Yes, but I believe the Daedelus class that follows does have Shields. Plus they're always a goal for Starfleet and Starfleet knows they're possible. So long term our warp coil and hull plating industry is more important.
Plus there's the issue that if a Convoy takes 5 years to get somewhere with the current engines our little escorts have to be able to make 5 year journeys as well. Since cutting the journey to 6 months, still means you'll be six months late to respond to an attack.
Unfortunately the strategic aspects seem to have been missed by the voters and now we're stuck with a local defense ship that cannot protect our trade outside of a fairly narrow bubble and expands a resource that is probably lower priority that Warp Coils and Hull plating. Hopefully we can correct that with the next project.
