[] Ask if you can cleanse her soul gem.
-[] Demonstrate, with asking permission for context, with everyone else first.
[] Get Niko and Kazumi to you asap. Kazumi MOF?
[] Reassure her. It's okay. Everyone's okay. Everything will be fine. You think you should be able to leave her alone, you just have to figure some things out first, it'll all be good.
[] Try to reduce problematic group body language. Everyone move to the same side so you're not surrounding her, sit down, lessen grief emissions to undetectable levels.
[] Keep situation calm. Listen to her, be sympathetic and supportive. Don't pry, but leave her an opening to open up to you about her feelings, thoughts, and motivations. De-escalate if someone (Kazumi) is too harsh?
[ ] Act professionally and respectfully towards Hijiri
-[ ] Try to calm her down and assure her we don't want to hurt her. She is, however, detained until we're convinced she won't come after us to rob or attack us a second time, or run away with anything valuable.
-[ ] Check her for clear seeds and remove the memory device.
[ ] If we find the clear seed, regroup with the full team sans Oriko and Kirika, who have leave to wander the commercial district for now - No lighting anything on fire this time, however.
[ ] If not, continue search pattern, but us, Mami, Saki, and Sayaka are returning to base to contain Hijiri
-[ ] Grab some steel for a mundane cage or other cell to be constructed
[] Greet Hijiri warmly, cheerfully. Introduce yourself, ask if she's who you think she is.
[] Tell her you're glad to finally meet her, you've been hoping to talk with her since you first heard about her.
[] Regret the current circumstances. Reassure Hijiri things will be OK, but we need her to return that device she stole.
-[] Just the device. She can keep the Seed. (Explain if she seems open to it.)
-[] Ask about her motivations. Maybe we can help her?

Let's generalize and summarize, I think?

[] Offer Kanna cleansing, her own clear seed, and help.
[] Build rapport. For real. You want this to turn out well.
[] Calm down and reassure Kanna. Try to understand her problems. You're really confused about this whole thing.

The rest...

[] If it helps her stay calm, let Kanna keep the memory device for now. No need to invade her personal space.

[] Bring in Niko and Kazumi. Try to facilitate a peaceful, therapeutic interaction.
-[] Everyone else, stay on-line - there're still motivations that would imply an underlying problem.
-[] In particular, make sure Oriko and Kirika get to enjoy their little vacation.

[] Slip in some thanks for Saki's and Sayaka's awesome performance.

While letting Hijiri keep a grief seed is alright, since we can easily use our own personal goals of stopping magical girls from having to hunt witches as a means of building rapport, I think that:

a). We shouldn't let her keep the items she stole while we talk to her.
b). When we give her a clear seed afterwards, we should give her a different clear seed, not the one she stole. We gave that seed in particular to the Plieades, and as a symbolic gesture I think not letting her keep the specific fruits of her theft has power.

Veb, we definitely should NOT allow her to keep the Clear Seed she stole. That sends entirely the wrong message and could encourage further thefts. We also need to take away the Memory Machine at the very least, because it's impeding us doing our job here; that is, it's making it much harder for us to do basically anything to Hijiri since we have to do it at a distance.

You're being too soft. Remember that the article also pointed out that that was a pitfall too.

Not that she's tried firing back. She's fleeing, sprinting flat out at magical girl speeds. Her leaps are sloppy and reckless, and you're pretty sure she fell at some point -you didn't quite see it clearly- but she got right back up and continued to run. She hasn't even attacked again after that first shot, not that you'd expected her to.
Very inexperienced, and probably scared out of her mind too. Unless she's acting, I'd easily believe that that shot she took at us was a total blunder driven by pure panic.
"Mami!" you warn, popping your fortress straight up. Your decoys dart upwards, dizzying, evasive pattern swirling around you-

Mami's shot booms out. It slashes across the distance, an easy half a kilometer.

She hits. Even from here you spot the explosion of golden ribbon - and then it bursts, puffing out into fragments.
500 meters, in a standing position with no rest or sling, with iron sights, from an aerial platform conducting violent maneuvers below treetop height, at a superhuman target moving at maximum roof-hopping speed and actively evading. Holy fuck, Mami. <3
"Comi-" Sayaka says.

"We'll cut her off!" Saki barks. You glance back. Sayaka's going high again, soaring upwards.
Sayaka being a bit of a newbie with this decision. Good thing we had Saki to back her up and that she listened.

Agree.

I'm not sure about the memory device. She's really freaking out right now and it's not actually stopping us from doing anything we need to do (that is, keep her here and talk to her). I agree that she can't keep it permanently, but I don't think that we need to take away her security blanket right at this moment.

Even so, she could panic again and start shooting, or otherwise become dangerous. If so, then it would be best if we could physically tackle her if we need to.

Mumi rabu. <3

I do think we should concentrate on Sayaka right now, though. We can give Mumi cuddles and kisses once we get home, or at least in a little bit. She knows how awesome she is. <3

Sayaka being a bit of a newbie with this decision. Good thing we had Saki to back her up and that she listened.
OTOH, Saki decided to try to tackle the girl with the Memory device. They actually supported each other quite well, and I think Sayaka acted quite good in a crisis situation. I think we can officially strike her title of Team Newbie now. :p

I agree that she can't keep it permanently, but I don't think that we need to take away her security blanket right at this moment.
Again, our safety outweighs all other concerns. She's going to be jittery and nervous regardless - she's being taken to Meguca Jail anyway. We need that device out of the way and turned off so that we can get close to her if we need to for any reason.

We're already going to need to calm her down, we shouldn't let her continue to be dangerous just for convenience.

[] Be pleasant Sabrina.

[] Acknowledge the team's work. Nod to Sayaka.
-[] Offer cleanses all around.

Acknowledge everyone, specially our Kouhai, but focus is on Hijiri right now, yes?

[] Hijiri:
-[] Give her time and space to calm down.
-[] Include in and warn before Grief cleansing. Promise her we won't hurt her.
-[] Introductions.
-[] Be happy to finally meet her, getting to talk to her. Hint at our similar origins.

This is more or less how we should start, I think. We need to help Hijiri calm down: Give her space, cleanse her Gem with due warning, introduce ourselves, show that meeting her is something good, that we can relate on some level and that we wanted to talk with her not just because she stole the things.

Then move onto dealing with the theft.

[] Ask if we could restrain Hijiri in a more comfortable way.

[] Firmer tone. Hijiri (cont.):
-[] Regret the current circumstances.
-[] You believe you can talk things through. Reassure her as best as you can.
-[] Ask for her cooperation.
-[] Explain you need her to return what she stole, how important it is.
-[] Ask for her point of view. Why did she do this? Can we help her?
-[] Tell her Niko's very confused and conflicted right now. None of you really understand what's going on.

[] Niko:
-[] Try to reassure her before she arrives, if necessary. Share any progress you make with calming down Hijiri.

[] If it helps her stay calm, let Kanna keep the memory device for now. No need to invade her personal space.
I believe we should tell her we need her to return the things, after we build some rapport. Just don't mention it at the start, I think.

Explain what you need: For her to return what she stole, and to accept a new Clear Seed from us, no strings attached (explain, if she's open to it).

I don't think we should make that offer until we have more of her story, and I especially think we shouldn't offer the Clear Seed "no strings attached" right in front of the Pleiades. At the very least give her a few lines about using it for good and not hurting others like we gave Sendai.

[Q] Joke that you're glad you didn't have to deploy your special anti-anti-magic measures!

That's fine with me.

Mmm... what's really gonna harm any hope of Hijiri calming down, is the fact she's restrained.

Can we focus some extra empathy on her before we take a... firmer tone? (Being firm -and understanding- with her is a must to help her calm down, right?)

Oh,

[] Check her Witch name whenever possible

?

And:

"Big, antimagic beam?" Kazumi's voice cuts through the telepathic chatter. "That sounds like-"

Sounds like...?

What does this actually entail? Releasing her from our and Sayaka's restraints? What if she runs again?

More or less this; not sure about 'sitting down', and we should avoid looking like we're all lined up against her, so not quite 'move everyone to the same side' either.

Just don't crowd her, and try to get everyone to at least not look angry.

It's good that Saki is the only official Pleiades here right now. Helps keep things cool.

While I think we could give her a clear seed after all is said and done, I'd like to hear her side of the story first and what Kazumi wants to do with her. Her friend was attacked and its her territory, so what she says goes. Maybe giving Hijiri supervised access to the Pleiades Clear Seed would be good enough for now, until we know we can trust her enough to give her a seed of her own.

Unless this is a trap or something, I think that Hijiri saw an opportunity while following Niko and decided to take it, when three of the Pleiades left the town. She probably did not expect such a fast response. We should still be careful though and make sure that the memory device is removed.

So, since Hijiri is talking... somewhat... I guess I'm convinced that we should try and offer some reassurances upfront.

[] Be empathetic Sabrina.
-[] Promise Hijiri you won't hurt her. Give her enough time and space to calm down.

[] Acknowledge everyone's good work. Nod to Sayaka.
-[] Make sure your group doesn't look threatening.

[] Offer Grief cleansing all around, including Hijiri.

[] Introductions.
-[] Be happy about meeting Hijiri. Hint that you wanted to talk to her, and about your similar origins.

[] Firmer tone:
-[] You regret what's happened. Reassure her you can talk things through. It'll be OK.
-[] Try to get her side of things.
-[] Explain how her actions hurt Niko.

... And just get her side of things, and try to give her perspective on why everyone's feeling hurt?

We missed an opportunity today guys.

"STOP RIGHT THERE, CRIMINAL SCUM! YOU'VE VIOLATED THE LAW!
PAY THE PLEIADES A FINE OR SERVE YOUR SENTENCE!
YOUR STOLEN GOODS ARE NOW FORFEIT!"

But yeah Onmur, add a line for taking the Seed and the Device off her and I'd be willing to bandwagon on that.

Uh, we absolutely cannot leave her alone. She has antimagic, remember? Anything we bind her with, she can remove with a blast of antimagic. She needs to be under constant heavy guard. And we need to get that memory device off of her, as soon as is practical.

And while it's possible she's genuinely panicking and being sympathetic, it's also possible that it's a trick, and she's trying to get us to lower our guard around her. We need to be very careful.

Also, well done, Sayaka. Plastering her with a wall of paper against a wall was a great idea.
