I think it's extremely unwise for us to treat the CBZ as a 'secure' border that we don't have to worry about garrisoning against enemy attacks, the way we regard the KBZ and RBZ.

Meta-game wise, we can probably skate a bit on the requirements for CBZ, RBZ and KBZ. But in-universe, without outside knowledge, I would be more comfortable with more shipping being present on all of these borders.

2) How much do the new outposts contribute to sector defense? Betazed's new starbase is already factored in the deployment plans as D5. But by Q3, we'll have the following outposts operational: Onos (Sol sector?), Clover (definitely LBZ), Kappa Tau (definitely LBZ). What does that translate into in terms of garrison requirements?
1 - LBZ excludes Gaen and Betazed.

2 - At the moment, not much. They provide outposts, yes, but not enough currently to count as extra outposts. There will be some options for longer-term securing during the next political cycle.

Funny old world - you guys have made something of a vindicated public hero out of President Arsharra N'Gir. She pushed the necessity of the war and everything pretty much went how she told the public it would. Things looking good for that second term.

I think my concerns about inadequately held border zones boil down to this:

The entire point of our frontier-focused defense doctrine is that keeping solid fleets in the border zones prevents us from needing strong defensive garrisons deep inside our space. We're saying that interior space is 'safe' while border space is 'risky.'

When we have border zones being held with little or no more force than we'd use for minimal garrisoning of interior sectors, we're basically saying "the borders are just as safe as the interior.' But stripping all our border zones as far as possible, in order to maximize our strength in the Gabriel Expanse, is taking the principle too far. We're saying that the only border that needs to be secured in a comprehensive way is that one.

The thing is, that isn't really true. We've spent years worrying about Klingon-Romulan conflict and its potential to spill over into our space; that's not 'safe.' While the Cardassians signed a treaty agreeing not to harass us on the CBZ, we can't just totally rule out the possibility of them doing something we'll need to respond to. The response may not even be military, it could involve random events or any of a variety of problems.

The closest we have to a 'safe' border zone is the Sydraxian Border Zone, which we can at least coherently say needs only a couple of ships.

Now, don't get me wrong, I'm very glad that we have Excelsiors in all those border zones, and hopefully Excelsiors will be enough to do everything needed even with minimal support. But those borders are not in any meaningful sense 'safe,' and having only one or two ships garrisoning a stretch of border that it would take a ship a week or more to cross seems risky to me.

We were nearly through, but we're positive that a passing Yrillian freighter saw our subspace wake, and if we allow them to carry that sensor log into the wrong hands, it will surely reach the Obsidian Order. I'm taking an away team in a shuttle craft from the edge of the Morkadia system, to where the freighter is waiting. There we will sneak aboard and wipe the sensor logs, then slip away before anyone knows what has happened.

In Voshov's last mission, she had to investigate some sabotage. In this mission, she has to do a sneaky investigative diplomacy. A pattern?

I think no one has come up with a specific deal to increase recruitment that can get the votes. People like the idea in the abstract, but no one seems to know specifically what in-universe we would be asking for that would increase crew income and/or provide a one-time crew bonus.

There's been so many complicated ideas that I feel you've been skipping over the simple ones.
The issue I have with this is that it isn't long term. That said, it'll help with the Rennie/Kepler wave.

I see no reason to limit it to the affiliate media. Just go straight to a media blitz for all members and affiliates. Endorsing the member world fleets at the same would cover the 'give and take' aspect.

Well there's a reason we've been having complicated ideas - the devil's in the details and there's a lot of fingers in the pie.

- Starfleet
- Member nations and their fleets, some of which have a huge surplus of crew (Apiata have 44 enlisted lol), some of which would jealously guard their recruitment pools from Starfleet, some of which are trying to decrease their military commitments (the cats)
- Unknown level of crew transferability and trainability between fleet organizations (different doctrines, etc.)
- Council political factions
- Council major worlds that would most benefit from recruitment activity (those with academies and shipyards or other military-industrial complex)

I expect whatever recruitment deal we come up with to inevitably fill the political pork barrel. Which may not be a bad thing, since there's usually good reason for such pork that would end up benefiting the Federation anyway.
By the way, what are your thoughts on my proposed omnibus?

Perhaps the creation of a voluntary Merchant Marine School where Star Fleet teaches all the hard learned lessons of how to handle emergencies, giving us a +1 to federation distress calls and + .2o and + .2e as a side effect of our subtle recruiting in the school

We already have them; they're mostly abstracted.

Here's another idea: Training ships. Use older ships due to be scrapped, or heavily damaged ships that are too expensive to repair back up to full.

Somewhat related is the idea of creating a Starfleet Merchant Marine Academy for the Auxiliary corps, with minimal requirements post-graduation, like the US Merchant Marine Academy.
Also, on the topic of Sousa deals, I proposed a general infrastructure buildup a while ago. Freighters, more auxiliaries, etc.

This is something we can do in two years, I guess.

It wouldn't be hard to tack on a Starfleet Academy Annex expansion, and the creation of cross-training programs.

B) Merchant Marine
In 20th century earth, an academy for training merchant officers was created. Unfortunately, there is no clear equivalent for interstellar ships. I would like to propose the creation of a Merchant Marine Academy to train future generations of merchant officers. Like its predecessor, the only requirement placed on graduates is that they commit to service in an approved related profession for a period of at least six years, which includes but is not limited to service aboard a ship, service with a member world fleet, or service in Starfleet.

To administer and coordinate the Federation Merchant Marine, a new Merchant Commission should be created, with authority to regulate interstellar commerce, including setting safety standards, maintaining a register of all interstellar merchant vessels, and approving merchant ship designs.

C) Training Ships
To assist with training, the MWCO will be given some ships deemed unsuitable or retired from active fleet service. These ships will be converted to training or simulator ships to assist in training spacers in damage control, engineering, and other skills. The MWCO will have responsibility for administering and maintaining this training fleet. Starfleet, the member fleets, Starfleet Academy, the member fleet service academies, and the Federation Merchant Marine Academy will have access to the training fleet, and responsibility for updating the MWCO and the Merchant Commission with ship layouts for the purposes of training.


Possible Concessions:
An additional one year hold on new members after the next batch affiliates join
Another auxiliary yard
Infrastructure Buildup
Deployment of runabout squadrons to all starbases and select outposts for the purposes of first-responder search and rescue.


@Briefvoice @Simon_Jester What would you say to adding in an affiliate recruitment push / exchange programme? Ease the transition a bit.
 
Hah we have met the Ferengi, cool and a new race. Still want to learn more of their previous masters. Also are we going to get more info on Sydraxians now that we met with them?
