I saw some things I wasn't quite behind on this plan, but then I saw the other leading plan had us dealing with Hawk AGAIN, and that made this a real easy decision.

I originally planned to investigate Middleton, but everyone said that we needed to deal with Hawk. Do you think it's a good idea that I switch back?

I would rather do neither of those two actions during this turn, but if I was forced to choose, Hawk.

Take a look at the other intrigue options rather than just what was popular last turn.

Spy on your employees
Conduct corporate espionage
Investigate what's happening in Florida (same DC as Hawk)

^That. Hawk can be left alone until he's replaced as far as I'm concerned, and the Drug Ring is in Shego's territory, I'd rather not piss her off by spying on her territory without her consent. Espessially given the odds that this Drug Ring is something she's given approval to or might even outright control. Reach out to Shego as a Diplo Action and then propose a co op investigation into the drug ring.
 
I'm not comfortable throwing Russ into an unknown situation that sent Hawk running. Then again, that was a crit fail and Hawk is an idiot. I could swallow it if enough people said it was a good idea
It wasn't even a crit fail for Hawk. Unprecedented fail isn't crit fail.

I also added some extra alternative options for intrigue actions, but they might be tough because the hero assigned is Russ (stuff he isn't willing to do, and we don't want him to do), so I would say Investigate LA, or have Russ go on the Xanadu quest or do something else.

It seems likely that your plan will win at this point, so I'd like to convince you to swap something up re: Xanadu. I think we should send lizzie instead of Von Drake. Here's why.

First, the mechanical. For your quest

Obviously, Lizzie is mechanically not quite as strong as Von Drake.However, I think Martial is likely to be more important per point in Xanadu than Diplomacy, so Lizzie's trait is at worst net neutral, and she also increases out of combat martial by a lot thanks to her martial 26. Not all quest martial rolls trigger the in combat modifier, as we saw Forex in Drusselstien, where norm had a combat roll to open a heavy door; outside of combat, the stat totals of the two forces are identical, as Lizzie gives +16 martial and +1 stewardship to Von Drake's +7 diplomacy and +10 learning.

Even if we ignore that, however, we also have to consider marginal utility. A quest generally offers more rewards than a national action, but usually not 6 times more (the casino being an obvious exception, and it used a lot of Hero Units and national actions); Jumba, as incredible as he is, is not more valuable than, say, our pick of 6 people from the Rolodex. Each stat only governs, approximately, a sixth of the quest rolls - less so, considering a good roll in one area can often patch a weakness in another. As such, I believe that given the choice between +10 learning on the quest and +11 learning on Robo-Doppelganger AI, the second is more valuable as well.



Secondly, the narrative. Lizzie and Janna are friends, so sending them both on Xanadu appeals to me; otherwise, she'll only have Max as someone there she can really talk to. On the flip side, Max is likely to appreciate it too - not only is there someone else for Janna to talk about the creepy things that don't really interest him with, there's also one less toon. Generally, the fewer toons there are, the fewer toon shenanigans, and Max has shown an ardent dislike of those in the past. Ordinarily, Von Drake is probably going to be fine by him in this regard, but "mysterious ancient tomb" and "absentminded scientist" are not good combinations for Max's happiness.



Finally, there's flavor. Whether an action is a success or not is determined by stats, but how the result looks is based on flavor. This wouldn't be a problem for, say, adaptive anti-cape AI, as Lizzie is good with robotics and the like and thus isn't working outside her specialty, but Robo-Doppelganger AI seems like a particularly poor choice, as we're asking the person who barely knows how to interact with people to design an AI meant to pass at human. From the action descriptor:
You have to admit it- you're impressed by Syndrome's research into AI. Sinatron, even as megalomaniacal as he was, seems to have sidestepped all the problems you and other companies have had with the concept. The emotions he was broadcasting didn't feel forced or tacked on, he was capable of quick reasoning and logical deduction, and based on the way he talked Gwen into giving up information, he was able to read people well enough to attempt diplomacy.

The other suggestion I have is more minor, but I think I'd also prefer to put Hego on outfitting PMC with energy weapons. It's lower DC, so a better use for a turn where we have a lower stat hero on the case, involves technology, so Khan doesn't have a comparative advantage, and also upgrades our PMC. Also, I think it's silly flavorwise to not give Khan the action to give us cavalry.

..........I wasn't asking you to change your plan dude, I was explain why I was voting the way I was, because you should change your plan because a single person/a few people have an issue with it, when twenty people have already voted for your plan in its current format. Come on man thats basic plan maker etiquette.

I've never had a plan before, man! Cut me some slack! Besides, I was never truly on board with Hawk to begin with. I just put that down because I couldn't think of anything better
 
*Shrug* Shego isn't going to vanish in a single turn and we're hardly about to march to war against Toffee. We can do it next turn.

I'll give nearest ally, but why would Shego be our best ally against Toffee?

partly because she is nearest (makes coordination easier), partly because we are already on goodish terms compared to most other Kings (Xanatos is a bit far away to lend help on a whim)

distance doesn't seem too much an issue for kings as long as its not interplanetary or other dimensional in nature. We regularly have our hero units travel to other states and countries just about every turn.
 
I don't think subverting Hawk is a bad idea necessarily; but I don't want to do it while basically having no plan. Presumably people want to expose the fact that he's a Toon and all, but the path from here to there is ???. So I definitely support changing that. Shego seems to be the hot button issue this vote anyway.

I actually don't understand this Shego alarmism. Both contacting Shego and recruiting Kitsune can be done next turn, but between this turn and the next there will be another Occult action we stand good odds of eating shit on. We don't even have any actionable intelligence against Toffee right now, what would we even share? Waiting for the results of the investigation is much more prudent, considering the fact we don't even know if it will succeed. Let's talk to her once we actually have something meaningful to share.

I'm pretty sure Shego trusts us more than she trusts Toffee already, dude. If hes does devote actions to a charm offensive towards her that's actually good for us since he will have a uphill battle to climb. I think that her turning against us due to a single action is pretty unlikely. Conversely, more Occult heroes sooner means more successful Occult actions which means better preparation against Toffee. In this area, we really want as much help as we can get, and Shego can't actually provide anything for us in this niche, so contacting her does help any. So yes, the Occult hero is a higher priority.

I agree with all of this; let's try to make Lizzie part of the Doof Troop! That's more interesting to me than just sending Von Drake along.
