Its neither a crystalline entity, nor a natural occurrence. Its some other kind of crystalline space monster that the Licori have been experimenting with the creation of for some years.
Possibly by smashing a bunch of jewel ladies and crushing their pieces together into a single mass within the moon's mantel.
It was a deliberately isolated virology lab. Unfortunately, a loss of containment on some of the specimens allowed the entire staff to, effectively, turn into goop. I have requested permission from Sector Command to use some of the more ... energetic materials we have aboard to properly resolve the matter. After what our sensor sweeps picked up, I am not sending across a medical or science team. We have good hazardous environment suits but this facility will never be suitably decontaminated.

Pac Man why have you betrayed humanity in our time of need, truly this is a dark time. That aside all that experimental technology used for cloak and dagger operations has me worried.
Probably not, though. I mean, an Oberth is not terribly good at defending itself. The crystalline structure is probably great for dispersing phaser fire but against something that can fire a spread of M/AM warheads at it...

Yeah, but it's also a bunch of crystals with all the failure modes that implies like fragility and resonant frequencies and the like. Also "a moon" could mean Luna or it could mean Phobos. Phobos would not be very impressive at all.

I guess its hard to compare them, since we don't know how the Crystalline Entity would do against an oberth. Oberths are better armed and shielded than the civilian freighters that the entity preys on, but its not nearly as WELL armed or shielded as the Enterprise, so it might not be able to no-sell the Entity's attacks like the Enterprise did.
We also have no idea if the Licori beast has the planet-glassing capabilities of the Entity, or the high warp. However, the fact that it was able to catch an oberth indicates that it moves EXTREMELY fast at least at sublight, or has a tractor beam like ability as per my illustration.
The Suvek could also have been quite close to the moon when it emerged. If it had moved within a few hundred kilometers of the surface in order to get better scans it simply might not have been able to react swiftly enough, depending on how fast the creature emerged.
Its not like the Suvek automatically knew there was a hostile cosmozoan around before hand. It may have just been doing the standard "weird reading from this moon, lets investigate" and then suddenly Kaiju.

2315.Q1.M1.F2
A bit of fortune to start the campaign: the USS Winterwind was leading part of ka'Sharren's task force into the Utracca System to hit a convoy waystation connecting the Arcadians to the Laio. The Winterwind was able to detect a cunningly masked minefield in time to narrowly avoid plowing into a mine. Under orders to protect the fleet's heavy elements, they have pulled back, and the Commodore will attempt again after moving on to other outlier targets in the interim.
[QM/N: Lol, when I ran it a second time to test some logging improvements the Winterwind blew up outright and the Liberty also hit a mine.]
The coreward flanks of the Arcadians is relatively target rich at this stage, as most of the conflict with the Ked Paddah has fallen on the other side of their Empire. My aim is to clean-up the outlying star systems from Gammon of assets, especially convoy assets. The noose needs to close around the Kortennon before I kick the barrel out from beneath them. At the same time, I have issued strict instructions to my officers that Laio trade vessels are not to be engaged. To this end, Task Force 1 and 2 are extending around the coreward front, while Task Force 3 serves as a blocking force. When the time comes, Rear Admiral T'Lorel and her ships will knock the door to Gammon down while Task Forces 1 and 2 slip in behind to serve as blocking forces against either a retreat, or a counter-attack.
Closer to home, a patrol by the BDS Harmony encountered and drove off a House Tartesis frigate. The frigate suffered considerable damage in the encounter, and should be out of action for months. I have issued a commendation to her crew as a reward for their prowess. I'm told that the political reaction on Betazed to being the first member world in battle is ... "freaked out" is how it was conveyed to me.
I've also received a request from Starfleet Intelligence to furnish fleet cover for an upcoming operation. We'll have to see how that shakes out.

State of Emergency, 2314.Q5.M1.F2 (Turn 8 of State of Emergency)
You are currently operating in a State of Emergency.
This entails an increased operational tempo and an increase to available assets.
These assets usually will require no additional resources from Starfleet, as you are directing the resources of a Federation that does not embrace money. Any additional requirements will be noted on the actions themselves. The most notable brake on your mobilisation of assets comes from their effect on the war support of the various member groups. You have already been provided control over a large fraction of fleet assets from the member worlds nearest the LBZ, but more can be requisitioned.
This State of Emergency will endure until such time as the cause of the crisis is resolved. In this case, until the Mentats of the Arcadian Empire no longer poses a threat to the Federation.

@OneirosTheWriter shouldn't Federation Diplomatic Service Consular Team 3 be available now, having been unassigned last month and us already having missed out on the mobilization points this month? Unassigning a team meaning losing any contribution from that team for two months seems unreasonably harsh.

Might be a good idea to use the ambassador team to convince the Laio to stop or at least restrict trade with the Arcadian (ideally by bribing them/replacing the Arcadian deal with a more favourable one...)

The other diplomatic team is already talking with the Ked Paddah, two teams could interfere with each other's tasks if they are trying to talk to the same people at the same time.
Betazed has the lowest support and a high chance of surpport dropping further due to being so close.
New Seoul is the closest major colony without outpost, just as close as Onos and Betazed. An outpost means an extra opposed roll for infiltrators and also a very significant combatant in defensive battles, so it's a lot more important than a sensor picket (of course it would be best to have both everywhere and if the war lasts long enough we will), and it completes faster than a listening post (which we don't really know the relative importance of, but I think those are also less important than outposts at all threatened major colonies).
More outpost parts so we don't run out, Welleck, Atatan, 82 Eridani and Costaun could all benefit from one as well.
If another doctrine option opens up or new patrol doctrines are still available I'll edit the doctrine choice (which is currently rather underwhelming), none of the relevant doctrine techs have a chance of finishing soon so assigning Ablett there would be pointless as far as this war is concerned.
Having the Liberty in the repair bay with crew losses would have done our war support some massive damage - its one of the few Excelsior class vessels not in our direct control.

It wouldn't have been the optimal start to your campaign. Part of why Eaton and ka'Sharren backed right the hell out of the system, they all know that not having an early glut of casualties is very important. Can give the public sticker shock.
Fair warning, though. The mine that hit the Winterwind in the 2nd run through would have destroyed the Liberty outright as well. You have an overwhelming force compared to the Arcadians ... they can still cut you deeply though.

@Nix@Aeondrac - Sorry, there was an additional option for the Consular team I forgot to add until now:
"Asset Identification <Category> - Attempt to add more non-Generic options for Mobilisation"
With the appointment of Rear Admiral Ainsworth to Explorer Corps, which even that hard charger considers a reward for good service in the Gabriel, we now have a vacancy in the Gabriel. As this is one of the commands you have designated of utmost strategic importance, I would like your thoughts on the candidates that we have to take command of the sector. For this quarter, while we rearrange personnel, Commodore Rivers is taking temporary command of the sector with orders to protect against the Cardassians.
I'm glad that Ainsworth considers it a reward. I guess actually voting on "the candidates that we have to take command of the sector" will wait until after the Arcadian crisis turn?

Captain Sabek - Captain, USS Courageous from Captain, USS Challorn
Captain Demora Sulu - Captain, USS Voshov, from Captain USS Republic
Captain Jennifer Zhang - Captain, USS Challorn from Unassigned
Like Akuz, I am terribly amused that the Challorn has become something of an EC captain pipeline. That's now three EC captains that have commanded that ship, and Zhang has a good shot at making a 4th. Ideas like that become self-fulfilling prophecies.
Captain's Log, USS Atuin, Stardate 25712.2
One of the security officers who came with me from the Sappho has saved my bacon, to borrow an Earthism. The Ked Shibboah, that is, the Ked Paddah Council law enforcement, tell me the assassin was a brainwashed Licori from Gammon. From what we have picked up, the intention was to kill the Ked Paddah envoy I was meeting with, and use high-technology memory-flash devices to convince me that I had killed the envoy in a rage.
However, Petty Officer Trizzadiara had been following me discreetly, and stunned the assassin in his tracks!
Ah, it's like fate is punishing me for making that snide remark about failed mapping missions not leading to warp core breaches! But yeah, wow, always terrible to lose a ship like that. I'll have to see if we can slip a new Oberth into the build schedule.
We just lost another Oberth out of the very few we have! We will need to replace it as soon as possible. How long will it take using the next available berth? And how many of them are left?
Well, it didn't. Just the ship being literally bitten in half.
...actually now I wonder why that didn't cause a warp core breach and if there's a really unhappy space monster after the Suvek's last act was to fire its entire antimatter store into the thing's mouth before the teeth came down.
