But seriously, Kyubey doesn't say that when he contracts anyone else during PMMM, and if he had you'd think that would have been a red flag for the girl in question.

Honestly, when it comes to the hows, Hijiri's earlier words have me inclined to suspect that Kyuubey may have led Hijiri to Anri. (or vice versa) Sort of how he once set Mami and Kazumi up as recruiters.
Anyways, I'mma just write this up and see what people think:

I think it's necessary to speak with Kazumi, even if the subject must be broached very very carefully. Needing to keep major secrets can and has destroyed her in canon. This seems like a way to tell her she can bring stuff up with us (and that Kirika and Oriko are also people she can talk to) without significant risk of leading her to finding anything. Especially with an emphasis on a word. (The fact that she's shown significant, visible concern for Oriko's warning makes me think the risk of her poking her head into things out of curiosity is low.)
[X] Explain Kyuubey's MO. This could be his doing, either directly or by arranging her to meet Anri. He makes contracts to fight entropy and he can be greedy and ruthless in doing so, especially as Hijiri was a potential strong enough to hold all their powers combined. You suspect he's said something leading to

Copied section: Iffy on the privacy device here. It'll take significant time if we can't involve Sayaka (we can't) or Kazumi (even if she knows the witchbomb, the lichbomb itself isn't certain to go with that) and I'm not sure what it would gain us.
