Bingo. For the same reason, Sabrina decided not to raise Iowa - while yes, it's an example of the Constellation bringing most of its full force to bear (before it was formed, even!), it didn't seem to fit the spirit of the question asked.

Put another way: neither incident were really examples of the Constellation keeping the peace, which is pretty much what was being asked. They could have been brought up as examples of what Sabrina was willing to do and able to accomplish, but it didn't fit the discussion at the moment, and then the topic more or less moved on from there. -[X] For the moment taking it at your word that those groups, at least, would upset the peace if given unlimited magic - would a more limited solution cause the same issues? Even if you don't end up with a permanent solution today, you could partially clear enough seeds to relieve starvation pressures for weeks or months, and thus buy time to discuss things with any problem groups to potentially negotiate a full solution.
