Which Affiliates would you view as most critical to protect from Cardassian influence and in what order?
The Apiata and Indorian are both out towards the Cardassians, and Indorians are engineers. The newly found Seyek should be considered as well, as another multi species entity that would be nice to integrate, and based off the map help the left flank facing Cardassia. At the same time I want to pursue the Cladonians or Gaeni (Caldonians I believe had a visit from the Klingons) and both are science type races which would help our research go. So diplo push Apia, Indorian, Seyek and Caldonians this coming snakepit I believe. Long shot, but if we can do something to repair relations with Sydraxian they move to the top of my list.
 
@OneirosTheWriter annual PP income should be 44, as both Betazoid and T'Lorel give +2 PP each, I think you forgot to include T'Lorel

Also right now guys 9 tech teams remainder of 7 with 2 quarters before research

I would cut the starbase most likely, that would give us three pushes. More so because getting to 300 gives us more resources, Caitans are giving us 5 RP and 5pp a turn now, both which are very helpful, and any race around 200 can reach 300 with a single diplo push since that is 4 rolls plus the annual roll at an average of 17 a roll it is doable. Worse case they hit the following year. As it is border zones are 27 pp for a starbase, and the question is do we want to start stacking starbases in home sectors, now if Betazoid joins and the outpost there does not give defense then I would put the starbase there, which would knock us down to one diplo push. Hopefully we can get some more PP in the first quarter.
 
I hope someone requests an Excelsior refit option within 5 years, ideally with hints on what stats it would have. That would give us leeway on explorer research and ship design.

edit: Also, would like previously used scale settings for the Centaur and other existing Starfleet ships.

For the first one, maybe a one time boost to Xenopsychology Research since it sounds like the Betazeds and Tellarites have been cooperating in running tests? I would ask for a free Betazoid push, but it might be unnecessary since they might become members under the existing push on a good roll. (Would also consider asking for a new Xenopsychology team, but that is not one of the technologies that split and even if it was I suspect that the Betazoids will give us one on Federation entry.)

For the second, the Caitian Values one, how about a reduction in the political will cost for the Constitution refit, since it seems Caitians remember the old Starfleet so fondly and they are now +300 Affiliates?

Okay, that is a ridonkulous number. So, uh... for the time being, I won't come up with the rewards, and leave the floor open for people to request things (at the very least it'll give me ideas).

A bonus toward diplomatic pushing with them, finding evidence of third party interference, a automatic captain logs event to go to their homeworld to stand trail to defend ourselves, etc?

That one has gone above the head of Starfleet and is now a Council matter.

@OneirosTheWriter would breaking down income from source make it easier for you to track? If so I could rearrange what I did above with the RP and PP into a spoiler and then do the same with SR and BR.

The reward I could think of with most mechanical benefit would be a boost to Cardassian Analysis. But there's probably a more appropriate/fitting reward to the fic itself... something related to Ka'Sharren specifically?
I'll open this to suggestions from the thread, and edit in any I particularly like.

Captain Nash Ka'Sharren now gets +1 to all Presence rolls involving the Cardassians because she has become personally famous in their society, and they cannot help but react to meeting the woman in the flesh.
