2311.Q3 - Rigel
The Yagad-Tich is not the most graceful of ships. Instead it is a great presence that slowly plows through space like a slab of iron that crushes the waves of the sea. Where the Courageous swells and cinches with all the fine lines of an angel, the Yagad-Tich lines are all brutalism and bulwarks. Space-time that sings around the kilo-cochrane field of the Stafleet explorer groans past the hexagonal twin nacelles that run beneath the broad shell secondary hull of the Rigellian ship. Colloquially known as a Megatortoise, the great granddaddy of the Turtleships and Cutters, the Yagad-Tich is a study in durability.

From the way it cleaves to the side of the Courageous as they make their Warp Ten journey towards Sol, one would think that they were not just part of the same fleet, but crews that have trained for years. But as ungraceful as the Rigellian constructions look, they powered through right alongside the more advanced ship. Alongside them, marking the perimeter, is the USS Lightning and Gale, plus the smaller RDS Hadabat Turtleship. As much as the Diplomatic Service hated the optics of the extra firepower, constant problems with the ratifications has left few willing to argue.

But of all the ships, it is Courageous that is the heart of the fleet.

"Councillor, I trust the journey has been comfortable?"

Rosalee strides through the corridors of the ship she has known for so many years, through so many crisis. But the crisis now on the ship isn't really something that sits within her station anymore.

"Yes, the sustenance and accommodation have been quite satisfactory," replies Councillor Stesk. "Of course, I found even the Ranger-class to be an adequate consular craft."

Rosalee almost misses her next step. "I do forget how long you have been at this, Counsellor. The Rangers were phased out before I left the Academy."

Stesk nods at that. "Humans often seem to have difficulty accounting for species with longer lifespans. Certainly, for those with more patience. It is almost enough for me to wish to fast-track membership offers to the Gaeni, to give humanity an experience in what we Vulcans have encountered for the last two centuries."

"I am sure that we would richly deserve it, Councillor."

"Indeed."

"I have heard that there is trouble among the Rigellian Councillor-elects and the other Councillors," prods Rosalee.

"Indeed," says Stesk. "It appears that our new colleagues from Rigel wish to work as a separate political faction. This is their right. However, a fifth political faction entering the scene continues to further complicate the pre-existing political fabric."

"If I may be so bold, what manner of political faction did they have in mind?" asks Rosalee.

"A Mercantile faction."

This time Rosalee does stumble. "Ah, I, uh, see."

"Indeed."

You bull your way through the milling officers in the Starfleet Tactical conference room after the post-mortem of the ratification cruise. Today it has been a much less fraught affair than previous such occasions. As much as things with ka'Sharren had a remarkable way of working out for the better, sometimes quiet professionalism is golden. The golden-haired woman turns to face you as you approach. She is immaculately attired, her dress uniform correct in all respects. The only anomaly is the phaser pistol she keeps by her side, a legacy of her wife, Victoria Eaton, the woman you now trust to help lead the campaign against the Syndicate. Quiet professionalism, yes, but also a deadly edge.

"Admiral Kahurangi, an honour to meet you," the woman replies with her cultured tones. "I was not aware that you were in attendance."

That earns her a nod, but you point your reply elsewhere. "I have to say, it was a delight to be handed a clean report for one of these. No fuss, no muss. Plays well in Council."

"I am pleased to ease your burden in this manner, Admiral," says McAdams.

"Tell me, Captain, after such a successful mission, do you have any advice for future captains on a ratification mission?" you ask.

Captain McAdams ducks her head a moment. "Truth be told, Admiral, I am not sure that my journey was sufficiently remarkable to draw lessons from, but I will of course keep a mind for that when writing my report."

"I will read it thoroughly, then," you reply before folding your hands behind your back. "But surely, there must be something that this journey has brought to your attention?"

Rosalee hesitates, then glances around to see if anyone is in earshot. Seeing no one, she drops her voice and whispers, "Well, after seeing the Rigellian Councillors and their staff..."

"Yes?"

"Have you considered personal cloaks?"

A mercantile faction huh. Well it's not like commerce is dead, only currency. Plus, now we have people to throw at the Ferengi when they come knocking.
 
Well, at least the hawks are no longer will be the most ignored political faction within the Federation, or we now know where the Federation Credit has its origin.

Unless some other Councillors leave their current faction to join the Mercantiles, thus making them more powerful than the Hawks. I can see there being some kind of Development-Mercantile coalition.
 
This is...pretty great.

No terror attack, for once.

The Rigellians are going to give a serious boost to recruitment and resource income. Their fleet isn't big, but their ships are extremely powerful; we're probably looking at the best member world fleet this side of the Amarki.

The political unrest caused by a new party is unfortunate, especially considering how strained the Federation must already be with all these new members coming in so quickly, but honestly? A Mercantile faction is exactly what the Federation needs. Think about the projects we might be able to get through them. Selling outdated ships for good rates, trading BR for SR, new diplomatic options with capitalistic neighbors, the possibilities are almost endless. Internally, they might also bridge the gap that seems to be growing between Exploration and Development.

And, most importantly, CLOOOOOAAAAAAAAAAAAAAAAAAAAKSSSSS!!!!!!!!!!!
 
There's actually a pretty great opportunity here.

We could actually integrate some Rigelian economic and logistic experts into the Auxiliary arms of Starfleet, Members fleets and the Coordination Office and have them look for resource exchanges and distribution that will benefit all parties. Basically allow us to do the resource trading we wanted to do, but in a much more organic fashion.
 
Mercantile is probably going to wind up as the wildcard. Because their agenda as far as it impacts Starfleet is going to be stability and support for civilian stuff, so no faction can count on their support. They'll want us to drop the hammer on piracy and raiding just as much as the hawks do, but they're going to be pretty firmly opposed to wars outside of those needed to stop that and to stop existential threats. And they'll be bouncing back and forth between the development and expansionist factions.

Shipbuild sheet updated with additional resources. By the way, that largely takes care of the Enlisted crunch and means that we need to adjust Academy intake from Techs to Officers the next Academy steering meeting.

The Mercantile faction can't do anything on their own, so they're likely to serve as a nice swing between the other factions. No doubt there will be a lot of vote trading where they agree to support the projects of other Councillors in return for support of their priorities, as is appropriate for a Mercantile faction.

I'd love to see what suggestions the Mercantile Faction has in mind for defeating the Syndicate.
Probably unleashing the Rigelian regulation bureaus with a Megatortoise on standby to beam in enforcement agents.

A species of merchants is going have a very thorough understanding of perverse incentives, the tragedy of the commons, and similar things. Their audit teams may not be able to read minds, but they probably make IRS CID look like amateurs.
 
Interesting that the Rigelians didn't just onboard with the Industry/Infrastructure group. I suspect the Mercantiles will eventually just roll into it as the economies integrate.

I'd also like to say that this marks the end of the "races that had prior-to-game affiliate relationship with the Federation". The Caitians, Betazoids, and Rigellians knew the Federation before game start and had a chance to come to terms with us. I think that's why their integrations have gone relatively smoothly, but why I don't count on any such smoothness for future members.

I wouldn't be too sure about that. While I will admit that the Federation most likely makes its member worlds lose something of their ability to manage their own affairs, it also provides a great deal of benefits in terms of trade, defense, technology, and colonization prospects. With our rapid induction of new members into the United Federation of Planets also makes it so that our members will likely be able to retain a majority of their cultural traditions unaltered. ... I wonder how long it would be till we would be able to induct races that in canon were independent factions?
