Remember that the Masquerade in question is "any supernatural or paranormal thing." The Oregon Triangle is a hotbed of paranormal activity in general, so an existing FBI effort to keep the paranormal hidden would logically work to keep people out of it.I think that's simply risking too much and placing too much incompetence on the part of the Federal government.
Russ knows that Oregon is apart of the Masquerade, and Oregon is Bill. They probably don't know that much, but I think it is pretty safe to say that Arizona is apart of the Masquerade.

The only thing I don't like about your plan is that they don't have anything to counter Doof's Slander and switching Hego to do heroic things in Doofania should shown the populace that at least there are Capes operating under us unlike what Doom had claimed.

Even though it will lose, this appears to be the only plan still going that ACTUALLY has the social media action, so I will take it.
That's kinda the worst position for an action to be in. All these CK2-style quests end up having a bunch of actions that people aren't opposed to but see other things as more pertinent and thus put them off indefinitely with the idea that they'll get to it next turn or eventually. The thing is, there won't really ever be a time that there isn't something important to do, and pushing it back so many times just reveals how low a priority it is even if you don't find it to be a negative action. That in turn reveals it is likely a low enough priority to be pushed back again when something else inevitably pops up. That, of course, doesn't mean something absolutely will pop up that we don't already know about, nor will some kind of shiny that people feel they HAVE to have necessarily pop up. It just means I'm hedging my bets from experience.I don't think anyone is actually opposed to doing it so much as they don't want to do it this turn.
If we succeed at both rolls this turn i think its a very good contender for one of next rounds slots.
Edit: barring any new options I'd say moving the castle and social media are the best bets next round. With lovemuffin going for that company with the free action.

I personally want to win the culture sphere and the tech sphere, and part of that includes dominating the internet as well as becoming and staying the dominant OS. No hard feelings or anything, but I wish to stay consistent with my goals.
Just about the only thing you guys could actually do currently to actually annoy me about the quest's path is if you rejoin the US. Thankfully not many people have advocated for that yet, so I don't have to worry about it at the moment.

Xanatos has the search for immortality for himself and his family as one of his main motivations.
His initial association with Demona, relocation of castle Wyvern and resurrection of the clan? It was about that.
The City of Stone fiasco? That.
The Cauldron of Life? That.
Trying to capture Anubis to stop death? That.
The attempts to capture Coyote? That still.
Frankly, the guy getting a lifetime of service from Puck-as-Owen rather than immortality was the lone instance in which he decided to give the opportunity a pass.
Toffee has some really, really excellent biological immortality of the very kind that Xanatos is highly interested in.
If/when things go hot in the conflict with Toffee, it is likely that the opportunity to access Toffee's genetics would become highly relevant to David's position in such a conflict between fellow Kings.
