okay, pattern so far(using basic actions):
-Secondary.
--Economy -> Secondary Stat 1:1
-Main
--Economy -> Secondary Stat 2:3(this works out reliably if you treat the "roll for benefits" as a point in a secondary stat or include trait/government bonuses/discounts)
-Double Main
--Economy -Secondary Stat 4:?
Pattern says it MIGHT be giving a 4:8 benefit, with half the points going into exotic development rolls.
Keep in mind that most Kings we have will be "standard", so Average stats across the board. Twythulmyn is the closest we'll get to having your "Administrator+Diplomat" king, as he has Average Administration but Heroic Diplomacy. For a non-hero, the best you can expect is Average/Exceptional, and that's assuming the High Chiefs - who are known to be corrupt - don't slide back into voting for incompetents to stay in power.So action wise, removing Corruption should be Restore Harmony + Enforce Authority as double Main on an Administrator+Warrior or Administrator+Diplomat king.
