Given how Rionna talks about making examples, and Nadia's original reaction to her, she's probably widely feared, at least in Western Europe. That's the kind of thing that ultimately leads to people joining up to attack what they're afraid of, at some point or another.

On the other hand if her misdeeds were that widely known I don't think Nadia would have given her a good review.
 
My read on this is that Sayaka, at worst, copies souls. She doesn't kill people to do it.

And if it turns out that those power gems are aware and sophont, or capable of becoming such, then we can figure out how to deal with them like people when we learn that for certain... or even just when we start getting evidence in favor of that hypothesis.
Considering how Sabrina could read Oktavia's name inside the gems I believe the gems are Sayaka's equivalent to familiars.

I think it really becomes a quick draw duel

A typical cleanse from a grief seed is about 2-3 marbles. A grief seed has 1-5 cleanses.

A typical magical girl needs about one grief seed every week or two.

She needs 40 to 400 grief seeds per week.

That is NOT sustainable from "holding a city".

She's putting those grief controllers powers to the same use as their original owners.

It may be that you're vastly underestimating how bad many magical girls are. Riona at least pays lip service to only targeting "bad" people. It sounds like many MGs have gone full-on Lord of the Flies and have no hesitation whatsoever in taking what they want from whomever doesn't have the power to stop them. You think shades are bad?

Finding out about literal MG slaving rings with flesh-and-blood slaves would not surprise me. It's all about the standard of comparison Nadia is using.

Even at the lowest bound for get cleansing requirements, she'd need to control an area like "all of Tokyo" or "Northern Ireland" to be hunting normally.

We'd have to isolate her soul gem from her body first*, but then we'd have to account for the possibility of Riona's soud being able to operate without a body.

*so Riona's body is timestopped while her soul isn't
