Honestly as well, I wonder if Shey isn't a little too experienced. He's been a Chief of Staff for a long time now. That's great for knowing the job, but when was the last time he had to make a big decision without having it backstopped by Kahurangi or Sousa? He might actually be a really poor fit for being where the buck stops.
The other thing is that Shey gets a lot of face time with the President, and might well be mildly hostile due to her cavalier treatment of Sousa. The President probably knows it.
Sulu's deals will probably involve either extra intelligence operations and/or networking with the FDS.

Wow we have a lot of RP and PP, assuming we pick up a tech team we can spend a max of 290 with all the boosts. Which leaves 5 rp left with 3 quarters to go. And income for next year is 196 plus any gains from new members or affiliates over 300.
That is good as it allows us to keep boosting techs

Can we bring in more Prospector, I find the number of prospectors used by the three members to be quite limited.
Hope we can get them to pick up the pace a bit or push our ship patrols forward more so we can take our time searching behind a solid line so to speak.
I hope we settle on Ariel V8 already.
Starfleet only has 2 prospectors (and 6 colony ships), both in the GBZ, but there's some good news on that front. The Vulcans should be finishing a prospector* for us by 2316 Q1, and our own Lasieth shipyards should finish a prospector by Q2.
Meanwhile the Amarki just finished their 4th prospector and already have one in the GBZ. The Apiata use Foragers (their science ship that should make Starfleet uber-jealous) as prospectors, already have 2 in the GBZ, and have 6 more available if needed. The Caitians will be joining soon, and they have 2 prospectors available. Caitians are also building another prospector, but they just started it, so it won't be available for nearly 2 years.

Lathriss might just be a common surname. Some Asian cultures reuse surnames a lot, and even European surnames can be really common, so unless we're told/omake'd otherwise, we can just assume these two Lathriss' are different individuals. Or, retcon if necessary

Actually another possibility is if certain families tend towards the military so you could get the case with extended family that rise to high ranks in the military.
Honestly, I wouldn't mind seeing Sulu be Admiral for just a few years (according to @OneirosTheWriter 's official timeline, Sousa was in office for, what, 3-4 years?), then see ch'Tharvasse in the job. Chen's young enough she'd still probably be younger than Kahuragi upon ascending to the office.
Chen is only three years younger then when Kahurangi took office. So even just Sulu's term will put her over. Another four years for Shey's term and she'd be 67, making her one of our oldest candidates.
Just in case the Shipyard Ops vote goes up while I'm asleep, here is what I am advocating. FYI, the reason not to start the Constellation refits until Q3 is to match the deployment plan we already voted for.

Precisely what do you want to propose? Exactly which of our 2316 builds are you planning to give up on for this purpose? The Miranda and Constellation refits? The Excelsior refit at Andor?

As Briefvoice notes, we seem to have openings at Ana Font starting in 2317, and one San Francisco berth starting this year, but there's no obvious sign of exactly what to do there. But it's generally good practice to say "can we do this, specifically" when trying to fix a complex plan.

If we are asked to do so we may donate materials and berth space to Auxiliary Command, and we can certainly offer them a spare berth if we have one, but we aren't supposed to be able to say, "oh, it looks like you need another prospector, let me build one for you." That would be improper use of our budget.

In fact we have not finished the prototype hospital ship. ETC 2318Q1.
However, I do have some good news. The prospector ship we're building in the Auxiliary shipyards is ETC 2316.Q2, so auxiliary command can start another build this year in their own shipyard. And the two freighters they're building are ETC 2317.Q2. Some of the Auxiliary command ships are starting to sail out of dock already!
