I have a possible motivation for why Kyuubey would want the Pleadies gone but it involves a single question. "Would Kyuubey consider turning Witches back to Magical Girls to be a hindrance to its plan to stave off entropy?"
 
I think it's indifferent either way, but its job description is basically farming Megucas for Grief, so...

Yes, absolutely, but they haven't even gotten the idea for de-witching yet, so I don't see how Kyubey would know that they're going to eventually succeed at it.

The Pleiades are surprisingly calm at the moment, although that might change soon. I really want to know what Kazumi said to Mami that she felt the need to apologize to her, because simply doubting Sabrina in this situation doesn't seem bad enough to require an apology.

Well, it's theorizing, but it seems like Grief Seeds continue to generate some amount of Grief. Which from the Incubators' perspective basically makes them a perpetual, self-replicating source of fuel. Which, in the long term, is better than just getting the fuel.
 
Policy brainstorming for hypothetical Mitakihara post-scarcity zone under our control to incentivize magical girls to still hunt witches and to achieve the goal of a clear seed for every resident.

10 Grief Seeds donated to us for cleansing and distribution = 1 Private meeting without some research proposal for cleansing infrastructure being needed.

We would regularly hold court where we cleanse people and hear concerns/resolve disputes, and we would cleanse people who come to us and ask for it, but for us to come to them, they would need a financial infrastructure proposal(lower priority compared to donation), grief seed donation(higher priority than financial infrastructure but lower priority than research), and cleansing infrastructure research(highest priority). This would be for the sake of preserving our ability to sleep and research as well.

20 Grief Seeds donated to us for cleansing and distribution = Sabrina and Homura will time stop to your location for emergency cleansing

Abuse of this policy for ambush or assassination would be long term gemming/death penalty level offense.

I've got an inkling there may be a perverse incentive in here besides familiar farming(We should definitely prohibit directly feeding normal people to familiars)somewhere but I'm having difficulty putting my finger on it.

Well, aren't Megucas by themselves are perpetual, self-replicating source of fuel? What makes Seeds better then them?
