If the free yearly roll is also good I'd say we stop pushing the Amarki, they'd join within the next two years anyway.

Shouldn't we expand the Academy again or get a research team or something?
Research team doesn't make sense this year, we need to slash active teams severely so it would just be idle. We expanded the academy 3 years in a row and the price had already increased last year, let it cool a bit. Also pushes can give about the same return in crew and much more besides.
 
I would take out one of the diplo pushes in favor of doing the outpost at Tellar since that will boost D by 5 there and free us up to redeploy some of the ships. So
Centaur Refit
Diplo Push-Betazoid
Diplo Push-Amarki
Diplo Push-one of the races close to Cadassia
Build Outposts Tellar

Another option is to go to one diplo push and remove the outposts in favor of the renaissance project since that gives us 30 RP as well even if we don't start researching it this turn
 
Any plan without pushing Caitians and Rigellians is a non-starter. They both have big economies and are just a push short of reaching 300. There is nothing that could come even remotely close to justifying not doing these. Beyond that pushes on the Betazoids and the Amarki (if the free roll is low) are of course also attractive. The Orion Union is 2 pushes (or one push and good luck) away from 300 and also seems to have a large economy, the Gaeni and Caldonians are similarly close and would probably do wonders for our rp rate, and probably good tech teams once they join.

So 2 pushes minimum, 7 that look pretty attractive.

We could start the Renaissance project for rp, but that would be instead of the refit not in addition to it. I think we'd actually have to start the project right then though or face political backlash?

Keep in mind that getting affiliates to full membership is one of the only guaranteed ways to get more PP on a reliable income basis.
Alright then, I guess we'll push some more affiliates through.

Maybe don't pick them based on being charming like we did with the Armaki, though? I'd like the Gaeni's tech and probable RP bonuses, myself.

Building the outposts should be done this year, that is 9 pp thanks to the discount and would help free up ships for deployment elsewhere. In addition brining on a member would require a commitment of ships to defend it so we want to make sure we have the ability to do so

There should be the PP to allow for five pushes and building a couple of outposts.
 
I don't really see why people want to limit the explorer corps to five ships? Is getting full log entries for all of them all the time really that important to you? 5 is the absolute minimum we need, not the maximum to aim for. After we get to 5 maybe we won't be using recruitment drives anymore, but I abolutely want the explorer corps crews we acummulate to be used to expand the corps further. Most of the explorers will go to home defense but not all.

I want to limit the number of explorer ships because I think the game will become unbalanced with too many.

Limiting them to 6 appeals to me since that was what Roddenberry decided to limit the number of Galaxies to.

Having 10 or 15 explorers would make resources trivially easy to get.

From a narrative perspective I'm not sure why Starfleet would be spending that much of its capital on diplomatic pushes. Anyone want to explain that one to me?

Anyway, I am not in favor of five pushes. I'd like to build an outpost, do a refit, and... well, we'll see what's on offer.

Personnel and resource shortages, taking the path of least resistance after attempts to increase the contributions of existing members increasingly face opposition (rising pp cost of budget increase /academy upgrade).

I'm not particularly interested in doing a refit project right now. Refitting the constitution for instance is pointless as we only have one in the fleet. Pretty sure we can quite easily meet this objective with out carrying out a refit.

It's one of the easiest ways to improve the widest number of ships, and gain Defense quickly aside from building more starbases/outposts with pp.

We have more Mirandas, but their refit doesn't increase Defense.
