Im all for leaving the stampede to the proctors. The real problem is we need to absolutely make sure we can't be implicated in this.

I think it was more along the lines of that omake you made from her perspective. And I don't see why anyone would object to the results. The plan has gone better than we hoped. We just need to guide the chaos a little to keep people from dying.

FWIW I think Keiko approving of the plan was totally fine; we achieved our stated goals without any big surprises. It's only afterward that thigns went a little off, and even there I think people are overreacting. A 'stampede' of 200 people in an open area is not that big of a deal - it's density that matters, and people aren't that packed initially. If they all go for the door, we might have a problem; but a ninja - even genin - seeing a blocked in door is probably not gonna limit their own mobility by running and pushing into the crowd, and will either go around, try to scale the wall to get to a window, or become creative.
I think this is a 'you trip, you get ran over by a couple people and have bad bruising', not 'you trip, you dead' scenario.
Oh sure, can consider it. But we shouldn't take it for granted and build our plan exclusively around that idea.

People are panicked and stampeding, with us having no good way to stop them that won't make things worse. Maybe we can suggest to the proctors to pull aside any med-nin and give exemptions if there are many injuries, but we can't do anything immediately.
