The Tower doesn't choose people's specialties. If anything is making people do it its the warrior culture sentiment, IE "My friends and family are putting their lives on the line so I should too." Which I think is the actual explanation we were givenIIRC it's not that Tsunade is having trouble convincing people to be medics, but that:
-The Tower prioritizes combat to medical(Something that Asuma even notes wasn't really the smartest idea in the collapse)
I really really doubt Tsunade would be picky about clan politics like this, and she is by far the best medic in the world, and the source of most of these medical knowledge resourcesMedicine, much like sealmastery, is something clanless had access only in name, especially genins
Whether or not the notes are shared or not does not change this, and it also has nothing to do with the Sarutobi or Naruto being interested in the notesTsunade has a pretty high standard of who can and cannot be a medic.
Indeed, which is why I said Tsunade was having a hard time convincing more people to be medics and why generally it isn't seen as an attractive skillset
It absolutely matters if they view their technique hacking notes as substantially more valuable than medical notes (especially if Tsunade's textbook is substantially better anyways.)But i'll be honest, i don't think it matters? The point isn't that the Sarutobi are all medics, but that it will strongly empower their medic-nins, and XP is the most rare and important currency in the ninja world.
But I never suggested giving up the sealmaster notes, I suggested showing them to Naruto and Tsunade for sentimental reasons. Neither of them are sealmasters and they would not have a use for them.
I'm not sure we've shown anything yet tbhIt's a pretty big asset, as our "Let's make all the Goketsu sealmasters/medics" ideas show.
The only especially impressive jump due to notes is Hazou with Jiraiya's notes which are already public
