Forked Oneiros' plan to take Keiko's path (let it look like the Nara are the ones orchestrating the war) instead of the Ami path, and also added in specific suggestions on how to get the Hagoromo willing to duel us. Second half of the plan is unchanged.

- Noburi's abilities allow him to refill a summoner's chakra on the 7th Path without himself being on-mission, as long as an embassy between the two clans is made on the 7th Path. This should be a great help to summoners on crucial missions.

Could you explain what you mean by implicit and explicit doctrines?
What do you think about changing the chakradar section to a more general future procedure as below?
Pros: Heavily implies future contributions, shows Hazou's still thinking up things and being useful.
Cons: Potentially means we won't get to show off those future contributions to Asuma personally, instead perhaps going through a more bureaucratic framework.
EDIT: Also include spy notes and Jiraiya's stuff.
Also how confident do we feel we can wreck the Hagoromo enough to put a wedding together in nine days? This is all well and good for long term destruction, but I'm not sure we can make them see they've lost fast enough.

The explicit doctrines being the stuff directly in their books which says that the Will of Fire says xyz is good or bad. You could see them as the literal doctrines and the interpretations so common as to be 'common sense'. I figure there's good odds we can find a few to very visibly signal that we are being very Will of Fire.
The implicit doctrines, in contrast, are the stuff only loosely derived from their core books or not at all, deriving only from the Hagoromo's clout as interpretations of their scripture, and most preferably things they imply but don't outright say.
From a practical view, the implicit doctrines are the ones that are hard to pin as 'against the Will of Fire' because it relies on mental gymnastics to justify as such, while the explicit doctrines are the ones that are more easily sourced and defended. The goal here is that Hazou does things which signal to the Hagoromo that we're disrespecting their religious authority by visibly ignoring their interpretations of their scripture, while still being able to defend our actions if pressed and doing enough WoF-y things to keep our overall image good.
My hope is that by doing this, we can infuriate the Hagoromo with our blatant disrespect to their authority while not giving them a clear outlet to decry us for it, which would make them more likely to accept a chance to fight us.
Will take a look at that section in general and your idea in particular, once I have time to sit down and update the plan.

There's not much to "finish" without more sealing research(one the seal side) and more prototyping (on the materials side).
Sounds good! Something else we should probably include is the spy notes/Jiraiya's stuff belonging to the Tower. Only obliquely mentioned that, but we should at least offscreen it so we don't look like we're delaying.

Please add a note that we won't be breaking implicit doctrines that would sour our relations with other important people like the Hokage. My paranoid mania is screaming a scenario at me involving Hazou shit-talking Asuma to his face because of a Hagoromo doctrine implicitly ordering us to respect the leader of the land (i.e., the Hokage).
