One comment, not sure if it's been brought up but our Stone Age Canal completed megaproject says that for completing any major engineering project we gain Art and Mysticism. @Academia Nut does Scourge Warding count as such a project. I imagine it sort of does, social engineering more than anything else.
Pretty sure it doesn't. Canal refers to Earthworks primarily.
All I see this pointing out is that we need to go back to regular Kings, we need people that can be good at everything again instead of excelling at one thing and having the rest of their stats suffer. :V
The issue is mostly that our civilization has grown to the point where being competent at everything is pretty difficult, much less being GOOD at everything.
At the moment Prestige is primarily for dick measuring between other major groups, but like Art its full use will come in time. You can probably guess some of the things it can be used for.
Ah, okay. IIRC Prestige was mainly used to promote policies that were normally unpopular, reorganizing nobility, etc.
Legitimacy on the other hand is the people's trust that the government should be the government, and its mechanical usage is that it serves as a cap on Stability. It is normally maxed at 3, but there are ways to raise it further.
Ooo, so that's the Stability cap. Not very critical at present, but worth keeping in mind in the future.
I was referring towards our local chiefs sending trade missions to the TH in the background. If we fail to extend the peace agreement, the caravans they may send will get raided.
That's a gamble yes. It's intended to extend the average length of the peace, but while they're doing diplomatic outreach and tech transfers, we can focus on Economy and building up the military.

Trade doesn't prevent war outright, but it certainly makes war a lot less likely if sustained over generations.

The fact that we get the option of regular high chief before seems to disagree. Also I meant good at everything meaning that he more of Jack-of-all-trades rather than expert at everything. Better to have an all-rounder than a specialized chief since we already have chiefs for that very reason.

One minor thing that I decided I should actually spell out explicitly:

2 Mains may have non-linear effects
Basic Stat is Economy.
Secondary Stats are Art, Mysticism, Martial and Diplomacy
Advanced Stats are Stability, Centralization, Legitimacy

Okay, pattern so far(using basic actions):
-Secondary.
--Economy -> Secondary Stat 1:1
-Main
--Economy -> Secondary Stat 2:3(this works out reliably if you treat the "roll for benefits" as a point in a secondary stat or include trait/government bonuses/discounts)
-Double Main
--Economy -Secondary Stat 4:?

Pattern says it MIGHT be giving a 4:8 benefit, with half the points going into exotic development rolls.
 
There is the possibility of taking two Main actions under-performing by saturating out, but overdoing things also has the chance of spurring new developments, although not necessarily in the areas you might have intended.
 
Huh, so double maining expand warriors might give us specialist formations for example, rather than massed combat like we'd expect?
 
Yeah, it looks like we're getting to point where developement will be too complicated for me for a For Fun Quest, so from now on I think I'm just gonna throw in some snarky comments and/or observations. Or it could just be that I'm tired and not fully grasping the new system. I do feel Centralization needs to go up though.

Main gist seems to be don't Double Main unless you want FUN TIMES to happen~

Which, honestly would be worth it, all things considered. We might seriously consider just mashing the econ button hard next turn so we can do that.
On the other hand we lack amount of military tech in addition to advanced military tech, so we may main expand warriors next turn and then hit the econ button after that to double main it latter. Either way, I want at least one turn of double main expand warriors, it may give us chariot archers or much more disciplined fighting.

I'm thinking getting the maximum bonus out of our hero+guaranteeing a free action from our new government type (diplomacy > 6) is probably worth it. Especially since this is likely to not cost us an action in the long run by giving us an extra ~2 turns without nomad raids. Once the megaproject completes, we should be in a prime position to do quite a lot of things, and having the maximum possible actions available then seems useful.

Yeah, i'm leaning towards buying as much time as we can in order to make our military as advanced as possible. There's the benefits that, if our diplo is consistently above 6, we'll get free trade missions sent out by our local chiefs.

Next turn will need econ actions, as well as a stability boost.

We shouldn't double main expand warriors yet, as we'd need more than 4 econ to allow that to happen.

If we get more peace, it'll allow us a lull in order to smash the econ action (and maybe plant forests).

I suggest we:

[Main] Expand Forest -North - This will give us a +1 econ pay out, on top of lessening the threat of nomad raids.

[Secondary] Establish Annual Festival - A festival means we can take any stability hits from RH or EA to boost our stability further or centralization. Having +1 stability will delay any corruption problems until we can deal with it using RH and EA together as [main] actions.

[Secondary] Expand Economy - Obvious reasons are obvious.

If we do this next turn, we'll have the econ to focus our military improvement, and it'll pave the way for the turn following that to be [Main] RH and [Main] EA in order to solve both our corruption and centralization in 1 turn.
 
So action wise, removing Corruption should be Restore Harmony + Enforce Authority as double Main on an Administrator+Warrior or Administrator+Diplomat king.
Keep in mind that most Kings we have will be "standard", so Average stats across the board. Twythulmyn is the closest we'll get to having your "Administrator+Diplomat" king, as he has Average Administration but Heroic Diplomacy. For a non-hero, the best you can expect is Average/Exceptional, and that's assuming the High Chiefs - who are known to be corrupt - don't slide back into voting for incompetents to stay in power.

New Trails - The new coastal settlement is supported mostly by boats and the expansion of the limited trails there would be of great utility ({S}: -1 Econ, +1 Centralization, other effects; {M}: -1 Econ, +1 Centralization, +1 Diplo, other effects)
