You are Hikaru Sulu, the newest Commander of Starfleet.

San Francisco stretches out before you, the fog covering the bay like pea soup and the morning air frigid on your skin. This is the city of your birth, the native soil from which you spring forth. From these beginnings a long life has taken you to the literal edge of the galaxy and back again, with all manner of wonders in between. Many adventures, many roles, many accomplishments, a long litany of experience. And all these roads of life lead you to this moment.

The President's call is only a few minutes past, and as the word spreads like a supernova shockwave through Starfleet HQ, you seek what may be your last few moments of peace and privacy in the coming years. Captaincy has prepared you for some of the emotional strain you will undergo; an officer is never so terribly alone as when they stand in the middle of that bridge with no other Starfleet ship for lightyears around and a Klingon battlecruiser dead ahead. That's when you really learn the sort of material you're made of. You've been that man in the centre of the bridge. The USS Excelsior was your pride and joy for many years, and you still follow her reports closely.

Of course, nowadays the Klingons are, if not friends, than at least not enemies. Even more bizarre, the Romulans. Imagine at any other time in the last hundred and fifty years, a Starfleet task force being invited into Romulan space? A ludicrous thought.

Becoming Commander, Starfleet has never been the seed of your ambitions. When you were a boy, you did not picture yourself in a mission control room, but on a starship bridge. You achieved that ambition, and found that your blood still sings with the photons of distant stars. Even though your career saw you return to earth, you could never leave Starfleet. The stars have their calling, and so do you, a shepherd to the younger officers who have come after you, like Nash ka'Sharren, Rosalee McAdams, and now your own daughter, Demora Sulu.

You've performed invaluable work already, of course. Not that many people where you have changed the course of events, know of the parts you play in the most daring and secretive schemes. More know of your work in the political sphere, part of a dangerously savvy team with your predecessor, Valentina Sousa. Those of the Diplomatic Service that also frequent the Council chambers in Paris have come to dread the way you have turned traps against them.

Age is catching up with you, of course, but so is medical science. You have some years to give yet. You know that your experience can save lives, and science progress, can see new friendships forged. Like the beautiful bay beneath this pea soup fog, the future is hidden for now, but so full of promise.

Your promotion has left the role of Director, Starfleet Tactical Command open, and the retirement of Vice Admiral ch'Vohlet has left a hole in the Ship Design Bureau. So there are two vacancies there. But you don't feel that this goes far enough, to be truthful. There are a lot of officers who have spent a lot of time in various roles, and you need people to have more experiences, to know the great beast that is Starfleet from more points of view, to help people work together. You plan to flip most of the major Command heads and see what shakes out. Time to go see Starfleet Personnel Command.

(Admiral roles may be taken by a VAdm with 4+ years, Vice Admiral roles may be taken by a VAdm, or a RAdm with 3+ years)

I have not put Starfleet Intel up for a vote because I don't think I have listed enough Intel Rear Admirals to make a choice from. And Explorer Corps was only recently assigned, IIRC.

@OneirosTheWriter is Eaton an option? She was promoted during 2313 so it's not quite 3 years, but with her performances against the Syndicate and the Licori it seems an exception could be made for her.

ch'Tharvasse is the only one with enough TIR other than Chen, and I want to keep Chen in her current position a bit longer (it has only been 4 years and Sulu wanted to shake up most positions, not all). Sulu picked Uhura as his chief of Staff before in Tactical.

We've been wanting to put Lathriss into Tactical ever since the idea of promoting Sulu to Commander, Starfleet came up.

For all that we, or at least I, think of Eaton as one our best fleet commanders she actually worked in the SDB for a number of years so it's a good place for her. Especially seeing as with all her combat experience she'll have a good understanding of what is and isn't working out in the field.

Shey getting out from his(?) long term role as chief of staff is a good move for his career. One of the issues people pointed out with his status as a Commander candidate was spending so long serving directly under the Commander. Some time in Ops should help make him a better choice when Sulu retires.

Uhura did an amazing job revamping the entire Ops department and is an old friend of Sulu's. I can't see anyone doing a better job as his chief of staff.

Chen would probably prefer it if we shuffled her around, she's basically an energizer bunny like that, but she's too damn good at her current job to move her to anything less then the top seat.

I don't oppose Eaton as head of Ship Design, and I think there are good arguments for the post being right for her. She's one of our most talented OCs and with the Licori War winding down her existing job is disappearing. At the same time, it's a pretty rapid promotion to vice admiral, and I'm not, on the whole, sure she's our optimal choice. I think probably-maybe-so, but I'm not sure.
 
At some point we will have to move Chen, or she will retire on us out of frustration.

I don't think it is critical yet, but eventually ....

That sounds like a good time to do it... Have her be the one to commission both at once and give a speech along the lines of 'As my last act as Head of Shipyard Operations, I do declare the Ambassador and Enterprise-C commissioned!'...

Or whatever the speech actually should be, I don't know, was just writing something that gave the intent across. And by that point she'll have had more than enough time in her posting, so it would be time to reassign her, or risk her retiring.

Not that it matters for this vote, but this isn't accurate. We had been toying with the idea of promoting Sulu to CoSF long before he was put into Tactical, perhaps since the biophage crisis? The earliest I definitely remember was that it was brought up as an argument during our first vote for the head of Intel, when we was an option along with that other Nash (who ultimately won because people liked her bonus more), I think in late 2304 or 2305? I think Lathriss didn't even exist as a character then, definitely not as a tech team. Keeping Sulu from retiring before we could make him CoSF was the main reason for making him head the EC in 2306 or so.

I'm pretty sure the first time it was suggested to promote Lathriss to Tactical was comparatively recently, during the second vote where he was an option for a relatively dangerous job (CBZ I think). I made the argument that it would be stupid to risk a research team in a random battle for no good reason and that it wouldn't make any sense for him to simultaneously be a doctrine research team and command a border zone. Just after making that post I thought of Tactical as a comparatively safe job that would make perfect sense to combine with being a doctrine team, and edited the post to that effect. I don't think anyone else had brought up that possibility before then.

I agree with this in principal, but I have the feeling that name recognition is going to win the day, unfortunately.

It would be nice if brief bios along with their attribute profiles could be listed per candidate, so that we aren't just necessary choosing people like Uhura and Sulu over and over again (not saying Uhura and Sulu are unqualified or anything - the opposite in fact; just that they're huge on name recognition).

Time to go see Starfleet Personnel Command.

Oh, so Starfleet Operations directorship did become a full Admiral position. I had thought that the position was still a Vice Admiral, even with the theater Vice Admirals subordinate to the director.

Does that mean Uhura is already an Admiral? Or is Sulu taking advantage of his ascension to make this change, possibly unilaterally?

You know, I really would like to move Patricia Chen around to give her other experiences... but her ability in Shipyards Ops is just so incredibly overpowered. I only hope that whatever position she ends up in, she's equally exceptional.

Plus it would wreck build scheduling again and slow down the Ambassador prototypes if she was transferred.

Victoria Eaton would be a good choice for this, but I'm not sure about it right this moment. Sure, an exception can be made for her time in rank, but is she ready to be put into the figurative hot seat again so soon - is 6 months of peace after the stresses of the Arcadian Crisis enough?

She also wanted a change of pace and a shore position, which this would be. Also this would be a very different kind of stress, (usually) no life or death decisions. If it was Ops stress/burnout would IMO be more of an issue because it would be a similar kind of responsibility.

Well yes, but that doesn't mean she has to be the head of the SDB. There are going to be available rear admiral billets in the department, or whichever department she chooses to be employed in.

She's already 60. There won't be many other opportunities to become VADM ahead of her. Also being two ranks higher than McAdams is convenient for keeping her close while avoiding being her direct superior, like she did during the Licori crisis (same rank would be even more convenient, but would require her to stay rear admiral for probably nearly another decade).
