I just hope the bunny cat doesn't use this opportunity for contract bait. But Nagisa was warned early on about him so that's mostly just my paranoia speaking.

Alright, so some questions for the plan makers, to set the tone.

1. Are we going to be spending "resources" (time, grief, and so on) redeeming the Iowa girls, especially given this latest horror show?

2. Since we'll need to imprison them anyway, is it possible to devise a quick and dirty "magical girl penal code", which will likely involve something similar to the Oriko redemption project?
I'm specifically talking soul gem containment/house arrest or parole depending on their life circumstances.

3. Do we need to prioritise the battleship projection girl for Walpurgisnacht parole, given that 2 is realised in some form?
Not really a "plan maker", but here's my take:

1. Depends on the information we can manage to gather from them and the hostages. Most sources point to "no" right now, though.

2. Probably not. Remember, there is no precedent for any form of penal system for mecuga, other than "kill if attacked." any form of penal system should be made methodically and thoughtfully, both of which are natural enemies of being rushed. Besides, the thing about Oriko is that she was far more willing to help us because she genuinely had good intentions. Iowa would rather 'pillage and rape', as the saying goes, so what we did with Oriko probably wouldn't apply. Maybe if we somehow got them to be repentant about their actions, but I don't think they are. These girls are far more likely to try and escape than Oriko was, so any sort of parole or house arrest would be far too risky. Soul gem containment may work, but only if done with the appropriate measures.

3. No. Keeping her in check while fighting walpurgisnacht would just add another thing to our list of things to multitask, and the restraints we put on her here would not be applicable if we want her to fight walmart effectively.

Besides, Homera stated walmart tanked battleship weaponry. I don't know if that was from an actual battleship, but it can probably be assumed that the floating Iowa would at best be a distraction target, and at worst be a liability that could turn on us at any time.

Actually, this third part can be negated simply by Sayaka copying shipguca's power. The battleship may still be useless, but we wouldn't have to worry about it firing at us.
 
At this point it seems pretty unlikely that survivors is a thing Iowa does.

Honestly, I kinda wish there was an equivalent justice, 'ghost rider' type of punishment available that would increase with the amount of non-objective suffering one has inflicted on others, especially if one was non-repentant of those actions (redemption is a thing that should occur for some).

It would make dishing out punishments SO much easier.

Magical battleship vs mundane battleship. Homura proved that witches can be hurt my mundane weapons, but I think it's pretty clear that magical weapons are more effective against them.

That being said, Sayaka is the ultimate cheat code. Without her, some of these things might be difficult even for us :V

I personally don't really care about punishment, but I do care about preventing further harm. I am not seeing any way to go about safe rehabilitation. In which case I don't see much point in imprisonment.

Maybe not now, but perhaps in the future? I mean if and when we set up MSY, we could have good enough psychologists and therapy, magical or otherwise to try to rehabilitate them. That's sort of why we don't want to kill prisoners if we can avoid it at all.
 
New recruit means a weak link in the chain. We'll get one of them to talk without any kind of enhanced interrogation methinks. And then the captain can stew on the fact she's possibly the least human meguca on the planet for a very, very long time.

She could also (theoretically?) have multiple powers active.

Imagine: an Iowa that shoots lightning rounds. Or light beams. Or any other combination of her current powers you can think of.

Eh, I suppose I'm just a "you must pay for your sins" kinda guy. Like, 'an eye for an eye' kinda deal where your punishment fits the extent of your crimes.

That being said, I don't want to kill them anymore. It'd be a victory on Iowa's part to break Sabrina like that, and I personally think they don't deserve a victory like that. Also, I wouldn't go so far as to call it a 'mercy', but I do think better punishments can be dealt with them alive rather than dead.
 
New recruit is only one possibility- though maybe most likely absent other info - given they had a stealth expert I am thinking she may have been in the team but not known.

That much, I'm absolutely sure of. We still have a lot of things to do to sort out this mess, and we can't really use timestop to deal with them. It's unfortunate, but we can't be back in time.

Speaking of those things:
  • We need to offer the Mandalay Girls our support with cleansing, and I'd like to specifically offer them a Clear Seed. They lost friends and family here, they'll need the cleansing to not despair.
    • We should clear Yuki's claim on a building in their territory with them. I doubt they'll object, especially if we promise to let them visit us and to visit them in turn, but it's just the polite thing to do.
  • We need to get the Iowa Girls to Fukushima and get them safely contained. On the plus side Yuki can teleport us all straight there, but that's still probably going to involve a whole bunch of enchantment work from Kirika and Umika to keep them fully locked down, which will take time.
  • We need to come up with a team name for this whole coalition, and as part of said coalition, invite Mika Nakano to participate in the Tokyo talks tomorrow if she wants to.
    • While she's here, now is also a good time to clear the air between Mika and Kyouko, as Kyouko just requested.
      • If Mika does accept, then we might want to have a general discussion about tomorrow's Tokyo talks and planning surrounding that while all the participating parties are in one place.
  • Mika can fly home from Fukushima, and Kazumi can do the same with her team with her copy of our flying platform, but now might be a good time for Yuki to fly over to Asunaro and claim a node there. At the very least, we should raise the topic with Kazumi.
