I feel like 'stack size at Kagome's discretion' would more fluidly account for Kagome's more experienced opinions on what's a safe level to test at, but as long as we aren't throwing away our perfectly viable nuke just because we found out how many is too many I'm happy with it.
 
Beach Party!
  • Spend at least on day having a fun day at the beach
  • Have it near enough a village to take Naruto on a tour: give him the chance to get insight into the way civilians live.
  • Swim, play board games, sun tan, whatever
  • We have had a crazy stressful time lately and need to destress
  • Make a bonfire at night
  • Share stories with Naruto
  • See what stories he is willing to share
I don't really know much about beach parties, but my impression is that they generally are more suited towards warmer weather.

And it is currently mid-January.
 
I'm hesitant to grant her mass use of EM without Noburi. Yes, the jutsu only costs 3CP per 5 degrees, but she has only 200CP, and the range is...pretty subpar, only 1 Zone. I don't see her being able to toast up a large enough area for a beach party, at least without making her very chakra depleted and vulnerable to a potential attack.

Seriously, R&R at the hot springs back home. Get the whole clan in on it, for that matter. Jashin knows Mari needs a break and to be included.

We can always just make a bonfire. It's just a fun little diversion
 
I don't think the board game is to prevent civilians from learning we want to build stuff. I think we want to disguise ourselves so that they won't tell us ninja what they think we want to hear and giving us information that we need to improve their life.
I think if we social well enough we could convince them to tell us honest answers. Sure, they'll be respectful and nervous but as long as we communicate that them having problems in their life isn't the fault of ninjas or Leaf they shouldn't hesitate to be truthful. I also think extracting feedback via a board game media will be difficult.

Board games are not used to extract information from civilians.

  • Disguise, test, and analyze recon data as a resource building board game with the team's help. Use TG's establishment as inspiration.
  • Use assets, local elites, and underworld to introduce the game to TG gambling houses for money, data collection, and plan improvements.

By walls do you mean a wall around the town to protect against chakra beasts? Going by the informational post for MEW (which isn't finalized though) it seems like it would take a few days to do so, which would delay going to the sea if you were to do this at every village stop

The recon is done socially or directly by the team. On the ground, day to day stuff. It goes into making up aspects of the game.

The board games do extract info from civies, but not the same kind. This is handled more by third parties and gives the team a much more holistic view of how Uplift should be approached. People will basically be gambling away while they perform simulations for us. We get money from licensing, bets we make, a way to get more efficient plans instead of hurting the teams brain meat, and a better foundation for Uplift going forward.

I'll make that more clear.

EDIT: I moved the gaming portion out from the subpoint about getting TG and villager perspectives. It comes after the comparison but is no longer a subpoint of it.

I'm very confused by this. You want to invent something like Settlers of Cataan, but with a realistic enough set of rules and resources that you can actually gather useful information about how to build villages? I can only think that the rules for that would need to be insanely complex. Hazō has no experience designing board games, so it's pretty much certain that whatever he comes up with is going to be full of holes, poor balance, and exploits. (He said, speaking from recent experience.)

So, if I'm understanding this, you want to:
A) Create the game
B) Make it popular enough that people are willing to pay licensing fees to play it
C) Turn it into a gambling game where significant numbers of players are betting meaningful amounts of money.

I hate to be a killjoy, but there is zero chance of making this work, especially given the short time frame. You should really scrap this part of the plan. If you want to gather information without being known as ninja, just take off your forehead protectors and walk into town dressed in civilian clothes. (Which, yes, you have with you.) Or, if you don't like the idea of hunters, try passing yourselves off as homesteaders whose lord has assigned you to go to point X and start clearing land for his next set of farms.

(EDIT: If you want help coming up with plans for how to build villages, talk to people who live in villages. If you want help optimizing those plans, talk to Keiko. She studied logistics and has the Frozen Skein.)

Note that's it's January, so the temperature is around freezing and there's a foot of snow on the ground. Freezing the water will be no problem but even with help from Elemental Mastery you'll need enormous amounts of wood to boil meaningful amounts of water.

Swimming is going to be right out given the weather. Even water walking is going to be unpleasant, if for no other reason than you'll be soaked by freezing cold spray if you're out there very long.

Isn't Akane with us? We could use Elemental Mastery to bring temperatures high enough that the water boils more easily.
