Trying to catch up with the map.


Species we don't have a good location for (sub-sector precision or better) are still missing, most notably the Ashindi.
Only a vague idea where Cronulla is, it was discovered by the Odyssey which generally is in the area around the Rigel sector and had a diplomatic mission to the Laio the next quarter.
The information on Piara V is conflicting, it was discovered by ships that were stationed in the Ferasa sector at the time, but we know that Piara IV is a minor Betazoid colony where we met with some Licori houses.

We don't really need Romulan shipyard updates every two years, in my opinion. The real point of doing that is to keep track of how many new ships the Romulans have, and arguably that is a goal better served by checking their fleet strength, especially now that they're in a war and they're probably going to start losing ships relatively rapidly.

We MAY use 'Cardassian tactics,' but we may not. I'd rather get things I know we're going to be able to use. With Ainsworth in charge we knew we'd be going on the offensive. Here, not so much. Although I'm a little confused about whether we get the +5% bonus immediately after we vote for it, or whether it accrues during the interval between one "Well, They Try" post and the next.

If you want a report on the Licori succession in general, don't just vote for "House Bene" in particular.

While I didn't pick a report on the Ashidi, I'm not going to say that's wrong; likewise for Cardassian diplomatic posture.
Our last shipyard report on the romulans was 2311.Q4, Fleet Strength 2312.Q4 and Shipbuilding 2314.Q4. The shipbuilding report has 5 heavy warbirds and 6 of their new cruises under construction, their last shipyard report only had them at 10 berths of 1kt or larger so they had to have added berths since then. I am in the process of finely updating my neutral spreadsheet (it is very much out of date) though I have both Romulans and Klingons done. Shipyards though tells us their potential for both building and repairing ships, along with how much in the way of expansion they have.

House Bene was kind of a holding vote for a Licori report while I figured out a better wording.

Okay, so it's been way too long since we've seen who the Cardassians are pushing diplomatically. Knowing what they're up to will let us focus our efforts. Also, our new commander in the GBZ needs to know what kind of fleet strength they're dealing with. Others are obvious- What's going on with Licori, what's going on with Sydraxians, and the status of the mega-war that's going on.

Thuir.. Thuir... Thuir! He has more time in rank than ka'Sharren, and he did some amazing work in the Ixaria campaign. He's a competent all-round who is well ready for Rear Admrial rank. I know you guys love Nash, but I don't want to promote her out of the action too quickly. As a Commodore she can still lead task forces and such for us.

I think it would be completely irresponsible to pick anything else. If it were not for meta-gaming and Oneiros telling us that we'd be taking a break from constant crisis mode for a while I'd assume a rather high chance of the Cardassians starting a war within the next few months, if they learn we lost the Enterprise and how many of our ships are currently undergoing repairs. That would be a far more important factor than the timing of the first wave of constructions at their new shipyards completing. Even with meta-gaming there still isn't anything ruling out a major battle in the GBZ, where for the next 12 months our forces are going to be at their weakest, actually going down in total combat before reinforcements arrive in 12 months. This particular 12 month period is the worst we could possibly pick to neglect keeping our officers up to date on their tactics in. If a major battle should happen in the next 12 months we'd be getting off easy if we are just forced to resign in disgrace. Furthermore there isn't even any good reason for such a neglect, anything else we could select here we could also select with one of the five general reports.

Thuir's a terrible idea. The Sydraxians may still have a grudge and we really want to avoid giving them any sort of rallying focus against us.

They have exactly the same TIR, Thuir's 5YM finished at the same time as ka'Sharren's second one (end of 2310). Also it's hard to argue Thuir's performance in the Licori war was better or that his task was more similar to what might be necessary in the GBZ than hers. Ambushing and destroying the entire Cardassian GBZ fleet in transit certainly wouldn't be unwelcome.

So running through some possible Ainsworth replacements. I didn't really look much at time in service for these folks because I barely have the time to do this, but it might raise or lower the tiers of some candidates or disqualify them all together.

Others were disqualified if they seemed really unsuited in multiple areas or were noted as being more groomed away from combat. Also: if their diplomacy was the same as Ainsworth's.
Tier One I put Eaton, Thiur, and T'Lorel. Is there a reason we can't get Eaton? Otherwise I'm going to back @Briefvoice on this.

No, the borg were coming anyway. They had already scouted the Federation out in "The Neutral Zone." Q basically gave Picard a sneak preview of them in order to give the Federation a fighting chance.

Subtlety is not a trait the Q seem to possess.

Perhaps its a result of there not being multiple writers with conflicting ideas about Q in this version, but Qute really is a much more proper god than her show counterpart.

Anyway, the obvious message of her last appearance is to be careful with the Licori, but she could also be referring to aftereffects of the Orion campaign, our future plans to liberate Bajor, or any number of other things.
 
I'm with Briefvoice as well. I just don't feel comfortable with low Rules-Abiding and low Politics for the GBZ right now.
That said, I'm switching to Eaton if she's an option.

I concur with @pheonix89 the Sydraxians have issues with Thuir and we are making progress on them let's not jeopardize that. In addition Aisnworth lead combat strikes I see no reason Nash can't do the same. Plus she took out the main Licori fleet.
 
I'm actually going to say Eaton isn't available, because she's just spent a year commanding a war fleet and would probably appreciate something ... less dreadful on her nerves than the Gabriel. Especially as McAdams is probably soon to get a Commodore's job somewhere back at HQ as well.
 
Hm, that is a good point. I do feel bad for sidelining Thiur this long though because of the Sydraxians. OTOH if we put him in and popular support called for increased commitment to the GBZ to stop him, that would probably weaken the Graduates position because that is what they are not about.

@Briefvoice how would you feel about T'Lorel as an alternate? I think if we're aiming for more member fleet work she's better, plus she has more experience dealing with large mixed fleet assets in pitched battle. Only slightly but still.

Oh my god, seriously? The Sydraxians dropped out of the Gabriel competition. They are no longer a factor. And frankly they have a lot more to worry about right now than Thuir.

It's going to be like this forever, isn't it? We'll be having a Commander of Starfleet vote and someone will be saying, "Well I don't know. The Sydraxians might have a grudge, so we better play it safe and pick someone else."

EDIT: The Cardassians HATE ka'Sharren, but I'm not seeing anyone cite that as a reason we can't appoint her to the GBZ. Aren't you worried it will push them to aggressive action against us?

Nash is medium politics not low, and her diplomacy is high. Plus we had Ainsworth out there before, and Thuir can cause problems with the Sydraxians when we are making ground with them. We have avoided assigning him into the GBZ/SBZ area for a reason.

A long-serving Tellarite officer with significant experience already acquired in planet-side billets. In order to be satisfied that they are ready for a Rear Admiral billet, however, it would be best to see them take to space once more.
Medium Rule, Agression and Nerve makes him flexible enough and his High Diplomacy and Politics should allow him to keep the Council of his back and the members under him in line.

Having said that, putting him the LBZ, RBZ, KBZ or CBZ are all valid locations in my mind.

Then by the same logic you shouldn't appoint ka'Sharren because the Cardassians hate her way more than the Sydraxians could ever hate Thuir.
