If you want to know more about how he's decided to build his plan, here's the relevant quote:
Before you boil me in oil over not having an inator roll, the reason is that to actually get an inator roll with the Mysterious Force in play, we'd have to burn a personal action. Since we're trying to do everything in our power to build up occult strength before the auction, I'd rather summon Malifishmertz. I figure having Malifishmertz around might provide us some minor consultancy bonuses to ensure that we finish the spellbook, or enhance our magical defenses. The action has to be good for something, after all.
Not having an inator roll is only for this turn. It's just because of how P&F interact with our inators.

I want to hold off on the drug ring just one more turn while we sort out Shego. I also want to try to subvert Alonso Hawk this turn, because we are unlikely to ever have another opportunity as good as we have right now. As noted, he's a desperate man, and he's already (unwittingly) dependent on our deliberate machinations to even give him enough successes to keep his job.
Flipping Hawk as a double agent is an example of the kind of move that turns a temporary gap in the enemy's defenses into a permanent, potentially decisive one. Learning Judge Doom's secrets is one of the most straightforward possible ways to bring him down, after all.

I'm hoping that by psychoanalyzing Max we can deal with his stress issues and help him work things out. As discussed, he's got a serious problem in that he's frustrated with his father (who arguably kiiind of ruined his life), but his father's so nice that there's no way for him to feel good about confronting Goofy. That, combined with the Chicken Itza experience and being in this weird friendly-bullying relationship with Janna, gives him a lot to work through- but stuff that is, importantly, within the range of normal therapy.
Our other targets for therapy are Doof or Janna. Janna seems to be in an OK position now- she's got a trustworthy boss who's spending millions to help find her friends. I think she can wait. I'd consider putting Doof back in again. Even if I don't, I think I might want to do that next turn.
Mirage and Wile E. trade out. Eating dinosaurs is a bit like eating birds, and Wile E. is a great face to put on capital-H Hunger. Mirage, meanwhile, now has a personal action that lets us recruit new hero units. Given that we've got several candidates we'd like to have (Juniper, Mesmerella, Wendy Wower) and that even many of the others we could recruit are useful, I think it's worth rolling the dice.

I specifically work on magical defenses because it's an area where we are vulnerable. We just saw Kalabar waltz into our tower without activating any traps, which is unacceptable.
The next time he tries that shit I want him to materialize, slip on the ghost of a banana peel and fall into the middle of a silver-inlaid circle with flaring enchanted wards.
Then, once he is TRAPPED, we get to say "Ahh, Kalabar the quasidemonic Halloween spirit, how unexpected! And by unexpected, I mean COMPLETELY EXPECTED!"
That's the Doof way.
