To be fair, we were making some progress with the Sydraxians right before the Treaty of Celos shut that down. They were talking reparations and a diplomatic solution might have been negotiated. In fact, we had one last chance to make peace with them if we had sent the Courageous on the high risk mission instead of the Enterprise.

But now diplomatic channels are shut down, and the situation is too far gone to make peace via informal channels. So we're sort of stuck being at war with them.

My impression was that we had gotten in touch with some political dissenters, not made any inroads with the Hierarchy itself. This could have led to peace if, say, the dissenters staged a coup, but I don't think that would have been any less bloody than just beating them in a war.

For our next deal (some time away I know) I've been liking the idea about hiring Yrillians to do some of our cargo chipping.

It gets Development off our back some. It enhances relations with Yrillia and helps pull them away from Cardassian orbit. Win-win.

I would think Development would be the last ones who want to outsource critical infrastructure that we can build ourselves. It is the Pacifist party that would like to do development by working together, and Mercantile that would want to cut a win-win deal.

Freight is like a bad event or .75 of a Diplo-push. We back Rachel to the hilt, let's make sure she knows it. And that she knows the limits of said hilt and she's pushing up against them. If she wants specialized long-range seige equipment or minefields, she will probably need to improvise.

Well, another ship besides the Avandar could be sent. It's possible to shuffle ships around to send a Miranda-A or Centaur-A over without reducing the ASTF. My preferred approach (that I voted for) is to sent the Yukikaze (blooded Centaur-A) from the ASTF and replace it with the Stalwart (Constellation, good for ground forces).

Several people said that they like T'Faer's bonus or that it's very good, but it would be by far the weakest bonus of any VADM we ever had. Oneiros clarified that it's the DC roll that gets rerolled which makes it slightly better than I previously thought, but not enough to really matter. It's just a chance to make 1 more sector event a year. It doesn't help at all with passing the event. Sector events can range somewhere between losing a ship and starting a war on the low and 10pp, 5sr/year and +25 relations on the high side. More typical outcomes are moderate ship damage, nothing happening, +10br, +5pp, +10 relations and the like. The average value of being in an event is positive, but not hugely positive. And remember T'Faer just offers a second chance to make it, it might not event come to the event proper anyway. I'd value a sector event at about 2-3pp, and a second chance to participate in a sector event at maybe about 1-2pp, depending on the exact probability. Uhura's bonus would be competitive with T'Faer's even if it was just the 2pp, and +3 to communications research is really good, communications is an important field.

Yeah, I definitely agree on the matter of T'Faer's bonus being of questionable use, even given how thin our fleet is spread. Plus Uhura's diplomacy, plus her politics.

I would phrase it a bit differently. Something like:

Approach the Pacifists* to negotiate shipping, surveying, and construction contracts with Yrillian work gangs. The more Yrillians see the Federation as a stable employer, the more will encourage friendly relations, reject Cardassian or Sydraxian overtures, and discourage piracy and mercenary behavior.

*Could be the Pacifists, the Expansionists, or the Mercantilists, or some combination of them. I would recommend it as a Pacifists/Mercantilist combination personally.

I strongly disagree. We want the people in those ships to consider it to their economic benefit to align with us. We don't want the ships as much as we want the shipping and especially the diplomatic benefits. That's why we go to the pacifists over the development.

Yeah, the freighter can go rogue, but then our business dries up. They know that. The people we're hiring aren't going to be those who typically resort to piracy.

I love how moving stuff -- ships, resources, whatever -- around is usually pretty uncontroversial, but by god how the votes start getting close on personnel appointments.

The usefulness of this is contingent on them being able to sell us freighters faster than we can build them ourselves, basically. If they have some already sitting in the parking lot that are ours as soon as we hand over the cash, or if they can have some ready in 3-6 months, then that's perfect. If we're going to have to wait a year for them to build the freighters, then there's no reason not to just do it ourselves.

I agree with you. I am voting for T'Faer for diversity reasons. I'd like to get a Vulcan in the upper echelons, and I see her as a serious candidate for Admiral someday. But I acknowledge that from a mechanics perspective, Uhura has the better bonus.
