Terry Pratchett had a line that I think is particularly suitable to this situation:

"The most important freedom of all, the one that makes all other freedoms possible: the freedom to face the consequences."

She is a human being with all the rights thereof... and when human beings commit theft and assault, they don't get to just walk away.

And that's assuming that she's being totally honest with us and isn't a supervillain planning mass murder like her canon counterpart.
 
Very much agree with that train of thought.

If Hijiri wanted to be free to make her own decisions, then hey - she made her own choices. But just as she owns the decisions she's made, she also owns the consequences thereof.
 
As a note, if you suggest leaving Hijiri under guard, the Pleiades will have a solution for that.

Just as soon as she did, Mami's grip on her hand tightened, the blonde sending her a questioning look.

The white haired girl tried to give her a reassuring smile, but...

She squeezed Mami's hand just as tight, before letting go.

Everyone's heads turned to her as she stepped closer to the group, some of them -the Kannas- glaring at her.

Taking a deep breath, Sabrina broke the tense silence.

"Put her in the Freezer."

The entire group flinched, or at least, the Pleiades did. The present units of the group stared at the foreign girl in surprise, fear... anger.

Sabrina simply stood, letting the stares wash over her, waiting for an answer.

"Bullshit," spat out Niko, shaking her head. "That's- that's... bullshit! First this, then, how can you..." she trailed off with a growl, her glare being cut off by a veritable mass of hair as Mirai pulled her into an even closer hug.

Kazumi's eyes glinted under her furrowed brows, as two blood-red spotlights shining down on Sabrina.

Then she sighed, and she gave the taller girl a sligh, self-deprecating smile.

"So you know even that, don't you?"

At once, the tension in the group lifted, the witch themed magical girl's acknowledgement easing up her friend's fears.

From most of them, at least; Niko hastily but carefully push Mirai off -enough to be able to glare at Sabrina.

"How do you know?!" she demanded to know. "Nobody should know about that. It just... doesn't make sense!"

The blue eyed girl scratched her head, trying for a placating smile.

"Well... I have approximate knowledge of many thing that need fixing..." she returned the glare then, before smiling easily, "... and you just confirmed my fears!"

A few seconds passed in absolute silence.

This time, Sabrina did shift a bit under the incredulous look sent at her from everybody else. Even Hijiri was looking at her weird.

A smack drew their attention to Saki, the girl's glasses askew after she'd palmed her own forehead.

"God... We can't have falled for that," she lamented.

As if slowly coming to, the present Pleiades made dismayed sounds, some of them slumping, others sighing.

Hijiri at least, looked somewhat amused.

Then she blinked, confused.

"Wait, you want to stick me where?!" she yelled, confusion turning to outrage. And fear.

Completely ignoring her, Kazumi made an "oh!" sound, looking at Sabrina. "If you know, does that mean Mami-"

"NO!" irrupted Sabrina, making frantic warding gestures with her hands. "You can't..." she threw an apologetic look back at the blonde, "you can't tell her," she stated, leaving no room for arguing.

Wide eyed, Kazumi quickly shook her head, closed her mouth tightly, and made a zipping gesture over her lips for good measure.

After a moment, Sabrina nodded, satisfied her friend understood the gravity of the situation. She turned to Mami instead, the girl sending her a troubled look.

Their hands met and they leaned on each other, talking in the slighest of whispers.

"I'm sorry Mami."

"It's fine. I trust you, Sabrina. And this is about...?" golden eyes flickered aside, troubled.

The white haired girl nodded, her forehead brushing against blonde hair.

"You asked me not to tell you. You couldn't have been more right," blue eyes pleaded.

Mami nodded, letting go of Sabrina's hands so she could pull her into a tight embrace, one wholly returned.

After a moment, Sabrina turned her head enough to look at a grinning Kazumi.

The red eyed girl nodded. "The Freezer will do." She lifted a finger as Hijiri flinched. "It's both safe and painless," she promised with a slight glare.

The clone bit visible bit back her words, and nodded while slumping, resigned.

"Great, so..." Sabrina looked around, "teleport?" she asked Saki, who nodded. Planting a quick kiss on Mami's head, she asked the blonde, "can you...?"

Without needing her to finish her sentence, the blonde nodded. With a wave of her arm, a multitude of ribbons extended to latch onto each of the girls present.

Showing no hint of surprise, Saki took a deep breath, and in a blinding flash, they were all gone.



"Welcome..." said Mirai as everyone blinked the spots out of their eyes, "... to The Freezer!"

As their eyes adjusted, the group was met with a long hall, a magical looking pentagram in the centre, covered by a glowing field, and lining up the sides, two rows of enormous tubes containing-

"Oh my god Mami don't look," startled Sabrina, raising a hand to cover the blonde's eyes-

-At the same time as Mami's hand closed on the taller girl's blue eyes.

"Sabrina don't... don't look!" the golden magical girl yelled, scandalized as she tried to pry Sabrina's fingers off her face.

"Oh, there's Kaede Hinata!" said Sabrina, peering around Mami's fingers.

"Don't look!" repeated the blonde, covering Sabrina's eyes with both hands at the same time she shook off Sabrina's. "They're all naked!" she yelled.

"Mamiiiiii! Stop looking!" Sabrina grabbed the blonde's head and pulled it into a firm embrace.

"You can't look either!" protested Mami's muffled voice, as a ribbon trailed up from her sleeves to wrap itself around Sabrina's eyes, effectively blindfolding her.

"OK, OK," said the taller of the two, "none of us looks, OK?"

"OK," Mami nodded, head still buried in Sabrina's arms.

A thoroughly fake cough interrupted -Sabrina's head turned to the sound, unseeing, while Mami tried to turn, but stood firmly held by Sabrina's embrace.

"You know," said Kaoru, "we're all girls-"

"Why are they naked?" asked Sayaka.

"Y-yeah, why?!" yelled Hijiri, backing off from the group.

Kaoru huffed and opened her mouth to answer...

"... Why are they naked?" she wondered, turning to look at her friends.

She was met with confused stares; the girls looked at each other askance for a few moments, until Kazumi asked Niko.

"Something to do with magical stasis and contaminants... something?" she trailed off.

The original Kanna shrugged.

"... We don't know," the red eyed girl informed her conclussions, looking back at the blinded couple.

"Well, the situation is clear," nodded Sabrina, moving her head as if to look around, still blindfolded. "They need pants."

For once, there was unanimous agreement with the idea.

Not too far away, a black haired girl sneezed.

Answering Oriko's concerned look with a smile and a shake of her head, Kirika tugged on her girlfriend's arm, dragging her to look at another shop's window, pointing out which dresses she'd like to see her try on the most.

Oh, and now and then, she looked around to see if there were any clearly evil looking meguca around.

'We did say we were covering ground slowly!' Kirika grinned to herself as she entered the shop alongside her Ojou.

"forfeited" sends the wrong image.

I think it'd be better to say she's got responsibilities to make up for her wrongs.

Hijiri's got a big enough complex about what's 'right' for her to do in her life.
 
Wait, why? Don't abuse her, obviously, but I see no reason we shouldn't be explicit that she will reap what she's sowed; "consequences" is not a bad word when she's literally a criminal. She's lived with humans; she knows burglary and assault are wrong. Presuming her honesty, I sympathise that she was manipulated to the point she felt driven to do this (how long has Yuuri had this brewing, in that case?), but that desperation doesn't excuse her actions.

Moreover, I think this update made it abundantly clear that she doesn't want (or at least doesn't think she wants) to be treated with kid gloves. She could be fooling herself, but I see no reason to be overly-indulgent just because we're ultimately trying to help her.

Especially since she still has the mind-altering device, the effects of which we really don't precisely know.

Failing to take decisive action against that thing will probably end up being the biggest mistake we've made in this unfolding debacle. Hell, Niko is apparently immune to it anyway!

Let's not talk about her losing rights. Her issue is one of choice and freedom. Talking about denying her those things would be pouring salt on the existing injury and would guarantee a negative response. Instead, I think that we focus on what she did and what the effects are. Show her concrete, reified proof that her decisions have consequences, that those consequences matter, and that she can choose whether the world moves toward good or bad outcomes.

She hurt people. Those people will stay hurt unless someone does something about it. Her actions will be remembered and taken into account; she has damaged everyone's ability to trust her and she is the only person that can repair that trust. What she did in the past mattered and what she will do in the future matters.

Give her the option to work toward what she wants - self-determination - in a way that benefits everyone. Align the incentives and she'll decide, of her own free will, to help. Same principal as in business or any other negotiation: The best deal is the one that benefits everyone.

(...can we work any Star Trek quotes in here? 'cause quoting Picard on Data would be perfect.)

After reviewing things, in no particular order:
1) Really. Drop the memory device. It's clearly a comfort trinket to Hijiri, that offered her a measure of protection - but as it is, it's worse than useless. Any protection it could have afforded her is no longer in effect, since she's surrounded by meguca she stole it from.
2) Again, she stole from the Pleiades. Whatever else, stealing is wrong. Restitution is mandatory, remorse is desirable.
3) I don't feel like leaving Hijiri with the Pleiades either. Not only are they the directly wronged party, they are also close friends of Niko, who sounds exactly like Hijiri. Leaving Hijiri under their guard is risking Hijiri innocuously asking something and the Pleiades responding favorably out of sheer reflex.

A line I'd really like to see used, when she protests having the memory device removed whether she likes it or not (and maybe some of the rest.... how can Niko be controlling your life if you've never crossed paths before now o_o? She pushed one domino and hasn't touched things since has she?)

On the other hand, reaalalllllyy not a social principle I approve of. Its absurd on the face of it to tell someone "You aren't a prisoner , you are free to leave whenever you like....I mean yes, there are sniper towers and land mines for the next several hundred feet, but I won't stop you walking out!" and call that freedom.

Whatever else, stealing is wrong. Restitution is mandatory, remorse is desirable.
Justice should be efficient, not retributive. Restitution and remorse can make the future better but are not ends in and of themselves. Punishment is generally counterproductive. Far more effective is to directly work toward making the future better, not just for the present victim but to remove any conditions that potentially create future victims.

On the specific topic of restitution, I'm not sure that Hijiri has anything that would qualify, and I'm not sure I'd like any suggestions past that.

Additionally, the way Niko has been talking and acting, both parties need to be showing some remorse right now.

Okay, first: letting her go off on her own is a great way of letting her get herself killed (more likely than not).

We should explain the dangers and difficulties of life as an MG, especially on one's own. Then we should offer her a place to stay in Mitakihara--it doesn't have to be permanent, either. She can just stay and think about what she wants to do for as long as she needs to.

Whether or not she accepts, we need her to tell us everything she knows about Yuuri. What her powers are, what Yuuri told her, how Yuuri found her in the first place, etc.

And can we fucking destroy the memory device already? It's nothing but a problem, and it's WAY past time it's been fucking deleted.
 
There was a plausible hypothesis earlier that Niko's life at home sucked and that cloning herself, instead of just deleting her memories, was partially to escape it. On top of that it might be a constant reminder to Hijiri, in which case we'd want to get her out of there for her own good. Niko could swap with Hijiri, but that might also be unpleasant. I think that it boils down to depending on the Kanna home life. If it's good, we can probably talk to them, give them the "you have two daughters now and they need serious therapy" talk, and figure it out with their help. If it's notably bad, I feel like it might be better for Hijiri to just disappear the way Niko and the other Pleiades did.

Man, the War Room sure left quite an impression on me.

Also, she needs a reality check. She's a prisoner because she attacked Sabrina and helped Airi steal from and attack the Pleiades. She pretty much stated that was her willing choice. So, there are going to be consequences, and she can't just shift them all to someone else if she really meant what she said.
Truthfully, if she wants to be treated like a real girl, we should point out that the last real girls who attacked our friends got their hand cut off and then put under house arrest for months.

A running joke on Mitakihara Middle School is that it has an inordinately good cirriculum. All based on a joke of "God was our dropout" which refers to Madoka becoming Madokami without ever graduating from said Mitakihara Middle.

I recently read about a way to respond to things like this that was basically just by saying "Nah.", because how do you even respond to that?

If regular Kazumi Magica has any basis on Nico/Kanna's situation, then they actually had a really good home life, with Kanna explicitly stating that she had a loving family and friends. It says a lot when Kanna's first reaction to learning about the shooting was worrying about her parents.

The reason Nico left that behind was believing that not only that she didn't deserve it, but that she couldn't enjoy it.
