As for Rigel, I'm willing to be talked around on that vote, but when I see their potential usage described as "using the strong science and speed of their escorts to police against raiders".... well, I don't exactly think of "speed" when I think of Rigellian ships.
I might remember incorrectly, but don't the Turtleships have pretty high D, which also counts as the 'speed' stat now?

We really, really can't afford those 10pp. Right now we have 78pp. The Syndicate legislation amendment the majority wanted for this year costs 50pp, the Ambassador project a majority also wanted for this year costs 34pp. With another quarter until the snakepit it's reasonably likely we will just barely be able to afford both, and possibly an additional minor item, but if we spend 10pp now we very likely will have to drop at least one of those. Do you really consider the officer exchange more important than both of those items (no way to tell which one would win if we are forced to pick between the two, so preferring the exchange to just one of them is not enough)?
It is 30 pp for amending anti syndicate legislation, still that would also mean we could not do anything but the Ambassador and legislation as those cost 64pp combined and we would only have 68

Only if we also take the option to acquire more influence (20 pp) with the option to amend the legislation (30pp). Was that the plan? Because I seem to remember us already picking the first one last year.

It's more like I've given up on the Amending the Syndicate legislation or indeed anything else other than starting the Ambassador. Don't forget, we also owe the Pacifists use of 15pp!

So we have 78 -15 = 63pp right now. Are we really going to get another 21 pp in one quarter of Captain's Logs? I doubt it. But, eh, you're probably right that there are more productive things to use it on than this officer exchange. I'll edit my vote.

I think it is, actually. Getting the Honiani on our side quickly would give us a powerful ally that can hit the Sydraxians from their coreward flank if shit hits the fan. 10 PP is steep, but if Zang does a good job it could save us a lot of trouble within the coming year.

And, well, its possible we won't be able to afford both the Ambassador and Syndicate projects this quarter even with those ten pp.

I don't think the +25 relations with the Honiani from that option is going to make the difference to be honest. Actually, I personally can't imagine the Honiani joining us in this war unless we somehow manage to reach something like 300+ with them.

They already are our affiliates, so the +25 relations is just one decent yearly roll, or 1/4 of a diplomatic push.

It's possible, and would still be somewhat possible with the 10pp spent, we gained 40pp in a single quarter before, but it would be a heck of a lot less likely. Even if it doesn't end up making a difference for those particular two issues we will still be able to spend the pp on something useful, perhaps a starbase in the Gabriel Expanse.

That would delay those benefits for another year, with no useful research finishing during the extra year. Delaying the project would also be a significant headache and require either leaving UP idle for a year or making them drop a filler project next year, and full teams dropping projects is something we have been avoiding and may not even be allowed at all anymore (without costing another 5pp).

If that were the case, it would be an option that gives us nothing but advantages without any cost if taken. It wouldn't make any sense for Oneiros to give an option like that.
I don't think it makes much sense to make the mechanical downside of what realistically should be a no-brainer (who would turn down an officer exchange in a situation like this?) severe enough to make it a no-brainer in the opposite direction mechanically, though. If it has to have a mechanical downside it should be 1-2pp or something like that. Or offer two different ways in which the officer exchange (or a mutually exclusive related action) could happen with different mechanical effects.

Yeah, it is pretty severe for something that is effectively costless as far as the Federation is concerned. If we were doing something like exchanging an entire ship with them for a full year, it would make more sense.

Holy crap, Honiani have a C7 S5 D5 explorer and the Seyek have C9 S6 D5 explorer! Qloathi, despite having an penchant for exploration, have explorers about as slow as the Rigellian Megatortoise.

So yeah, that's what that "boost of emergency spending" in Amarkia is equating to.

So, we already know Rigel had unbalanced SR/BR/O income relative to their E and T income, despite having similar ship crew requirements as Starfleet. But they have already increased income a bit, so they're clearly already improving here without any pushing, albeit slowly.

But Apiata having only 0.5 officers? With the amount of ships they build annually, I don't see how that can make sense, unless their ships have sub-1 officer reqs.

To help keep their Hebrinda-class cruisers competitive over a decade on from their design-date, the Amarkians have begun a refit program. Castellans have used the MWCO to approach the Ship Design Bureau and Starfleet Tactical Command for consultation on what the best approach would be.

Well, both of these options are still inferior to the Renaissance - and that would be fine if these ships were actually cheaper than the Rennie, but they're 20sr more expensive!

I wish they had an option for reducing the SR cost significantly.

edit: Actually, the Hebrinda is a 2E and 1T cheaper than the Renaissance, so if the Amarki are having a crew bottleneck, the Hebrinda is a arguably better choice. But looking at the Amarki income, it's more likely that they'll have a crew surplus. Starfleet has about 5X the BR and SR income, and about 3-4X the crew income, and our SR bottleneck isn't that far behind our crew bottlenecks.

Strong science, okay. Strong speed? Their escorts only have D2!

The Andorian Guard has a surplus of trained starfaring personnel and are interested in seeing if Starfleet would be willing to transfer the registration of one of the Constellation-class cruisers to them. They would be able to offer 25br and 25sr by way of compensation. This would free the crew of those vessels to return to the available Starfleet pool.

From a purely Starfleet-selfish perspective, this is about on par with scrapping. If the Andorian Guard asked this in a couple years, I'd be all for it, but now is like the worst time to ask.

There are (or were) three options:
1) Spend 30pp to "finalize" the legislation with +5 influence
2) Spend 50pp to finalize the legislation with +10 influence - almost surely too expensive
3) Spend 20pp to bank another +5 influence to spend next year - given the urgency of the Syndicate situation, I really really don't want to delay again
