Well to parallel history...

Bajor Pact? Maybe Borandt or Kharhazad Pact?

Ashalla is Bajor's capital. It seems appropriate.

I've always thought the Romulans, Orions and/or the Cardassians viewed the Federation's post-want, moneyless society as being less an aulturistic move and more one of the ultimate efforts to eliminate ways to leverage their citizens. Many of the most successful spies have done so out of a profit motive, and it's hard to bribe people to look the other way when they literally don't care.

Like think how many plots in real life are kicked off by a lack of money. Now remove that. You've gotta work a harder angle now.

I also came to the conclusion that the Romulans and Cardassians are constantly paranoid about Xenophiles in their ranks because it's a very easy lever for blackmail... that has absolutely no hold on people in Federation space.

"AHAHA. I have video of you -a Human- sleeping with me -An Alien-! Give me the codes or we distribute this footage!"

"OK? That's kinda wierd? I guess you have to get my consent to show that to people? Fine. Not what I'm into but whatever boats your float."

"CURSES! FOILED AGAIN!"

Looking at recent events through a Cardassian lense, I'd suspect that there's been a reorganization of the Federation's regime that gives Starfleet more political power.
Meanwhile, in Cardassia Quest:

"This can't be right. Has Starfleet couped the Federation while we weren't looking?"
"I'm telling you, it's the Bluegills!"
"Guys, guys, a much more likely explanation would be that whoever is leading the Federation's Gabriel Expanse Fleet just went against her superior's orders. I expect this to cause a political shitshow on Earth which will weaken the Federation. Really, this will benefit us more than it'll benefit them."

*1 update later*

"B-but the Federation was supposed to be weak!"
"Goddamnit Sydraxians, get your shit together!"
"Okay, apparently I was wrong. Losing the Sydraxians will hurt, but atleast the Federation's fleet will be too weakened now to oppose our expansion."

*another update later*

"Oh well, this quest was fun while it lasted."
"What kind of rolls did the Feds get?! Seriously!"

Everything we do seems to make the Sydraxians attack us. If they're going to be our enemies no matter what approach we try, I favor the approach that turns them into a weak, isolated, and crippled enemy.

Oh sure, if they are going to remain our enemy I agree with that, but it often feels like other voters are of the opinion that if we start beating them into the ground we can turn them away from the Cardassians.

Though if we do end up forced to fight them to the bitter end, I wish we could put off any sort of massive battle, or series of battles, that breaks the back of their forces for another couple of years. That would give our current construction time to finish, which would give us a decisive edge in combat power. If we could make it to 2315 Q2 or better yet 2316 Q3, then we would have enough forces to be pretty certain we can do so while also keeping up with our other tasks.

Seconding this. We gave the Sydraxi years of not fighting the war they threw and didn't seem to have dulled their enthusiasm for it too much. At some point if we beat them over the head with Excelsiors and their terrible strategic position enough hopefully they will understand the trouble they're in.

You know what will drive Cardassian analysts totally bonkers? If we then sign a non-aggression treaty with the Sydraxi and that's it. No occupation, no strangling trade, simply "you can do as you see fit as long as you don't hurt us. If you like the Cardassians so much, stay their client. If you change your mind, you know the subspace frequency to call us."

To be fair, we were making some progress with the Sydraxians right before the Treaty of Celos shut that down. They were talking reparations and a diplomatic solution might have been negotiated. In fact, we had one last chance to make peace with them if we had sent the Courageous on the high risk mission instead of the Enterprise.

But now diplomatic channels are shut down, and the situation is too far gone to make peace via informal channels. So we're sort of stuck being at war with them.

There is a non zero chance that beating around the head with a rolled up peace treaty might actually make them respect us enough that they feel satisfied with the fight and hate is less than they do now.

IIRC, the KGB got videos of Suranko having sex with Russian chicks, and tried to blackmail him with 'em.

He asked for copies, so he could show the Indonesian citizens how virile he was.

In the sense of "we tried talking with words, then we talked with phasers, now we'd like to go back to using words. What do you think?"

I never said that there wasn't, I just didn't think it was very likely to happen, and as such we shouldn't rest our hopes around the idea that it would. Prepare for the worst, hope for the best, and all that jazz.

I am however definitely hoping that you are correct and things work out well enough that we can turn one of the Cardassian's strongest client states into a neutral or, if we're really lucky, a friend.

Well one of the big awkwardnesses of the GBZ is, if the Sydraxi lose, they don't have many options left because the Federation will isolate them from the Cardassians. If that happens, they have to start thinking very hard about whether the game is really worth a Death or Glory approach.

If we don't want to invest into a blockade, we can simply allow unarmed merchants and escorts to fly through our territory. And also allow them to use our trade ports, if they don't want to fly to Cardassia.

... and that's a reason to have a party, because now the galaxy makes sense again.
"Oh thank the State," a Cardassian man says, gazing up at a display screen with tears running down his cheeks as the Central Command bursts into wild cheers and applause, "Oh thank the State. They're an aggressive imperialist power just like us. For a second, for a moment, I was afraid. Afraid we found something truly alien in the stars.

"But it turns out they're just using democracy and freedom as a distraction to the masses while the political elite engages in domination of weaker powers." He turns and stares into the camera. Over the next minute, as the strains of Jimmy Hendrick's Star Spangled Banner at Woodstock fades in, more and more background Cardassians turn and stare into the camera as well. As the final wailing note plays out, they hold that stare for an agonizing few seconds, before cutting to black.

I mean, I get why we picked the option we did. But that's pretty much why I wanted to try the Courageous, because according to the proposed treaty terms it was the last chance at a lasting peace.

That's actually kinda a disturbing and creepy mental image.

The next time we have a vote to expand the shipyards I am going to try and vote for all of them since we need the berths now more than ever. I think we can manage it if we have enough PP and BR/SR to do it.

Berth wise a good goal is to get one starfleet berth per sector with a member world. After we hit that then work to a shipyard at each member home world
