Some thoughts:

We do not gem or kill her. None of our friends (save Homura and Oriko, probably) would approve of that.
We need to tell her we're close to de-Witching and we should succeed with her help. She has a concept of morals and will appreciate the huge change for good that would bring about.
We shouldn't keep forcing her to give up her shades. With her personality, it will just make her more protective. She most likely blocked off her emotions for the people whose souls she stole and she won't easily accept that it may have been possible to do it with fewer sacrifices. That would make her feel guilty.
Instead, we should work with her as best as we can to create a situation where she such measures are no longer necessary, all the time progressively supporting and befriending her.
Most likely, with us around, she won't need to create a single new shade anyway, same as if we dissuaded her.

She came here fully intent on killing someone to get their cleansing for herself. Not looking to negotiate, not to offer any sort of deal (because you don't pull this shit on someone you're looking to make a trade with), not looking at this as being some way to change things. Independence from hunting for witches has (effectively) already been offered with the implication of giving it to her if she stops this, and she responds with this.

I have a suggestion.

Get Homura to time stop and come over. Get civilians out of the area, fill body control range around Riona's body with explosives. Detonate the moment we exit time stop.
This is why i wanted to leave out any kind of moral judgement

It might be worth it to remind Rionna that she walked into a lion's den uninvited, and she didn't bring an army of shades. She shouldnt be so cavalier about the prospect of a fight.
For all we know, Riona did bring a great number of shades to Mitakihara; and actually it's sort of expected. The only thing we know is that Riona claimed she can't contact her shades inside the privacy sphere.

No need to use grief control only. The biggest advantage we have is that most people don't know about Homura's timestop.
 
I doubt we could lose the fight if we brought Homura in. Maybe add in a Sayaka and a Kirika in for good measure. Sayaka to try and copy her power (can we do that from time stop?), so we can get the value of hopefully de-witching in the future. Kirika to make sure that she can't bring some bullshit instakill to bear against us. Also, to disable all of the bullshit. Homura to give us our surprise attack opportunity back.

Remember, our friends are almost as broken as we are, if not more so.

I don't think that's the case. If she wanted to, she'd start the fight already. Baiting us into attacking her in order to acheve higher moral ground? That's doesn't seem like what Riona would do, given her personality.

You think we're the first to try this? She's probably already heard every argument any of us could think of and still decided that her own safety and sense of justice were more important

We also cannot reasonably expect to win a fight with her without an unacceptable level of collateral

Even if, in the end, we can find no way to work with her, I cannot recommend doing anything other than simply letting her go

I don't think asking more questions about her shades is going to work, she's made it pretty clear she won't answer those questions, even threatening to attack us if we keep up on those lines. Saying that we need to try to break through her shell is all well and good, but how many people will let a complete stranger do that in a single conversation? This is the kind of personal situation that we would need either metaknowledge, or several weeks of time to get to know her, or both to get through to her.

On the other hand, attacking her with civilians around, especially when we know so little about her abilities is reckless.

If she is going to be blunt, then we need to get blunt.

I know some people are tempted to attack the evil right in front of us, but its a bad strategic decision. If we don't come to an agreement with her, I say we add her to list of post-Walpurgisnatch things we need to take care of next to the Iowa group.

Rionna's soul sense might notice if people start vanishing around us, which could warn her enough to defend against an alpha strike, meguca reflexes are bullshit, especially top tier ones.
 
We may not have a right to judge her, but we have a responsibility to, because letting her walk away is effectively condoning her actions. So we can ask her to help us make a judgement, and find a compromise that works for us both.

Wait has Sayaka been unknowingly doing the same thing? Boy I hope not.
My read on this is that Sayaka, at worst, copies souls. She doesn't kill people to do it.

And if it turns out that those power gems are aware and sophont, or capable of becoming such, then we can figure out how to deal with them like people when we learn that for certain... or even just when we start getting evidence in favor of that hypothesis.

EDIT: This is sort of why I'm already trying to treat Aurora like a person. It's unlikely she's truly aware yet, but given that she's become the prototype of our dewitching efforts, it's best to start now.

It would surprise me if that hadn't already been tried against her, and the girls who tried ended up as her shades. Given how Rionna talks about making examples, and Nadia's original reaction to her, she's probably widely feared, at least in Western Europe. That's the kind of thing that ultimately leads to people joining up to attack what they're afraid of, at some point or another.
