[X][AMARKI] Fleet Workhorse
I don't really see why they wouldn't just switch over to Renaissances, so this should just be refits. I guess keeping them too combat-focused might just blow up on our face, and since the Strike Force update wouldn't be as good as a Rennie, Workhorse it is.

Megatortoises FTW.

[X][HONIANI] Pick any Commander - Officer will spend 2 years with Honiani, will become an Explorer Panel Captain upon return, gain +25 with Honiani, Costs 10pp (Krabad)
Ambassador can wait one year, and we'll get a Rigellian captain in two years. Plus an Empire of ManHoniani captain foa all of the glorious culture shock.

I think BriefVoice made a good argument regarding the Amarkian; they are going to be establishing multiple colonies and having year round patrols in a completely unknown region of space. That extra S and P could save a lot of lives.

This is a very bad offer. We're stretched pretty thin, and can't spare any ships right now. We might consider foisting the Connies off on our member fleets once we get Rennies into the pipeline, and need the crew elsewhere. But that time is not now.

[X][AMARKI] Fleet Strike Force - +1 C, +1 L, +1 D, 30br/20sr (Final figure C5 S2 H3 L5 P3 D4 - 100br/100sr)

A thought occurs; our member fleets are different organizations, and they don't have the Militarization problems that we do. I support relying on them for stronger combatants; that feels like a 'cheaper' way of getting that sort of capability than trying to push warships through the council.

[X][HONIANI] Commander Jennifer Zhang, formerly tactical officer of the Enterprise, currently ADD of Battle Review Division
This feels like a good idea, despite our shortage of pp. Let the politicians worry about the politicial crisis; we're busy fulfilling our mission to seek out new life and new civilizations.

Another reason why delaying the Ambassador would really hurt is that we'd very likely have to deactivate several tech teams. We need 208 rp to keep all teams running, possibly up to 224 if the Apiata and and Indorians both give us a tech team (weapons/escort design and medical/anything, ideally, and it might be covered by a one time accession bonus). We currently have 158, so we are going to need another 50 points. The last two quarters have been rather disappointing rp wise. The 30rp for the project would help a lot.

Holy crap, Honiani have a C7 S5 D5 explorer and the Seyek have C9 S6 D5 explorer! Qloathi, despite having an penchant for exploration, have explorers about as slow as the Rigellian Megatortoise.

That Seyek ship has got to be a typo. No one has a Combat 9 ship right now.

Well, both of these options are still inferior to the Renaissance - and that would be fine if these ships were actually cheaper than the Rennie, but they're 20sr more expensive!

Well remember, this is for a refit. I expect they will start building Renaissances once they're proven to work.

[ ][PRIORITY] Pick One Member World Priority to change

Suggested possible priorities can be things such as:
Focus on building a particular ship type/class
Focus on more cargo shipping
Focus on increasing resources/recruitment
Set a target for Combat or Defence
Start designing a new ship

@OneirosTheWriter, this should also have a "[ ][Priority] No change" option, or else we'll get into the same situation last time where we couldn't distinguish between people who didn't care about the vote versus people who don't want any other change.

With Apiatans crews, you need to remember, "Officer" means "Queen". Only Queenships bear them.

Yeah, that's what I figured. I was just unsure whether the Ozziras counted as officers, since although they aren't Queens, they do handle officer command duties, and you previously made a distinction between "Ozziras and enlisted Apiatans" along with the term "the non-queen officers" in here.

Kinda surprised they had Wolfe on the ground, but his bad luck does have a way of warping reality.
At some point @OneirosTheWriter and I discussed where Wolfe would be at for Orion. I thought Wolfe would be in a position where he'd still be actively deployed with the Orion campaign unit rather than back in San Francisco, because it would be better dramatic fodder and also I thought it fit with the character to want to be out in the field. Oneiros suggested Wolfe could end up working with Office 8, who are the sneaky-sneak guys, and they seemed a natural fit for the mission. I don't know if that was ever confirmed but I decided to run with it. Holena was transferred to Office 8 as well before that actually, hence her inclusion.

As for why he's in the field, one half ~Classic Trope~, the other is given how the President will throw him into the nearest sun if it goes wrong, he wants to be directly supervising. :V I also actually have a reason behind why he got assigned to a field team, but I want to hammer it out a bit more.

Don't need the crew at this exact moment and we can just mothball it later if we need to.

[x][AMARKI] Fleet Workhorse - +1 S, +1 P, +1 D, 30br/20sr (Final figure C4 S3 H3 L4 P4 D4 - 100br/100sr)

Neither of the two options gives a ship that's better than the Renaissance and Briefvoice's arguments convinced me.

[x][RIGEL] As heavy combat forces, using their Megatortoises and Turtleships in pitched battle.

Speed is not what I think of when I think of Rigellian ships and their bigger ships definitely seem to have combat as their focus.

I'm torn on this. We can't really afford the PP but we really need all the friends we can get and this is a great opportunity....

Actually, hold that thought. What exactly did we actually want out of new syndicate legislation anyway that we don't already have? Were people just hoping for new options?

Going to give the priority vote a try.

[X][PRIORITY] Rigel Mid-Term Priority: Change from "Freighter Expansion" to "Increase Budget"

Rigel with its large crew income comparable to that of Apiata has the potential to be a powerhouse like the Bees.

From my very high birds eye view (although a fairly blind bird at that), I don't see the need for further freighters. They and their largest neighbors, Human and Honiani, already have pretty good numbers of freighters and bulk capacity. (Betazoid and Gaeni don't have as much, but they're also likely not on the primary trade routes, as evidenced back in the Ghost & Whispers crisis.) Maybe its their default inclination as mercantalists rather than any true need for such freighters.

Why I'm voting to increase budget rather than increase officer recruitment: Rigel is already slowly improving its officer income, but their BR/SR budget cannot possibly supply that crew with ships. Even if officer income didn't increase much, their current mix already works decently for their escorts.

As for the other votes:

We need all the ships we can get and our crew crunch isn't here yet.

[X][AMARKI] Fleet Workhorse - +1 S, +1 P, +1 D, 30br/20sr (Final figure C4 S3 H3 L4 P4 D4 - 100br/100sr)
Amarki are already pretty light on science and presence and have no dedicated science ships, so this would help there. If the SR cost is reduced to make them more cost effective in combat, I'd consider swapping to the Fleet Strike Force option.

[X][RIGEL] As heavy combat forces, using their Megatortoises and Turtleships in pitched battle.
Speedy Rigellian [escorts] is an oxymoron, so voting for the only one that makes sense. If they really are having trouble with raiders outmaneuvering them, Starfleet can help in peacetime, and swarm doctrine fleets can cover during wartime.

[X][HONIANI] Deny
Sadly, we need all the pp we can get as well.

I may consider actually dropping the SR build requirements substantially for the Hebrinda with the refit, it could really do with that edge..

With Apiatans crews, you need to remember, "Officer" means "Queen". Only Queenships bear them.
Ok, that functionally means Apatia CAN'T use our designs, at least not with our stat and cost lines.

[x][AMARKI] Fleet Strike Force - +1 C, +1 L, +1 D, 30br/20sr (Final figure C5 S2 H3 L5 P3 D4 - 100br/100sr)
[x][RIGEL] As heavy combat forces, using their Megatortoises and Turtleships in pitched battle.

I'm going to slash the SR. cost for the Hebrinda-A back to 70sr to make it more in line with the others. A lot of Federation tech helping out no doubt :V

Ah, there are classes already, though I'm sure you can adopt those designs for existing one.

The spreadsheet just said "heavy escort," "explorer," etc, so I made up names for them myself. If you tell me their actual names, I'll happily edit.

Whelp, nothing for it. Truly, it shows just how badly things are going when we can't afford to do things like this. I just hope the Honiani aren't going to be insulted by this refusal.
