Like most animals whose levels of sapience aproches that of humanity dolphins are capable both things that our morals find completely diplorable as well as feats of compassion that can be incredibly uplifting. My favorite detail from the tech manual is that not only are there dolphin navigators, but they also report to a pair of whale overseers. Like, not only are cetaceans sapient members of the Federation, but they have a complicated hierarchy of species.

Councillor Stesk and T'Torah's expressions seem identical to the sort of expressions they always were. And yet you cannot help but notice that the feeling of smug that permeates the air around them. Of course, they have plenty of reason to be immensely pleased with themselves, now holding a plurality of Council seats. Of course, the details of who will work with who are yet to finish falling out. The factions that take the lead will shape the constraints you'll have to work within.
"Councillor Stesk, Councillor T'Torah, so good of you to agree to see me at such short notice," you say.
"Given the current turbulent times, avoiding delays seemed prudent," replies Stesk with the finest Vulcan poker face.
"What did you wish to raise with us, Admiral?" asks T'Torah, a Vulcan woman who was Councillor for the world of 82 Eridani. She is, you know, the chief powerbroker of Pacifist faction politics, and the one who keeps the Councillors in line for Stesk. It's basically the same role that Hayley Sing of Alpha Centauri, who narrowly retained her seat, performs for President sh'Arrath and Rob Langford of Earth.
You don't bother beating around the bush, or building up pleasantries. These are Vulcans; they will evaluate what you have to say on the pure, dispassionate merits, like the green-blooded calculators they are.
"Celos has been on the minds of the brass at Starfleet," you explain. "The virulence of it all, brother slaying father, mother slaying daughter, cousin against cousin. Bluntly, it's a mess. Now, I'm sure you'll agree that Celos is not our mess..."
"That is so," says Stesk flatly. "I have lived sufficient decades to be aware that I cannot resolve all strife; merely that we can decide not to add to it without just cause."
