This seems needlessly complicated and has potential to be interpreted badly. Instead hug her, tell her we'll support her no matter what she wants to do wrt the Nara Clan, and
then ask if she wants to talk about the decision.
Which way is she currently leaning? If she's leaning towards joining the Nara clan, is she learning towards adoption or marriage?
This seems like a good way to get information regarding the
implications of adoption or marriage; there should be a note here, or elsewhere in the plan, for us to ask her, Mari-sensei, or Jiraiya.
Asking Keiko should probably be done anyway because it'll help her organize her thoughts wrt the decision.
The objective benefits of accepting the proposal are fairly obvious, but how does the notion make her feel and how much is she weighing that in the decision?
She'll argue that her emotions are irrelevant and that she has to consider the situation objectively, and that she should adopt/marry into the Nara Clan to smooth the team's transition into Leaf yadda yadda yadda.
Which is bullshit, of course, but it's what I'd expect her to say.
Emphasize how having a dedicated R&D clan will continue to ensure that Leaf stays ahead of the curve, maintaining and securing its position as the strongest hidden village.
All the clans have their own R&D and Konoha definitely has its own department for the subject. This may come across as snubbing everyone since it suggests that our R&D will be better than yours etc..
- Crowd Control: Fill with pepper or other skin irritants.
- No idea how much you deal with civilians non-lethally, but this will be useful to keep any unruly post-war populations in line without killing them and causing further unrest. Could also disable or distract ninja if used correctly.
Don't mention civilians specifically. Just talk about how it'd be a useful method of disabling/distracting large groups of ninjas, and suggest it could provide area denial and a way to disperse a crowd.
- Poison Bomb: Fill with poison.
- You've got mednin, researchers, and the Yamanaka. They've got to have poisons that would work well when turned into a mist.
I don't know if we've ever gotten information proving the Yamanaka Clan are poison users. Yes, I know about the flowers but this seems odd to single them out specifically, instead of (e.g.) the Aburame Clan which uses insects (surely those have poison!). Maybe avoid mentioning the clans specifically, and let Jiraiya point out that the Yamanaka would love to use this.
Medicinal Use (Non-Combat) : Use to grind and mix medicinal ingredients.
Add that we've done this before, with the dragonfly powder. Proof-of-concept makes them more valuable here.
Current timer is 0-5 seconds, which is less than an explosive tag's max timer. Perhaps increase it some to make it more versatile?
Increase the timer, and try combining with PMYF? I honestly can't remember if we've done that yet.
Sheeting Yourself : If you're falling and need to slow yourself down, henge into a large thin sheet of cloth. Useful if you're in midair and something unexpected happens.

Also, we should have a section that discusses how we're going to address our negatives (we're Mist-missing nin, we threatened Kabuto, our existence is an affront to the laws of Leaf...).
