I changed it in light of the New DC to the DC 100 Harassment DC. So the only thing people need to be aware of is that the DC is 100, so the CoS with XP is 60%.

That doesn't really seem to bother them. Failing miserably happened to them all of the time in the show, after all. Worst-case scenario, they get a nice dose of harsh reality. I'm gonna say it now, they're going to be pissed at being taken off something they really liked doing.

I have now updated my plan with some new item assignments, to buff Russ for his investigations. The Ruby Wings have gone to Hego, in the hope they will help him train.
I've also made clear that both Tom and Marco are searching for Star.
I'm going to still not have Kitsune assault, considering the 40% chance of failure and the, QM confirmed, low rewards for a success. I want to have Doof become more well adjusted over time, and if that means not using a martial action, so be it.

Reasoning:
Martial - did some research into kitsune, and some of the legends mention they would curse the possessions, crops, and livestock of ones that they hate. Going after Beaks from an Occult angle, using an avenue of attack that fits Kitsune's strengths, seems like a good approach. It's also something that Beaks would have a hard time countering.
Diplomacy - I want to deal with the drug trade for a variety of reasons, not the least being that it's a good practice run for larger threats that require multiple Kings to collaborate on their defeat. And collaborating with Xanatos on the transmissions would be helpful not only with the DC, but also kinda fits our character of approaching him with wacky requests - to say nothing of the meta reasons for wanting to do so.
Stewardship - DoofOS is critical, while Dino Entertainment would solidify our control on that front.
Intrigue - The clock is ticking on the Hawk, while we REALLY need to take care of our employees, like, yesterday. Put Tobe on Zootopia since I didn't want to waste an Intrigue action but want to save Florida for a heavier hitter.
Learning - As badly as I want to do Large Herbivore Domestication, the transmissions and the SHIV Laser are just too urgent at this time to not do. And I put LOVEMUFFIN on the space program because I'm afraid that taking them off of something they really liked will result in them explosively quitting. And because if they succeed, the benefits would be quite nice. I'm not afraid of a crit failure, because honestly LOVEMUFFIN isn't afraid of crit failures. Just of being seen as critically unimportant.
Occult - Dance Magic is literally the reason we hired Juniper. Let her do her thing.

This will be Tom's third action this year - after this, we'll lose him for three turns. I want to hold them into reserve until Star's 'hide' crit wears off a bit and so that we can throw Tom, Marco, and Janna at the Star problem all at once.

Changed Mirage's action to "Form a Research Collaboration with Olympia". Hopefully next turn we can go full-bore on various robotics issues. I'd go for the Zaibatsu on genetics, but I want to hold off on that action until our diplomacy malus is gone.

Why would Olympia be willing to look into genetic diseases? There's no reason to think they have the expertise. It's a weapons company. Sycorax is Sycorax while DrakkTech almost certainly has DNAmy.
