Also, made some changes to my plan yesterday. Posting it here now.
[X] Action Plan: Not Actually Free Time

Things-I-need-help-on in Orange.

Goals:
  • Survive.
  • Do what the team says.
  • Do our After-Action Report.
  • Help out the team.
  • Help ourselves.
Methods:
  • Do what the team says.
    • This takes priority over everything. Because punishment.
    • STAY FUCKING CALM. DO NOT BITCH. DO NOT WHINE. DO NOT COMPLAIN. DO NOT MUTTER UNDER YOUR BREATH.
  • Do our After-Action Report.
    • During our free time, make a report covering...everything that happened since we fled Hot Springs.
      • Specifically, this covers our first meeting with Jiraiya, our stakeout and capture of Arikada, and the time we spent in Konoha.
      • Do this by ourselves. Don't pester the others.
      • What did we notice?
        • We need to work on OPSEC, hard.
          • Entire team sans Inoue got caught by ninja patrol in Sarubetsu.
          • Bloodline secrets revealed by hyper-intelligent "doctor" in Sarubetsu.
          • Hazou & Noburi not noticing Kabuto's manipulations at first.
          • Hazou freaked out in the library and gave away Iron Nerve secrets.
        • We need to calm down when talking with people.
          • Being really forward with the Sandaime regarding Akane. Like, we sidelined the meeting with "Is Akane OK?" when Sarutobi told us to report.
          • Yelling/assaulting Asuma.
          • Disrespecting/fucking up with Jiraiya.
    • When Inoue-sensei says, convene with the team and give our individual report.
      • Hazou doesn't decide when the team combines their notes. Inoue-sensei does.
  • Help out the team.
    • Noburi: Medical training with Hashimoto.
      • Discuss the possibility that Hashimoto was compromised by our movements.
        • Maybe we should stake out Hashimoto's general location (less house, more neighbourhood) to see if anyone else is watching the place.
        • Develop ways to bring Noburi over without arousing suspicion.
          • Bringing Noburi: Go with a clone-maker (Hazou or Inoue). When dropping off Noburi, have the other person make a clone (Henge'd into Noburi's disguise) to make it seem like we were just passing through.
          • Moving the Barrel: Cover in tarp/larger object, put it as part of a larger group of items (e.g., supply of materials?)...??
      • Ask Noburi if Hashimoto would be grateful for Macerator seal gifts; and if so, offer to make some for him to give to her.
    • Keiko: Pangolins.
      • Ask if Keiko would like us to gather ants/spices/exotic weapons/-things Pangolins like- she could give as an offering (tribute?) to Pandaa, Panchipaama, or to other potential summons she may speak to.
    • Kagome: Seal research.
      • Offer to make a seal research facility up to his specifications.
      • Offer to make use of our bloodline to help make seals.
      • Offer to discuss the reward seals.
      • Offer to discuss Kagome's seals-that-he-never-got-around-to-doing.
    • Inoue: I HAVE NO IDEA WHAT TO PUT ONTO THIS HELP PLEASE
  • Help ourselves.
    • This is to be done as time permits. If the team has other plans we follow said plans over training. We're the servants here.
    • Train our skills.
      • Ask Inoue-sensei for help improving our political/social intelligence.
      • Find time to do personal training when not being a servant/doing chores.
    • Stock up on resources/interesting fauna when possible.

@OliWhail @eaglejarl @Velorien Some quick questions regarding Hozuki's Mantle: "Gains +1 die per 3 levels to any close-combat skill". Does this mean Hozuki's Mantle gives +1 die/3 levels to other CQC skills (e.g., level 3 Hozuki's Mantle gives +1 die to Water Whip)? Or does it mean other CQC skills gives +1 die/3 levels to Hozuki's Mantle (e.g., level 3 Water Whip gives +1 die to Hozuki's Mantle)?
It's the former. The Mantle improves his e.g. Water Whip.
Is the Tactical Movement penalty imposed only to maintain the technique? In other words, if Noburi decides to run forward at max ninja speeds, is the dome just left behind? Or is he tethered physically to the dome such that his movement is slowed?
He is (not physically, but effectively) tethered to the Mantle. Moving with it on is like dragging a giant anchor. He cannot run without first dropping the technique, but he can do that in less than a second with just an effort of will.

So what happens when he does? Does the technique instantly dissolve into non-matter like all other chakra-created water? Does it lose its shape and collapse into water, and later turn into non-matter?

What about absorbing the chakra used to form the technique? IIRC he figured how to do that with Water Clones: can he drop the technique, absorb the chakra, and then use said chakra to form another Mantle in his new position (or form clones, or a Water Whip...)?

Let me stab this plan too a few times and see how it bleeds.

[X] Action Plan: Not Actually Free Time

As a general note this plan doesn't feel very active. It basically lists some passive things we should do with the team but I have hard time imagining what's the main thing we are trying achieve with it.

STAY FUCKING CALM. DO NOT BITCH. DO NOT WHINE. DO NOT COMPLAIN. DO NOT MUTTER UNDER YOUR BREATH.

I like this. Nothing says calm down and act reasonably like HUGE, UNDERLINED CAPITAL LETTERS!

What did we notice?

I think you would be better off with a three way split here (with few examples):
  • OPSEC mistakes
    • Shouting bloodline secrets in a library, letting a drug trafficker figure us out etc.
  • Social mistakes
    • Mouthing off to Jiraya etc.
  • How were we manipulated socially
    • Kabuto manipulating us in the first and last meeting
    • Jiraya having us socialize with our peers to make "friends" (social ties for further control)
    • In the end, Hazou vowed to make it back to Leaf to Akane, like the benefits of Leaf were the end goal and not just another way for Jiraya to exert control over us
      • Meaning Hazou took what was fed to him hook, line, and sinker
I would love to see same sort of thinking from our teammates, especially for the third category. Not sure if we want to pressure them for it though.

Maybe we should stake out Hashimoto's general location (less house, more neighbourhood) to see if anyone else is watching the place.

If anyone else than Mari tries this, we will be spotted and our cover will be blown.

Bringing Noburi: Go with a clone-maker (Hazou or Inoue). When dropping off Noburi, have the other person make a clone (Henge'd into Noburi's disguise) to make it seem like we were just passing through.

This smells like a Deception roll, meaning if Hazou tries it we will fail. Especially with a level 1 clone.

Ask Noburi if Hashimoto would be grateful for Macerator seal gifts; and if so, offer to make some for him to give to her.

I advice agaist butting in there with an actual suggestion. Just ask Noburi what would be the best way to butter up to Hashimoto and if Hazou could help with that.

Ask if Keiko would like us to gather ants/spices/exotic weapons/-things Pangolins like- she could give as an offering (tribute?) to Pandaa, Panchipaama, or to other potential summons she may speak to.

Same thing as in last point.

Kagome: Seal research.
  • Offer to make a seal research facility up to his specifications.
  • Offer to make use of our bloodline to help make seals.
  • Offer to discuss the reward seals.
  • Offer to discuss Kagome's seals-that-he-never-got-around-to-doing.

All of those things are something that either need to be decided as a team (lab building), or come part and parcel with our teacher-student relationship with Kagome anyway.

Inoue: I HAVE NO IDEA WHAT TO PUT ONTO THIS HELP PLEASE

"Stop embarrassing our sensei by being a complete failure."

Not sure about how helpful that would be.

Train our skills.
  • Ask Inoue-sensei for help improving our political/social intelligence.
  • Find time to do personal training when not being a servant/doing chores.

These smell like stuff for training plans. Or if not, we should pick one above the other, I don't see Hazou having the time to train multiple things.

Let's see, how much XP do we need for our jonin specialisations of 50 dice in Deception and Sealing?

Current stats:
  • Int 13
  • Wit 5
  • Pre 5
  • Man 7
  • Com 5
  • Sealing 13 (Int*1, Wit*3)
  • Deception 14 (Man*2, Pre*3, Com*3)

Okay, Sealing first...

Int (sum 14 to 50)*2 [2368]
Wit (sum 6 to 17)*2 [276]
Sealing (sum 14 to 50) [1184]
Total cost... [3828]

Jashin christ. That was even worse than I was expecting.

Okay, now for Deception.

Man (sum 8 to 25)*2 [594]
Pre (sum 6 to 17)*2 [276]
Com (sum 6 to 17)*2 [276]
Deception (sum 15 to 50) [1170]
Total cost... [2316]

That's... still really expensive.

And all together... 3828+2316=6144.

Reminder that Hazou's current XP total is 1448.

Changed some stuff, thanks @Twofold. If you're wondering, the point of the plan is to mend relations with the team while we (the hivemind) play catch-up after the Rebalancing. I was worried about adding more because TBH I'm not sure what the hivemind wants beyond "train, survive, fix our fuckup".

If you're wondering, the point of the plan is to mend relations with the team while we (the hivemind) play catch-up after the Rebalancing.

I see. I guess the alternative way to get some breathing room would be a Lore Update. Personally I like the idea of a slowly paced plan better.

But if that is the case, you should be aware that contacting Hashimoto has a non-negligible chance to kick a hornets nets and force us to be active (running away or negotiating with Yakuza, getting killed by Zabuza, getting captured by Orochimaru etc.)

Honestly, trying to get Nobby some med training is directly in competition with our need to stay quiet and hidden. Especially now since we can't just hop borders to get somewhere else if things get hot.

Manipulation mistakes:

I wouldn't call these mistakes as much as us getting played by superior opponents we have no chance against in the first place due to them having the metaphorical higher ground or just being way, way better than us.

The goal of that introspection would be to blunt the effect of their manipulation at least inside our own head. For an in-game example, think how Arikada kicked Mari's manipulation once she cooled down and thought about it for a moment.

Some additional ones would be:
  • Sarutobi giving the impression of a warm and kindly grandfather when we met him
  • Nara seeming like he was actually interested in us and our thoughts
  • Ino flirting with us
  • Lee "flirting" with us and seeming less intelligent than he actually is
  • Jutsu trainer controlling us by making us afraid of her weird persona
There must be others I'm missing here.

It's not that surprising if you realize that we've gotten that in a year of in-game survival. Over 5 years (Chunin) we'd expect to get over 7000XP, and getting Jonin would take even longer.

So really, it's to be expected.

That's true.

But this is just our primary skills, not even taking combat into account. If we want to get Roki 25 then that's another 297 XP. If we want to up our Taijutsu to 40 then that's about a thousand more.

And taking secondary skills, like Stealth, TacMove, Awareness, Diplomacy, and Doton Ninjutsu into account on top of that is still necessary, even if we just bring them up to 20-30.

Well, the good thing about the raised XP caps is that we have room to redesign Hazou up almost from scratch.

For example, we could just forget Taijutsu and pursue Weapons that would sync way better with Sealing. (Some people argued this early on in the quest.) I see no reason why Roki would work with punching but not with stabbing. (Not that it would actually matter, it's not like we're going to be winning fights any time soon.)

Alternatively we could forget about combat and social stats and just go deep into Stealth.

Not that we would reach actual competency in any of these any time soon. The best chance we have is to just go deep into Sealing and hope we come up with stuff that makes rolling for skills irrelevant.

I don't think we'll be able to make dice rolling irrelevant, but it may be possible for us to up our dices in a significant way?

I suppose halfway success is better than no success.

Just remember that researching seals will take months on months, assuming we even can research the ones we got from J with our current skill level.

I doubt the QMs will screw us over with that.
Why? The point of the rebalancing is that we were stronger in every field than we ought to have been. So, they've made us weaker. This extends to things like Sealing as well. Thus, it makes sense that we should be unable to do original seal research, and following someone else's research should be just about the limits of our ability, though I will be unsurprised if it is beyond our current ability.

This is true, but given what we've done already (fucked up Noburi's chances of getting training from Kabuto) I can't see denying him the opportunity to train going down well. At all.

And now I really wish I'd written out an Action Plan that has us going to Tea. Oh well.

Nerfed in the absolute sense or in the relative sense? That is, has their functionality been altered, or are there now other seals in wide use that are a lot more impressive?

I wonder if the seals that we gave and/or sold to Jiraiya were altered as well? If so, how? Do we get to sell them twice now?

[X] Lore Update

We don't even know what the new threshold for self-teaching is.

@eaglejarl, @Velorien, @OliWhail: Another idea/case:

6. Flat Earth Atheism. Somehow, through means unknown in-universe, the team did, in fact, progress as quickly as it had for the past year, and then stopped progressing quite as quickly. For some reason, no one finds this odd, perhaps influenced by the same mysterious force as the one that had caused them to progress so quickly and then slowed their progress from this point on. Similarly, their expectations had been adjusted by this same force.

More seriously, there is, as far as I know, no practical way [1] to reconcile our new ability levels with our past actions: the team could not have beaten Jotaro or Arikada, and would not have tried; nor could Hazou have invented new seals. This means that the past is going to be inconsistent with the present in any case, and NPCs memories and expectations would have to be adjusted in a manner inconsistent with the past as well. For example, Jiraiya would have memories of our capturing Arikada while knowing that sending us against someone like Arikada is a guaranteed TPK.

[1] Edit: Yes, technically, Hazou could have been delusional throughout the quest.

Twenty minutes did not get as far as I hope. I am still copying @faflec 's ideas.

Will do another update to get it up to quality.

Let's get this party started.

[X] Action Plan: At Last, Free Time!

Goals:

1. Make sure we're safe
2. Recuperate
3. Research and Train

Altitude:
  • Hazou will not mope around, nor whine or bitch.
  • Hazou will be productive, because the world is full of scary ninjas. He needs to be thinking of ways to boost the team's skillset.
Methods:
  • Hazou will think of chores as a form of training.
    • He will accomplish those chores ahead of time, in an efficient and correct manner.
    • He will optimize his approach to doing chores so he will have more time to do other tasks.
  • If there are free time or downtime and that there aren't more important tasks, Hazou will initiate self-study.
    • Gives us in-character reasons for Hazou to utilize scientific knowledge to assists him with sealing stuff.
    • So Hazou won't be totally ignorant of how the world operate, especially politically and socioeconomically
  • Activities are listed below in term of priority
  1. Before doing anything else, discuss possible relocation out of Iron.
    • Hazou is worried about hunter-nins being in the area, especially Mist-nins who may be looking for them after Hot Spring and Rice mission.
    • They know we were in Hot Springs, then Fire, and before the trail blew up we were headed to Rice.
    • They should know we were in Sarubetsu (western Rice) which borders Iron
  2. The team do an After Action Report on the Konoha clusterfuck and the Arikada mission.
    • Do it when Inoue Mari said so. Do not be pushy on the team.
    • Everyone will take their own notes individually.
    • In particular, some of the things that the hivemind/Hazou noticed:
      • We need to work on OPSEC, hard.
        • Entire team sans Inoue got caught by ninja patrol in Sarubetsu.
        • Bloodline secrets revealed by hyper-intelligent "doctor" in Sarubetsu.
        • Hazou & Noburi not noticing Kabuto's manipulations at first.
        • Hazou freaked out in the library and gave away Iron Nerve secrets.
      • Social Mistakes
        • Being really forward with the Sandaime regarding Akane. Like, we sidelined the meeting with "Is Akane OK?" when Sarutobi told us to report.
        • Yelling/assaulting Asuma.
        • Disrespecting/fucking up with Jiraiya.
      • Manipulation
        • The Hokage and his "grandfather" face.
        • Kabuto manipulating us in the first and last meeting.
        • Jiraiya having us socialize with our social peers to make "friends". (social ties for further control)
        • Nara and his interest in our methods.
        • Ino flirting with Hazou.
        • Lee "flirting" with us and seeming less intelligent than he actually is.
        • Jutsu trainers controlling us by making us afraid of her weird persona.
        • Auntie and her "calm down" attitude.
        • The "showing off" of Konoha and the "wow Konoha is super-awesome/rich/cultured" attitude it conveys.
        • In the end, Hazou vowed to make it back to Leaf to Akane, like the benefits of Leaf were the end goal and not just another way for Jiraiya to exert control over us
          • Meaning Hazou took what was fed to him hook, line, and sinker.
    • Hazou will suggest that the teammates will write their reports individually, and separate from each other so that the team will have access to multiple point of views. OOC: Avoid false memory contamination and bias.
    • In a team meeting, combine and collate details, talk about how the missions go, what they did wrong or right, how they can do better, etc.
  3. Discuss the Intel Checklist.
    • The checklist is woefully inadequate. It needs to be beefed up, either by the Hivemind or by his teammates.
    • Biggest flaw of the checklist is that it entirely ignored the civilian equation.
    • Discuss whether or not it can or should be executed for Iron, and if so, how.
  4. Start on training plans.
    • If Noburi goes into Yuni to study medicine:
      • Express concern of Hashimoto's location being compromised by Mist Intelligence, unless this is already addressed.
      • Hazo still support Noburi's desire to study medicine, but he is worried for Noburi and the rest of the team's safety by going to a known location.
      • If the team decide to go for it anyway, prep a security plan with the team. An additional member of the team may be needed in-town to watch Hashimoto's location while Noburi train.
      • Be careful not to step on the toes of any agents of Jiraiya who may be residing in Yuni. Usually, this means reporting any suspicious persons, and letting Mari handle it.
      • Ask Noburi if Hashimoto would be grateful for Macerator seal gifts; and if so, offer to make some for him to give to her.
      • Discuss with Noburi how to disguise the barrel and avoid suspicion
  5. Team Discussion with Keiko on Pangolin summons:
    • Ask if Keiko would like us to gather ants/termites/other -things Pangolins like- she could give as an gift to Panchipaama or to others (i.e., bribes for potential summons).
    • Summon Pandaa to talk with us as well.
    • Ask how the team can help with Keiko getting valuable summons or increase her relationship with the clan.
  6. Hazou will work under the direction of Kagome.
    • Offer to make a seal research facility up to his specifications.
    • Offer to make use of our bloodline to help make seals.
    • Offer to discuss the reward seals.
    • Offer to discuss Kagome's seals-that-he-never-got-around-to-doing.
  7. Hazou asks Inoue-sensei for political training.
  8. The team destress for one-two days other then camp maintenance and security.
    • Obviously, that mean Hazou is doing all the camp maintenance.

@eaglejarl, @Velorien, @OliWhail: Another idea/case:

More seriously, there is, as far as I know, no practical way to reconcile our new ability levels with our past actions: the team could not have beaten Jotaro or Arikada, and would not have tried; nor could Hazou have invented new seals.

Overall, I think that an author fiat that no one in-universe notices the speed of our progress as extraordinary, but does not expect it to continue, does overall less violence to the rationality of the setting --- as well as making the quest just plain more fun --- than the current solution.
Also, as discussed in Discord, option 7.

7. Hazou is actually delusional. Hazou has exagerated everything he's seen. The ninja with Jotaro was actually a genin. Kagome made PMYF and Misterators then shared the design with Hazou (who then claimed it himself). Noburi's mist draining is a well known clan ability. The pangolins are actually incredibly weak. Inoue has hard-carried the team through every engagement, with her clones doing what Hazou thought he was doing. We've just been reading an unreliable narrator who was shaken out of their disillusionment in Leaf and now is aware of their own ineptitude.

Rather horrible asspull, by the way.

Well, yes. But I'm reasonably confident any attempt to justify our past actions with current power levels is going to be an asspull.

Edit: because I want more time to stew on TGR before committing to actions:
[X] Lore Update

I don't see why our plans as we have right now is going to put us in danger.

If Noburi still insists on going to Yuni and Mari let him, we can't prevent him from doing what we want. All we can do is help him.

Voting is open for the next 1 day, 14 hours
