Uhura will take initiative, and will (mostly) get away with it. That's my interpretation of her stats.
 
Keep in mind that appointing Uhura means pulling her away from the Anti-Syndicate task force. If we're taking one of their ships and their commander at the same time, that might be a bit much. Personally, I think we should have Uhura replace Sulu at Starfleet Tactical when he presumably gets the big chair. By then hopefully the ASTF will be nearly done. She was Chief of Staff for him at Tactical before the ASTF, so she knows the command well. That seems smarter to me than sending her somewhere she's not familiar with while she's in the middle of a vital task.

Uhura was born for OPS. And we need to keep up a strong front to the Cardie Alliance in the Gabriel Battle Zone.
 
We have other capable commanders for the ASTF and we should not appoint a poor diplomat or politician to ops. As long as we keep Eaton and T'Lorel or even promote one of them to RA, the ASTF will be fine. Again, we do need someone with Uhura's skillset in ops.

With starfleet spread so thin right now, we NEED T'Fear's bonus.

Plus, Uhura will be invaluable in the later stages of the anti-syndicate operation. The Syndicate may be badly wounded, but the Orions will be facing a difficult political fight that Uhura's sneaky competence will be useful for IMO.

We're flip-flopping between priorities again. This time from the Syndicate to the GBZ. Both campaigns are high priority, and it's dangerous to lose sight of one just because we've temporarily routed the Syndicate. They're starting to act up again just this past quarter.

Despite what some may have claimed, the ASTF ships HAVE proven useful in ground operations. Remember how precarious Freedom was and how the ship security contingents helped tip the scales?

What I can agree with is that the Yukikaze is no longer as useful in this fight. It has a small enlisted pool and is geared more for fighting threats from space (and diplomancing and sciencing which are not as relevant here).

So instead, I'm proposing to send the blooded Yukikaze to the GBZ, while replacing it with the Stalwart. The Stalwart, being a Constellation with as much enlisted as a Constitution-B, would be more useful in the anti-Syndicate effort now.

Rear Admiral Ainsworth doesn't need another flagship-class vessel. She needs more ships to cover until the Endurance and Shield are repaired, and the Yukikaze is a fine ship. With Amarki reinforcements and the Apiata support, I believe she can also temporarily pull off a ship from the escort task force to reinforce the primary task force. Do remember that there are now 5 ships under Commodore Revak, two of which are powerful Constitution-Bs.

The pp cost is painful, but I do think we should aggressively support expansion the GBZ logistically, so 2 freighters and 2 cargo ships it is.

The choice for Operations director boils down to Uhura and T'Faer. I do think T'Faer's bonus is better than Uhura, and she definitely has sufficient time in grade. But her poor political skill and middling diplomacy is very concerning. This is a position that requires a massive degree of coordination between many entities within the Federation, from other Federation services to member worlds and their fleets.

I feel this is a poor reason to appoint a Vice Admiral who could last a decade.

T'Fear's bonus does seem better for getting Starfleet to do what Starfleet is supposed to do. I think the political positive of that outweighs the political positives of Uhura.

Of course, if Uhura doesn't go into Ops, where does she get promoted to? We definitely don't want her career to stall. As such, if Ops is the only way to get Uhura where we want her to be in another decade, I'm OK with that.

If we give Rivers what she asks for, looks like we could get a big throwdown at Deva (the Sydraxian entry point to the Gabriel Expanse) or 67 Gabriel (the Cardassian entry point to the Gabriel Expanse).

@OneirosTheWriter could you confirm whether removing the crew bonus from Secure Console EPS Taps (EPS Console Taps I) in 2320s EPS Safety was intentional or an error when removing bonuses referring to the old design sheet? It would be a bit problematic to nerf a project we already started researching so much, particularly when that sort of bonus still seems to exist in other projects, even higher tier versions of EPS Safety. If the removal of the crew bonus stands we'll probably want to abort the research and shelve it until we are ready to make a push for 2330s EPS Safety (assuming that still keeps the crew bonus?).

The entire Cardassian Pact (Ashalla Pact?) Is probably quietly freaking out that a switch seems to have been flipped and we've gone from weak pathetic Pacifists to aggressive hard chargers.

I've been thinking that she would make a fine replacement for Sulu in Starfleet Tactical when he vacates the position. Though now she'll be competing with Admiral Lathriss for that spot.

But yes, if she can follow up by smashing Deva before the Sydraxians can get an Outpost built there, we could potentially lock them out of the Gabriel Expanse completely. That would achieve one of our major strategic goals, which is to permanently split Cardassian and Sydraxian territory. Trade caravans would have to make long detours coreward to get through, making them less economically viable.

It will probably be impossible to do the same with the Cardassians. They're starting further away from us, and they have more time to dig in because of it. But we can keep their chunk of claimed territory as small as possible.

That was an error, I'm planning to go back and double check what it was and add it back in.

I'm keeping everything that wasn't a direct spreadsheet reference.
