That doesn't particularly imply any knowledge about ship design, it suggests something like being able to interpret subspace comm patterns, logistic flows or unencrypted civilian communications. Maybe some of that would be relevant to shipyard operations, but nothing is particularly relevant to research and ship design (which is a very minor part of what the SDB does, despite the name). SDB is probably also tied for the VADM position where logistic knowledge is the least relevant (there isn't going to be any high rank posting where it's completely irrelevant, but keeping the various research institutes supplied with material goods is at best a minor part of what the SDB does, and probably done by a subordinate anyway). He has leadership experience, but literally every candidate does. He has zero known specific qualifications for the job in question, which makes him a worse candidate than picking some random Rear Admiral we don't know anything about, at least they might have some relevant background purely by chance.Sotak's Intel background seems to have been in evaluation of foreign shipbuilding and ship capabilities. To do this he must have a good grasp of these subjects, and an insight on what areas Starfleet research needs to develop in order to remain parity with other great powers.
His time as a star base commander (and really star base rear admirals were actually sector commanders) gives the experience in managing large shore based organisations with wide ranging responsibilities with an emphasis on starship maintenance and logistical support.
I feel his past as given a great breadth of experience in multiple areas that could benefit the SDB.

I'd rather not have Chen in SYO for another four years, and Ops is a great place for Chen to brush up on logistics, etc.

Worth noting that the only reasons our heads were above the water in terms of crew were empty berths and refits. Filling the berths has us demonstrating low crew numbers again, and if we didn't have so many refits we'd be back to being utterly screwed. This seems to indicate that we haven't yet caught our crew income up to our berth list, and the idea that we might be SR limited seems much farther away, given that we start to accumulate surpluses with filled berths.

It should be easy to replace them with Constellations (equally squishy but more likely to be back line garrison) or trade 2 Miri for 1 Rennie with some shuffling.I know that mirandas have a great ressource/stat balance but they are a bit to squishy for my tastes. In any serious battle those ships will get decimated.
